The Comparative Study of Compact Development and Green Open Spaces in LEED-ND and Chinese Urban Planning Standards

On the basis of a green neighborhood development project in Changsha, this paper, studies the disparities between compact development and green (vegetated) open space issues in LEED-ND and the following Chinese national and local urban planning standards: • Changsha City Technical Regulations on Urban Planning (CSCTRUP); • China Code of Urban Residential Areas Planning and Design (CURAPD); • Evaluation Standard for Green Building (ESGB). The author found LEED-ND scoring method in compact development and green open space suitable for Chinese urban redevelopment, however, the point’s scale in Neighborhood Pattern and Design (NPD) Credit 2: Compact Development and NPD Credit 9: Access to Civic and Public Space, cannot reflect Chinese urban reality. A set of alternative scoring approaches have been proposed to improve LEED-ND’s adaptability in China. Similarly, the green (vegetated) open space requirements are studied and technical suggestions are provided to adapt LEED-ND in China.

The implementation of green infrastructure (GI) in Indonesia  accelerated by public awareness of the importance of conservation of natural resources and ecosystems. One of the Indonesian government’s efforts to apply the principles of GI in urban areas in a structured and massive manner is through the Green City Development Program (P2KH) Ministry of Public Works and Public Housing (PUPR). The approach taken is Green Planning and Design, Green Open Space, Green Energy, Green Water, Green Waste, Green Building, Green Transportation, Green Community. The city that is the case study for discussion is Jakarta. Jakarta Smart City, Green Buildings, Urban Agriculture, and Child Friendly Integrated Public Space (RPTRA) are programs that successfully implemented. The implementation GI program easily accepted if based on the community.

In Thailand, the concept and measurement of urban planning rely on conventional zoning, which includes land use, building usage, and open space ratio. Conventional zoning focuses on both the growth of buildings in terms of physical dimensions and their usability in lowland areas. The guidelines and measures used in urban planning do not reflect the spatial relationship of the community, as they have a less detailed design and place no emphasis on the identity of the district. Urban planning might not protect the sense of any given place, as it often uses a one-size-fits-all plan that is then applied to whole communities. Form-Based Codes (FBCs) are urban planning tools that are used to maximize land use, benefit the public, focus on creating a specific physical form, and design the development and public spaces in a way that matches the community’s vision. FBCs are the result of the cooperation between stakeholders, architects, urban planners, government agencies, and members of the local community who are willing to create a plan for their public space and to preserve the physical characteristics of the city. In this paper, we aimed to understand the relationship between various historical contexts and the FBCs using the case study of Phuket’s old town, which has a fusion of Sino–Portuguese architecture. Building form standards suitable for Phuket’s old town were created by comparing them to a baseline case that uses existing codes and regulations and using the FBCs’ components. FBCs have the potential to enhance the character and vibrancy of the historic area by improving façade design and preserving the sense of place and community pride. The results support the hypothesis that FBCs are able to supplement conventional zoning in historic districts. Recommendations for a local historic preservation commission and communities that are considering the adoption of FBCs for historic resources and districts are provided.

The community greenway is a kind of greenway that goes through high-density residential areas in the city and is closely related to residents’ life. However, few scholars focus on how this type of greenways serves the everyday life of the community as an integrated resource. This aspect is important because the everyday life in the public space involves multiple activities. How to coordinate and satisfy these activities relates to the benefits of community greenways. Therefore, this paper takes a representative community greenway in Haizhu District of Guangzhou as an example, to study whether community greenways match the needs of necessary activities, optional activities and social activities. The usage patterns, the evaluation of the current status, the impact on everyday activities, and the importance of different construction factors were surveyed. The applied methods include site observation, questionnaires and interviews. The results show that more than 90% of users are from communities within 1 mile from the community greenway. More than half of the users (55%) are satisfied with the community greenways. Furthermore, the community greenways benefit the everyday activities of residents, such as transportation, recreation, social interaction and also other minor but important everyday activities. However, from the perspective of residents’ requirements for construction factors, the status of service facilities needs to be improved. The characteristics, overall benefits, and construction implications of community greenways are therefore discussed. Community greenways can be important open space for residents and this paper is significant on community greenways meeting the needs of residents’ everyday activities, thus, to provide a better community living environment and to build a better urban open space system.

Abstract Urban regeneration with a view to efficient use of urban areas has been a strategy for urban development for decades. Densification is used as a planning approach to promote the implementation of the compact city model and to discourage urban sprawl. The central parts of the city are usually of high density, so the areas outside the city’s historic centre are seen as potential sites for urban densification. In many European cities large-scale residential areas built after the Second World War occupy a significant part of the territory outside of the city’s historic centres. Today, these housing areas are in most cases sleeping areas with great potential for development. Densification of urban areas outside of urban nuclei is not an easy task, and deals with a whole series of challenges. The paper examines the existing approaches focused on densification in large housing estates. In order to define the typical challenges of this process, the examples of infill developments in large housing area Imanta in Riga are analysed. The analysis of infill development in Imanta showed four possible approaches. Some approaches contribute to the improvement of public space for neighbourhood inhabitants in general, still some approaches tend to isolate the new development and inhabitants from the surrounding territory.

The increasing numbers of people and buildings that continue to grow and tend to be uncontrolled in the settlement causing some negative impacts one of them is the consistency of land allotment. This has resulted in some impacts such as ineffective utilities and environmental infrastructures, no mitigation system, and the unavailability of space for public spaces and other supporting facilities that supposed to be available within a settlement. Kampung Arab is one of a densely populated settlements located in the middle of business center area of Manado City, occupies the Mahakam riverbank. The limited space available in Kampung Arab has caused the settlements tend to be slummed and doesn’t have public open space as one of the residential support facilities. In addition, this settlement expands riverbanks so the functions of riverbanks become disturbed, and these settlements are often at risk of flooding. The purpose of this research is to analyze the function of Mahakam riverbanks against flood risk and to analyze the possibility of public space and pedestrian ways availability at the location of Mahakam riverbanks around the Kampung Arab settlement. The research method is qualitative descriptive method. Primary data were obtained through field observation, documentation, and interviews. The research is located in Kampung Arab settlement which occupies the banks of Mahakam River. Further analysis is done: 1) analysis of existing settlement of Kampung Arab to the Mahakam River related to: building’s orientation, river border, activity and behavior of society 2] analysis of public open space availability and its former elements, 3] analysis of settlement utility system and at the final stage conducted an analysis related to community activities and behavior. Expected results through this research are: improving function and quality of Mahakam River, restoring the function of riverbanks and public open space availability as social interaction space.

Постановка задачи. Ставится вопрос о необходимости развития методологических подходов градостроительного проектирования на микротерриториальном уровне, направленных на создание комфортной и безопасной среды жизнедеятельности в городах и поселениях. Результаты. Получила развитие методология разработки проектов планировки территории - градостроительной документации элементов планировочной структуры (кварталов, микрорайонов, жилых районов) - на основе разрабатываемой в РААСН парадигмы биосферной совместимости городов и поселений, развивающих человека. Предлагается методика оценки вариантов проектов планировки на основе сравнения четырех блоков индикаторов: экологической безопасности жилых территорий, пространственно-территориальных ресурсов, структурно-планировочной и архитектурной организации территории и обеспеченности городскими функциями. По каждому из этих блоков определен необходимый и достаточный состав индикаторов оценки проектных решений. Показаны перспективы развития количественной оценки проектных решений с использованием принципов парадигмы биосферной совместимости на микротерриториальном уровне. Выводы. Выполненная численная оценка проектных решений жилых кварталов показывает прежде всего социальное с точки зрения предоставления необходимых условий жизнедеятельности и развития человека содержание проектов планировки территории, а также их экологический императив. Statement of the problem. The question is raised about the need to develop methodological approaches to urban planning at the microterritorial level aimed at creating a comfortable and safe environment for life in cities and settlements. Results. The authors propose a methodology development project plan for the area - planning documentation of the town-planning elements of the planning structure (blocks, neighborhoods, residential areas) based on the paradigm developed in RAACS of biosphere compatibility of man-made cities and settlements. The method of evaluating variants of planning projects based on a comparison of four blocks of indicators: environmental safety of residential areas, spatial and territorial resources, structural planning and architectural organization of the territory and provision of urban functions. For each of these blocks, the necessary and sufficient composition of indicators is determined, which are calculated based on the design solutions. The prospects for the development of quantitative evaluation of design solutions using the principles of the biosphere compatibility paradigm at the microterritorial level are shown. Conclusion. The numerical evaluation of the design solutions shows the social content of the territory planning projects and reflects the decisions on the urban environment of the city.

AbstractWastes from the cities and villages cannot be avoided from man's existence. It is essential to safely put these unwanted or discarded material away, in the interest of the community. During human activities a lot of waste matter is produced due to various development project, industrialization and modernization of the community. In this study waste materials were collected from various hospitals and rural and urban residential areas. These wastes were divided into two main categories- Health care waste and domestic waste. The survey indicated 80% solid waste deals with the domestic and urban waste while only 20% deals with the health care waste. The health care waste is regarded hazardous and may cause a variety of health risk.

Dwelling (also a residence, a residence) is a self-contained accommodation unit used by one or more households as a home; such as a house, apartment, mobile home, household, vehicle, other "substantial" structure. The concept of residence has significance in relation to search and seizure, transport of real property, theft, offenses, and land use planning. In a city like Jakarta, with dense infrastructure, wide economic disparities and a tense social composition, increasing green space should be a top priority. However, residents of the capital Jakarta can reiterate that this is not the case. That in fact lacks a conspicuous park, playground and public park in the capital. The urban design concept deals with the integration of land use, movement and traffic management and the form of the built environment.Its aim is to provide urban high-quality places that are efficient, functional and attractive, and can respond to changing societal, environmental and economic needs over time. In designing it also contributes to, and bridges between planning and design. It deals with the surrounding environment by paying attention to the context of the building and space rather than the object itself. Then it requires access to green infrastructure, open space areas and green spaces, which will contribute to a greener, healthier, smarter, safer, livelier, richer and fairer. This guide will assist in assessing and demonstrating progress in improving green infrastructure to create a place that is useful, sustainable and well used. В статье представлен обзор тематики выпускных квалификационных работ по градостроительству, представленных на Международный смотр-конкурс дипломных проектов архитектурных вузов, проводимый Межрегиональной общественной организацией содействия архитектурному образованию (МООСАО) в 2018 и 2019 годах. Проведенный анализ позволил сформулировать современные направления развития градостроительного знания по смысловым категориям проектов: технологические проекты; стратегические проекты различных уровней; проекты развития урбанизированных территорий; проекты уникальных тематик (освоение космоса, Арктики, концепции города будущего, проекты на территориях зарубежных государств). The article provides an overview of the topics of diploma works on urban planning submitted to the International Review Competition of architectural projects of university graduates held by the Interregional Public Organization for the Promotion of Architectural Education in 2018 and 2019. The analysis made it possible to formulate a generalization of topics into semantic categories: technological projects (technologies for urban planning, environmental-friendly planning, participatory design); strategic projects of various levels (the development of agglomerations and resettlement systems, strategies for the development of cities and historical centers, the modernization of transport systems, as well as projects to form the “nuclei” of economic growth); urban development projects (reconstruction of existing buildings, renovation of communal and warehouse areas of the city, development of disturbed territories, public space projects under the federal program “Formation of a comfortable urban environment”); projects of unique topics (space exploration, the Arctic, the concept of the city of the future, projects in foreign countries).
