The article looks into the spillover effect of the sweeping overhaul of financial regulation, also known as Basel III, for credit institutions. We found that new standards of capital adequacy will inevitably put downward pressure on ROE that in turn will further diminish post-crisis recovery of the banking industry. Under these circumstances, resilience of systemically important banks could be maintained through cost optimization, repricing, and return to homogeneity of their operating models, while application of macroprudential regulation by embedding it into new regulatory paradigm would minimize the effect of risk multiplication at micro level. Based on the research we develop recommendations for financial regulatory reform in Russia and for shaping integrated banking regulation in the Eurasian Economic Union (EAEU).

The paper is titled, "Becoming True Learners in a New Era of Globalization." This title is important for two reasons. First, internal cause, that is the tendency in society where people only attach importance to degree, certificate or diploma, not science or competence. Second, external cause, that is arising from the digital revolution that gave rise to global competition, where everyone was expected to become true learners. Otherwise, he will be marginalized, as a human being, which according to Michael Fullan, is not feasible, morally, socially, and economically. True learners, as James R. Davis and Adelaide B. Davis point out, refer to people who love new things, new thinking, and new skills. He learned not only to know (learning toknow), but more than that to think (learning to think) and solve (learning to solve) the problem. Human learners try to learn and develop knowledge not only from college, formal learning, and from the text book, but from experiences and from the real world or reality of life. True learners have 5 (five) prominent characters. First, they have a high curiosity that makes them passionate and studying diligently. Second, they like to share knowledge and experience to others. Third, they like to develop and expand knowledge. Fourth, they have contributions to the progress of culture, civilization, and humanity. Fifth, they have a humbleattitude and the open to thoughts of others. The new century, globalization, requires a new man, a true learner.

New ventures and creation of market awareness and industrial competition make competition as a prior concept. From this, evaluation of Eurasian competition capacity from the viewpoint of Turkey gains importance as an issue. Within the scope of EU 2020; 3 thematic priorities, 5 main targets, 7 initiatives were determined as a basis. This study that aims developing innovative management and achieving sustainable and more balanced growth with powerful innovative competition capacity, will take basic policies, which will create the competition capacity leans from Turkey to Eurasia, as a basis. This study also includes the analyses of sectoral competition capacity from Turkey to Eurasia as well as legal regulations, energy, trade, employment and geographical dimensions. As the method of this study, data regarding the indications of competition capacity over the last decade will be evaluated, deficiencies will be determined, source distribution will be directed, technological development functions will be achieved, efficient and function competition will be coordinated with the economic growth and a series of measurements will be taken and competition policies will be established in this regard. This study will also analyze the competition policies of Turkey and Eurasia and their objectives, efficiency and measurement of competition, general overview of Eurasian economies, global competition in Eurasian countries, index sequencing and scores in accordance with developed innovation in terms of Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkey. Through the evaluation of rankings of Eurasian economies within Global Competition Index as well as the scores and Global Competition Report, the study will be concluded.
