In order to meet the increasing demand for low carbon and renewable transportation fuels, a methodology for systematically establishing build-out scenarios is desirable. In an effort to minimize initial investment costs associated with the development of fueling infrastructure, the analytical hierarchy process (AHP) has been developed and applied, as an illustration, to the case of hydrogen fueling infrastructure deployment in the State of California. In this study, five parameters are selected in order to rank hydrogen transportation fuel generation locations within the State. In order to utilize meaningful weighting factors within the AHP, expert inputs were gathered and employed in the exercising of the models suite of weighting parameters. The analysis uses statewide geographic information and identifies both key energy infrastructure expansion locations and critical criteria that make the largest impact in the location of selected sites.

Using agricultural preservation priorities derived from an analytical hierarchy process by 23 conservation experts from 18 agencies in the state of Delaware, this research uses weighted benefit measures to evaluate the historical success of Delaware's agricultural protection fund, which spent nearly $100 million in its first decade. This research demonstrates how these operation research techniques can be used in concert to address relevant conservation questions. Results suggest that the state's sealed-bid-offer auction, which determines the yearly conservation selections, is superior to benefit-targeting approaches frequently employed by conservation organizations, but is inferior to the optimization technique of binary linear programming that could have provided additional benefits to the state, such as 12,000 additional acres worth an estimated $25 million.

AbstrakDalam melakukan proses pengadaan, Badan Usaha Milik Negara  mengacu pada peraturan Menteri BUMN No. 05 tahun 2008. Dimana tertulis dalam peraturan menteri bahwa tata cara pengadaan barang dan jasa diatur lebih lanjut oleh direksi BUMN. PT Asuransi ASEI Indonesia sebagai BUMN mempunyai keputusan direksi No : 01/045-2/SKD.KN.HKM sebagai landasan segala proses pengadaan. Salah satu bentuk evaluasi lelang adalah merit point system. Sistem yang digunakan untuk memilih penyedia jasa konstruksi pembangunan gedung di PT. Asuransi ASEI Indonesia adalah sistem design & build procurement. Namun PT. Asuransi ASEI Indonesia masih sulit untuk melakukan penilaian terhadap penyedia yang mengikuti proses lelang terbuka. Hal ini dibuktikan dengan merit point system yang diatur dalam keputusan direksi PT. Asuransi ASEI Indonesia belum memiliki sub-kriteria dan bobot untuk mengukur kriteria. Akibatnya merit point system dapat melahirkan penyedia dengan kinerja yang buruk. Seperti yang dialami oleh PT. Asuransi ASEI Indonesia bahwa pembangunan gedung kantor cabang di Surabaya tahun 2015 sedang terhenti akibat kesalahan penyedia. Untuk mengatasi masalah tersebut, maka penelitian menggunakan tools Fuzzy Analytical Hierarchy Process untuk menentukan kriteria, sub-kriteria, dan bobot sebagai bahan masukan untuk menyempurnakan merit point system. Hasil Pengolahan data menunjukan bahwa kriteria structural system merupakan kriteria yang paling penting untuk memilih penyedia dengan bobot sebesar 19,7%. AbstractIn the process of procurement, the state owned enteprises (BUMN) refer to minister regulation no 5 of 2008. Which is stated on the minister regulation that the procedure of procurement is further regulated by the regulation of the state owned enterprises itself. PT Asuransi ASEI Indonesia as one of the state owned enteprises has a director regulation no 01/045-2/SKD.KN.HKM as the foundation all of procurement process on PT. Asuransi ASEI Indonesia. One of the tender evaluations which is stated on  the director regulation is by merit point system. The system that used for selecting provider on the tender evaluation is by design & build procurement. But PT. Asuransi ASEI Indonesia have some problem for evaluating provider who join the tender. This is proved by merit point system that regulated on the regulation of PT. Asuransi ASEI Indonesia doesn’t have criteria and weight for measure the criteria. So, merit point system can provide some provider with a bad performance for doing the project.As experienced by PT. Asuransi ASEI Indonesia that the construction process of the Surabaya branch office has been stopped (2015) because of provider’s failure. For solving the problem, this research using tools Fuzzy Analytical Hierarchy Process for determining criteria, sub-criteria, and the weight as advice for complementing merit point system. On national budget, the revenue from excise is keeping to increase as the consumption level of cigarette tends to increase as well. The need of high revenue to satisfy the expenditure will tend to force the government to keep this industry to be existed. However, the potential loss of the state revenue caused by the illicit products is threatening. This study attempts to address this policy problem by providing policy recommendations based on in-depth analysis and evaluation of the policy alternatives. The Analytical Hierarchy Process employed to obtain quantitative measurement of the analysis. As the need of the state revenue to satisfy the national budget, thus the high excise revenue will be required, whilst on the other side the consumption of cigarette needs to be controlled. This confirms that the increase in excise rate will affect in curbing the cigarette consumptions. As several stakeholders will be impacted in the reduction its economic output to the overall economy, thus the Government of Indonesia need to shift this impacted industries to other sectors which will obtain a better output. Finally, this paper recommends an integrated roadmap of excise policy package for controlling the cigarette consumptions in order to satisfy and ensure the national budget, curbing the cigarette consumption and managing the cigarette industries. The proposal comprises of: increasing the excise tariff, encountering the illicit cigarette, simplifying the cigarette industry structure, non tariff policy, introducing new potential excised objects, and shifting the impacted sectors.

Abstract: This paper aims to present the use of a hybrid tool to support decision making in a forestry industry in the state of Sao Paulo. It was applied the Analytical Hierarchy Process (AHP) and Fuzzy logic techniques in Microsoft's Excel® platform, aiming to disseminate an unrestricted tool of use across the company. A solid result was reached, where it was possible to rank all the qualitative aspects concerned by the company strategy, highlighting how the facility would be moving its efforts to achieve competitiveness gains within its projects.

The increasing demand for energy accounts for an alternative energy source. The search for biomass being abundant in an agricultural country is a suitable option to power a community. This paper used Analytical Hierarchy Process (AHP), which includes the organized hierarchy of various selection criteria, the assessment of the relative value of criteria, the comparison and an aggregate rating of the alternatives for each criterion. Specifically, the methodology used was the combination of multi-criteria and weighted-overlay analysis in a Geographical Information System (GIS) environment to provide a spatial overview of the sustainable location for sugarcane residues production in Medellin, Cebu. The study was able to identify Caputatan Sur and Canhabagat as sustainable locations for sugarcane residue production with respect to topography, cultivation area and accessibility. These locations represent 26% of the total cultivation area and average sugarcane production of the locality. The result of this study is an initial step in the support for the utilization of sugarcane residues to answer energy demand in remote areas and further promote the use of indigenous resources for energy generation.

California’s main source of greenhouse gas emissions is transportation, a relatively uncontrolled sector. Of the major energy commodities used by individuals, transport fuels are alone in lack of utility regulation: the dominance of refineries as transportation fuel suppliers suggests there may be an opportunity for California to engage its refining industry about transitioning into a transportation fuel utility role. While this concept could be extended beyond California, it is uniquely suited to California because of the State’s fuel isolation from the rest of the country: with its demand for a boutique low-pollution fuel, California is served almost exclusively by Californian refineries that face a different set of regulations than most other American refineries do. Due to infrastructural barriers and long vehicle lifetime, most forecasts predict slow penetration of alternative transportation technologies, even as policymakers suggest an urgent need for rethinking the transportation system. These infrastructural barriers, including the chicken-and-egg problem of building fuel supply stations and vehicles that use alternative fuels, may be more easily overcome by a single planning body than by a market that only uncertainly rewards first movers. By ensuring supply of fuels the state wishes to promote, California can more easily launch alternative vehicle policies and incentives.

In order to ease the traffic problem, traffic jam, safety and pollution, arisen and been getting serious with urban development, low carbon transport was used generally on building frame of urban traffic. Based on deep research and analyze for the relationship between low carbon transport and the urban, the essay discussed the residents’ trip structure under plans of low carbon transport.Building the indicator system that the influence factors of residents’ trip structure under plans of low carbon transport was the first and key progress. Meanwhile, Analytical Hierarchy Process was used to the importance of each factor. Better frame was built by finished steps. With the frame, probability theory was used by analyzing options for residents’ trip structure option. And low carbon transport demonstration area of Kunming Chenggong was chosen to be the case that offered a real environment to test the model. The test proved that the model can guide the residents’ trip structure, which provided an outline to the department of transportation.
