Soldiers in Revolt examines the understudied phenomenon of military mutinies in Africa. Through interviews with former mutineers in Sierra Leone, Burkina Faso, and The Gambia, the book provides a unique and intimate perspective on those who take the risky decision to revolt. This view from the lower ranks is key to comprehending the internal struggles that can threaten a military's ability to function effectively. Maggie Dwyer's detailed accounts of specific revolts are complemented by an original dataset of West African mutinies covering more than fifty years, allowing for the identification of trends. Her book shows the complex ways mutineers often formulate and interpret their grievances against a backdrop of domestic and global politics. Just as mutineers have been influenced by the political landscape, so too have they shaped it. Mutinies have challenged political and military leaders, spurred social unrest, led to civilian casualties, threatened peacekeeping efforts and, in extreme cases, resulted in international interventions. Soldiers in Revolt offers a better understanding of West African mutinies and mutinies in general, valuable not only for military studies but for anyone interested in the complex dynamics of African states.

This paper is an empirical analysis to explore the relationships between urban conflict and both rent seeking and corruption. It examines social disturbances in medieval France through a sample of twelve towns examined over the period 1270-1399 in a real context of informational asymmetries, commitment problems, and issues indivisibilities. As regards the economic corruption class, it is found that townspeople rebel more often and more intensely against the extortion of funds carried out by policy makers than against the embezzlement of a part of these funds. As to the political corruption class, the findings highlight that abuse of power against municipalities is identified in more social unrest than influence peddling against these local institutions. Furthermore, it is shown that rent-seeking-related policies (like arbitrary actions limiting property rights, economic rules-based policies, and targeted political measures) have less influence on urban conflict than corrupt policies do. These findings produce insights that apply beyond the historical context and analysis of the paper. Situations presenting over-indebted towns despite overtaxed people disturb also modern democracies.

This forum builds on the discussion stimulated during an online salon in which the authors participated on June 25, 2020, entitled “Archaeology in the Time of Black Lives Matter,” and which was cosponsored by the Society of Black Archaeologists (SBA), the North American Theoretical Archaeology Group (TAG), and the Columbia Center for Archaeology. The online salon reflected on the social unrest that gripped the United States in the spring of 2020, gauged the history and conditions leading up to it, and considered its rippling throughout the disciplines of archaeology and heritage preservation. Within the forum, the authors go beyond reporting the generative conversation that took place in June by presenting a road map for an antiracist archaeology in which antiblackness is dismantled.

AbstractThis article examines the impact and repercussions of the COVID-19 pandemic on patterns of armed conflict around the world. It argues that there are two main ways in which the pandemic is likely to fuel, rather than mitigate, conflict and engender further violence in conflict-prone countries: (1) the exacerbating effect of COVID-19 on the underlying root causes of conflict and (2) the exploitation of the crisis by governments and non-state actors who have used the coronavirus to gain political advantage and territorial control. The article uses data collected in real-time by the Armed Conflict Location & Event Data Project (ACLED) and the Johns Hopkins University to illustrate the unfolding and spatial distribution of conflict events before and during the pandemic and combine this with three brief case studies of Afghanistan, Nigeria, and Libya. Descriptive evidence shows how levels of violence have remained unabated or even escalated during the first five months of the pandemic and how COVID-19-related social unrest has spread beyond conflict-affected countries.

The process of urbanisation has historically been associated with both socioeconomic development and social strain. Although there is little evidence that urbanisation per se increases the likelihood of conflict or violence in a country, in recent decades Africa has experienced exceptional rates of urban population growth in a context of economic stagnation and poor governance, producing conditions conducive to social unrest and violence. In order to improve urban security in the years ahead, the underlying risk factors must be addressed, including urban poverty, inequality, and fragile political institutions. This, in turn, requires improving urban governance in the region by strengthening the capacity of local government institutions, addressing the complex political dynamics that impede effective urban planning and management, and cultivating integrated development strategies that involve cooperation between various tiers and spheres of government and civil society.
