Saban tahun, ramai pelajar yang berkelayakan memohon untuk meneruskan pengajian ke institusi pengajian tinggi awam. Lantaran itu, suatu penunjuk perlu dicari bagi membantu pihak berwajib mendapat gambaran tentang kriteria pemilihan ke universiti untuk tujuan perancangan, pemantauan, pemulihan, pemuliharaan atau penaiktarafan selanjutnya. Dalam kajian ini, teori set kabur digunakan. Maklumat kecenderungan pemilihan boleh digambarkan dengan menggunakan vektor tertib, vektor kepuasan, vektor linguistik atau vektor pemilihan subset. Para pelajar sebagai pembuat keputusan akan memberi kecenderungan mereka dalam format yang berbeza-beza mengikut idea, sikap, motivasi dan personaliti masing-masing. Perbezaan format ini kemudiannya diseragamkan dan diagregatkan menggunakan format hubungan kecenderungan kabur. Pemberat setiap kriteria akan diperolehi dengan menggunakan operasi pemurata tertib berpemberat (Ordered Weighting Averaging – OWA). Berdasarkan kajian ini, didapati bahawa pelajar memilih kriteria penawaran kursus, kualiti pengajaran pensyarah dan kemudahan pinjaman/biasiswa sebagai kriteria utama untuk meneruskan pengajian di Institusi Pengajian Tinggi Awam. For that reason, indicators are needed in assisting the proper authority to get the current situation in the country regarding criterias used by students in seeking proper places for them to pursue their higher education. Thus, the selection criteria should be treated with a high level of importance, which will provide information useful for planning, monitoring and upgrading in order to ensure all public higher intuitions are able to satisfy the demand from the society. In this study, a fuzzy set theory was applied when the imprecise information was represented in fuzzy terms. Preference information can be represented by means of preference orderings, utility functions, vector of linguistic terms or a selected subset. In this approach, four different preference formats are provided from students as decision makers to express their individual preferences, taking into consideration the decision makers different attitudes, motivation, and personalities. The different formats of preferences are transformed into uniform fuzzy preference relations and aggregated. Ordered Weighting Averaging (OWA) was used to assess the criteria weights. From this study, it was found that offering courses, teaching qualities and availability of financial aid are the most important criteria considered by the students to further their study in public higher learning institutions. Intuitionistic fuzzy preference relations (IFPRs) have the natural ability to reflect the positive, the negative and the non-determinative judgements of decision makers. A decision making model is proposed by considering the inherent property of IFPRs in this study, where the main novelty comes with the introduction of the concept of additive approximate consistency. First, the consistency definitions of IFPRs are reviewed and the underlying ideas are analyzed. Second, by considering the allocation of the non-determinacy degree of decision makers’ opinions, the novel concept of approximate consistency for IFPRs is proposed. Then the additive approximate consistency of IFPRs is defined and the properties are studied. Third, the priorities of alternatives are derived from IFPRs with additive approximate consistency by considering the effects of the permutations of alternatives and the allocation of the non-determinacy degree. The rankings of alternatives based on real, interval and intuitionistic fuzzy weights are investigated, respectively. Finally, some comparisons are reported by carrying out numerical examples to show the novelty and advantage of the proposed model. It is found that the proposed model can offer various decision schemes due to the allocation of the non-determinacy degree of IFPRs.

With fast-growing interest in sustainable healthcare management, proper selection and evaluation of hospitals become highly essential. Generally, experts/decision-makers (DMs) prefer qualitative information for rating objects. Motivated by this idea, in this paper, a linguistic hesitant fuzzy set (LHFS) is adopted for elicitation of preference information. The LHFS provides qualitative preferences of DMs as well as reflects their hesitancy, inconsistency, and vagueness. Motivated by the power of LHFS, in this paper we present a new decision framework that initially presents some operational laws and properties. Further, a new aggregation operator called simple linguistic hesitant fuzzy weighted geometry (SLHFWG) is proposed under the LHFS context that uses the strength of power operators. Some properties of SLHFWG are also investigated. Criteria weights are estimated using a newly proposed linguistic hesitant fuzzy statistical variance (LHFSV) method, and objects are ranked using the newly proposed linguistic hesitant fuzzy VIKOR (visekriterijumska optimizacijai kompromisno resenje) (LHFVIKOR) method, which is an extension of VIKOR under the LHFS context. The practicality and usefulness of the proposal are demonstrated by using a hospital evaluation example for sustainable healthcare management. Finally, the strengths and weaknesses of the proposal are realized by comparison with other methods.

The notion of multi-criteria decision-making is regarded as the process of finding the best possible alternative or course of action by decision-makers. Often, it entails handling vague, incomplete and inconsistent information. The intuitionistic fuzzy set (IFS) has been proven more effective than a fuzzy set in handling vagueness and uncertainty. The aim of the article is to incorporate the effectiveness of the IFS with the powerfulness of the analytic hierarchy process (AHP) and develop intuitionistic fuzzy AHP (IF-AHP) to cope with the decision problems involving imprecise and hesitant information. In this article, we develop a distance-based novel priority method, which derives unambiguous non-fuzzy priorities of the alternatives from intuitionistic fuzzy preference relations (IFPRs). The proposed priority method is simple in computation yet effective in results. To validate the method, we applied it to the adapted supplier selection problem. This article also presents a comparison of the proposed method with classic and fuzzy AHP using Monte-Carlo simulation approach.

Background Several epidemiologic models have been published to forecast the spread of the COVID-19 pandemic yet there are still uncertainties regarding their accuracy. We report the main features of the development of a novel freely accessible model intended to urgently help researchers and decision makers to predict the evolution of the pandemic in their country. Methods and findings We built a SIR-type compartmental model with additional compartments and features. We made the hypothesis that the number of contagious individuals in the population was negligible as compared to the population size. We introduced a compartment D corresponding to the deceased patients and a compartment L representing the group of individuals who will die but who will not infect anybody (due to social or medical isolation). Our model integrated a time-dependent transmission rate, whose variations can be thought to be related to the public measures taken by each country and a cosine function to incorporate a periodic weekly component linked to the way in which numbers of cases and deaths are counted and reported, which can change from day to day. The model was able to accurately capture the different changes in the dynamics of the pandemic for nine different countries whatever the type of pandemic spread or containment measures. The model provided very accurate forecasts in the relatively short term (10 days). Conclusions In early evaluation of the performance of our model, we found a high level of accuracy between prediction and observed data, regardless of the country. The model should be used by the community to help public health decisions as we will refine it over time and further investigate its performance.

In this paper, a consensus-based method for multi-person decision making (MPDM) using product transitivity with incomplete fuzzy preference relations (IFPRs) is proposed. Additionally, an average aggregation operator has been used at the first level to estimate the missing preference values and construct the complete fuzzy preference relation (FPR). Then it is confirmed to be product consistent by using the transitive closure formula. Following this, weights of decision makers (DMs) are evaluated by merging consistency weights and predefined priority weights (if any). The consistency weights for the DMs are estimated through product consistency investigation of the information provided by each DM. The consensus process determines whether the selection procedure should be initiated or not. The hybrid comprises of a quitting process and feedback mechanism, and is used to enhance the consensus level amongst DMs in case of an inadequate state. The quitting process arises when some DMs decided to leave the course, and is common in MPDM while dealing with a large number of alternatives. The feedback mechanism is the main novelty of the proposed technique which helps the DMs to improve their given preferences based on this consistency. At the end, a numerical example is deliberated to measure the efficiency and applicability of the proposed method after the comparison with some existing models under the same assumptions. The results show that proposed method can offer useful comprehension into the MPDM process.

This study proposes an analytic hierarchical prediction model based on consistent fuzzy preference relations to help the organizations become aware of the essential factors affecting the implementation Assistive Input Devices (AID). Pairwise comparisons are used to determine the priority weights of influential factors and the ratings of success or failure outcomes amongst decision makers. The subjectivity and vagueness in the prediction procedures are dealt with using linguistic terms quantified in an interval scale [0, 1]. Then predicted success/failure values are obtained to enable organizations to decide whether to initiate knowledge management, inhibit adoption or take remedial actions to increase the possibility of successful AID for disabled. This proposed approach is demonstrated with a real case study involving seven influential factors assessed by eleven evaluators solicited from a special school located in Taiwan.

More than 150 municipal utilities (so-called Stadtwerke) were established in Germany from the beginning of the millennium, bringing the total number of Stadtwerke currently established within the country to approximately 900. With responsibility for more than half of the supply of electricity, gas and heat in Germany, these Stadtwerke play a central role in the transformation of the energy sector, or Energiewende. In addition, due to their local and regional ties, Stadtwerke have a particular role to play in energy politics, the economy and across society. This article focuses on the motives behind, and grounds for, the current wave of newly established Stadtwerke. Further, it discusses the factors that were critical to the successful formation of new Stadtwerke in recent years. The results of our survey indicate that the establishment of municipal Stadtwerke is a suitable measure to implement the energy transition at the local level, whereby the concept of public value has a high level of importance for the local decision-makers. Collaboration and cooperation, as well as a resilience-oriented strategy, are important success factors for new Stadtwerke.

City has a character that reflects the inhabitants and idealism of leaders who try to shape the image of their city. Imagery or images would later describe a city as a whole in a certain picture that put the city in the scale fromthe smallest to global regions. The control upon its image is carried out with image management that appears in the front corridors of the city, as is done by the City of Bandung in building the image of the city as a positioning strategy for the part of the world's creative and design cities. The research method will use interdisciplinary research, involving anthropological approaches, material exploration, and fine art works. Public understanding, decision makers up to the capital are needed in supporting the development of the image of the city. The level of importance in understanding the work of art in the public space as one component that can help build the image of the city of Bandung. This research will produce work proposals that can help support the overall image of the city of Bandung that is integrated with the character and development of the city. Higher learning institutions in Malaysia recently became a subject of scrutiny by stakeholders and the public at large. Its managerial and leadership performance were being assessed through various perspectives. A pilot study was conducted to measure the performance of the heads of department leadership, with an objective to identify factors that drive their leadership performance. One hundredand twenty twofull-time managerial/professional and supervisory staff in Universiti Teknologi MARA (UiTM) Terengganu, Malaysia, participated in this survey. The questionnaire was adopted from an international management survey to measure the effectiveness of the management capability of Malaysian organizations. The results from the survey showed that there were different perceptions between the academic and non-academic staff in UiTM of the ability of the heads of department leadership performance in developing the organization's capability. The survey also concluded that visionary & strategic leadership; and leadership skills & personality traits of these department heads were pivotal in shaping their leadership performance in UiTM Terengganu.
