Resisting Multiple Narratives of Law in Transition Countries: Russia and Beyond

The literature on the role of law in countries with so‐called hybrid regimes that are stuck somewhere between democracy and authoritarianism tends to dwell on the politicization of law and the courts. This has the effect of discounting the importance of the vast majority of cases that are decided in accord with the law. Taking Russia as a case study, this essay reviews a cross‐section of the literature on its courts in order to document this tendency and explore why alternative narratives of law have failed to gain traction: Burbank's Russian Peasants Go to Court (2004); Feifer's Justice in Moscow (1964); Kaminskaya's Final Judgment (1982); Ledeneva's Can Russia Modernise? (2013); McDonald's Face to the Village (2011); Politkovskaya's Putin's Russia (2004); Popova's Politicized Justice in Emerging Democracies (2012); and Romanova's Butyrka (2010).

In this article, I review a cross-section of research in socio-hydrology from across disciplines in order to better understand the current role of historical-archival analysis in the development of socio-hydrological scholarship. I argue that despite its widespread use in environmental history, science and technology studies, anthropology, and human geography, archival methods are currently underutilized in socio-hydrological scholarship more broadly, particularly in the development of socio-hydrological models. Drawing on archival research conducted in relation to the socio-hydrology of coastal Guyana, I demonstrate the ways in which such scholarship can be readily incorporated into model development.

The business entity owned by the Village, as an economic institution at the village level, established to improve the economic welfare of the village community. One of the efforts made is to increase awareness behavior in saving. The behavior of villagers in saving  is often still short-term oriented, so most villagers have not been able to manage finances to anticipate their financial problems in the future. Therefore, research on the role of BUMDes as a village-scale economic institution in improving the financial management capabilities of the village community is very important to do. The purpose of this research is to find out how the role of business entities have    in improving the financial management capabilities of the community through  savings products with a savings pick-up system.  This research uses a qualitative approach with case study methods  in Village Owned Enterprises (BUMDes) Pakandangan Emas. Data collection techniques are conducted through interviews and observations in the field. This research found that Unit sharia savings business in BUMDes Pakandangan Emas can shape people's behavior  in long-term financial management. This behavior is formed mainly through a savings system that is directly picked up to the community.

This study aims to determine the management of Lake Napangga tourism objects in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which contributes to the economy of the surrounding community. Lake Napangga is one of the lakes located in the Rokan Hilir area which has promising tourism potential if managed properly. Therefore, the role of BUMDes as the manager of Lake Napangga should be able to become a spirit in developing this lake tourism object to empower the economy of the village community, but the management of this tourist attraction is not only influenced by the seasonal agenda but also the Coronavirus Disease pandemic that emerged in 2020 This study choosing the type of qualitative research with a case study approach, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with triangulation techniques. The results of this study found that the management of Lake Napangga tourism objects has not run optimally by the BUMDes in this case due to the inconsistency in the number of tourists visiting Lake Napangga, the inconsistent seasonal agenda, the lack of promotional activities and the COVID-19 Pandemic that appeared regularly. Suddenly disrupting the sources of income for people who depend on this Lake Napangga tourist attraction. This reality is what makes community economic empowerment in order to increase income still not running optimally. And aspects of sustainability in this case are needed to develop the tourism potential of Lake Napangga in the face of unforeseen conditions, in this case COVID-19 becomes an example of problems that must be faced in order to run the economy of the community and maximize the management of potential tourist attractions.

The role of the Desa Pakraman (Pakraman Village) in the implementation of tourism investment in Desa Pakraman is represented by Bendesa as the top prajuru (manager) in the Desa Pakraman. Bendesa is a top official in the structure of organization of Desa Pakraman. He bears authority of the desa and representing the village in providing recommendations on the implementation of the investment in the village area. In accordance with the provisions of the Decision of the Pesamuhan I of the Majelis Desa Pakraman Bali (the Bali Pakraman Village Assembly) and the Bali Province Act No. 3 of 2001, the Bendesa is deserved to provide recommendations for any incoming investment into the village. The Bendesa shall get approval of village members for any action he takes. The major factors which affects the implementation of investment in tourism villages, is the role of laws of the village. Awig-awig (the law of the village) is a bastion of the village and the most powerful thing in Bali. Conflict resolution in tourism investment is based on national law and customary laws, in this case the Prajuru plays a central role in preventing and resolving disputes, namely in response, communicate and reduce the potency of conflict. In resolving conflicts, the Prajuru implementing the customary law, the Assembly legal instrument for deliberations of the conflict by accommodating the interests of the parties to the dispute. Tulisan ini bertujuan untuk mengkaji peranan Majelis Desa Pakraman (MDP) Bali dalam pelaksanaan investasi kepariwisataan di wilayah desa pakraman. Setelah dilakukan pengkajian dengan metode penelitian hukum normatif, akhirnya dapat disimpulkan sebagai berikut. Pertama, faktor penarik pelaksanaan investasi kepariwisataan di wilayah desa pakraman meliputi (a) keindahan alam dan kondisi sosial budaya yang unik dan bernilai tinggi; (b) faktor kebijakan dan regulasi pemerintah yang mendukung pelaksaaan investasi di wilayah desa pakraman; dan (c) di sisi lain desa pakraman dengan awig-awig yang dimilikinya dapat menjadi faktor pengendali bagi pelaksanaan investasi di wilayahnya. Kedua, MDP Bali tidak dapat berperan secara langsung dalam pelaksanaan kepariwisataan di wilayah desa pakraman, sebab pelaksanaan investasi di wilayah desa pakraman merupakan urusan otonomi desa pakraman yang bersangkutan. MDP Bali hanya dapat berperan: (a) memberi saran, usul dan pendapat kepada pihak-pihak yang berkepentingan; (b) mendorong desa pakraman untuk mengendalikan investasi di wilayahnya. Dorongan tersebut dituangkan dalam Keputusan MDP Bali Nomor 050/Kep/Psm-1/MDP Bali/III/2006 yang menegaskan bahwa setiap investasi di wilayah desa pakraman wajib mendapat rekomendasi dari desa pakraman. (3) Upaya yang dapat dilakukan oleh MDP Bali dalam penyelesaian konflik di bidang investasi kepariwisataan di wilayah desa pakraman adalah menjadi mediator dalam penyelesaian konflik yang dilakukan oleh para pihak.

This study is about the changing role of traditional leaders called punyimbang in pepadun community. This research was conducted in the village of Terbanggi Besar, Terbanggi Besar District of Central Lampung regency. This research was motivated by the social and cultural changes taking place in society. The research is a qualitative research method of case study that compares difference conditions punyimbang role ago and today. The results of this study are firstly the social and cultural changes that occurred in the community so that the role punyimbang the first switch and always involved in every aspect of community life is starting at left, second, the factors that cause changes in this role is the modernization that began touching indigenous peoples pepadun village Terbanggi great so that people began to leave things that are traditional, third, these changes have an impact on the conflict in the community, due to the people lost figure punyimbang that exemplifies the good things that people are starting to do a lot of irregularities such as conflict between villages, spoliation, and the conflict between generations, fourth, related to the changing role of public response punyimbang happens is people still assume the existence punyimbang needed as long as there customary held by the public but does not bind as before.

<p>This research was conducted to describe the role of mothers in the delivery of teenage sex education in the Gandekan Village, Jebres District, Surakarta City. This type of research uses qualitative research methods with the case study method. Data collection uses participation collection, in-depth interviews, literature study, and documentation. The informants of this research are mothers who live in the Gandekan Village, Jebres District, Surakarta City. And having a teenage daughter. This study discusses the role that is carried out and which is carried out in the process of delivering the education section of their daughters. Using the AGIL theory (adaptation, goal achievement, integration, maintenance of latent patterns) put forward by Talcott Parsons, with four important basic elements that must be discussed in full and become a unity. The process is then processed. Data analysis techniques by collecting data, reducing data, presenting data and gathering conclusions.</p><p>The results of this study indicate that there is a difference between the role of mothers who play a role and the role of mothers who are involved in the delivery of sexy education to girls in the Village Gandekan, Jebres District, Surakarta City. The ability of adaptation (Adaptation) by the mother regarding the development of the pattern of child relationships in the midst of technological development can be agreed to be adequate, the goal of achieving damage to the child's future. The way mothers provide sex education (integration) to children is done through advice, messages and rules or restrictions given to children. The mother's ability to support patterns (Latency) through implanting values is hardly adequate. This is evident from the fact that there are still many children who refute the advice given by the mother.</p>

Increased political participation of the village community after the reformation, marked by increasing interest in the community to run for village head elections and village decision-making. Increasing village community participation certainly has hope that the neutrality of bureaucracy is maintained at the village level. So that the climate of political contestation at the village level runs ideally in accordance with the values of democratic life. The purpose of this research is to find out the role of bureaucracy politicization in winning candidate village head Aditya Dimas in Pilkades simultaneously December 26, 2016. Then, knowing the factors that cause political behavior are not neutral village officials and forms of violations in contestation Pilkades Sitimerto December 26 2016. This research using qualitative research methods with a case study approach. The selection of qualitative methods with a case study approach was carried out because there were distinctive characteristics in the election of the head of the Sitimerto village in Kediri Regency. The results of this study show, firstly, that the practice of neutrality in village bureaucracy in the Sitimerto village case is not proven, that the village apparatus is not neutral in the village head election. Second, the factors that motivate village officials to be non-neutral in the case of the Sitimerto village head election are the widespread use of money politics as an attraction for material benefits to the village apparatus and political dinasty of incumbent. Third, a number of forms of violations of neutrality that occurred in the case of the election of the Sitimerto village head were proven that the village officials acted as cadres of the incumbent candidates and participated in distributing money politics to the villagers. Keywords: Kekuasaan, Demokrasi,Netralitas Birokrasi, dan Pilkades

For an industry, business sustainability is a critical aspect to be addressed by the company to remain relevant in an ever competitive market demand. In doing so, one of the strategies that can be taken is through adhering to all laws and legal requirements, particularly on halal aspect. The establishment of the Internal Halal Committee (IHC) is part of the requirement stipulated by the Malaysia Guidelines on Halal Assurance System 2011 (HAS 2011) and Manual Procedure for Malaysia Halal Certification (Third Revision) 2014 (MPPHM 2014). These laws must be read together with standards, Fatwa decisions, and regulations which are enforced pertaining to Malaysia Halal Certification. The law requires the establishment of IHC together with the appointment of a halal executive, supervisor, and also checkers in order to ensure that products are in accordance with standards prescribed by the law and Shariah principles in Malaysia. By adopting a case study approach involving a multinational slaughter house, this article highlights the practice taken up by Jimat Jaya Sdn. Bhd. The study employed interviews and non-participatory observation for data collection. It was revealed that strict legal requirements imposed by the government on halal products and compliance by the company have helped the company to gain more confidence from its existing and potential customers in relation to their products, hence ensuring sustainability of the business in the market.

<p><em>In this study, researchers examined the role of the Village Care for Migrant Workers (Desbumi) program in mentoring female migrant workers in Darek Village, Praya Barat Daya District, Central Lombok Regency. This research is field research with data collection steps, namely interviews, documentation and observation. Therefore, this research aims o find out female migrant worker assistance patterns through the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. The results and discussion in this study are that the Desbumi program has three roles. First. Information center provides information to migrant workers about safe and legal migration (safety migrations). Second is the mobility data center, which assists prospective migrant workers in arranging migration filings at the village office. Third, the center for case advocacy, namely the role in providing protection and assistance to migrant workers who experience problems abroad.</em> <em>Meanwhile, the pattern of assisting female migrant workers in the Desbumi program approach is namely. First, pre-work mentoring, namely conducting socialization to the community by bringing migration flyers that have been given by Migrant Care and from the BNP2TKI office in Central Lombok Regency. It then provides an opportunity for people to ask questions about safe migration. Second, after work assistance, the Desbumi program can carry out consolidation and integration with Migrant Care, PPK and BNP2TKI if they encounter problems with migrant workers abroad. Furthermore, they confirm through social media with the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. Third, post-work mentoring, where former migrant workers are empowered in the village with various empowerment approaches. These approaches included making crackers, chips, sewing training and soft skills activities supported by the village government, Migrant Care, the Mataram City Panca Karsa Association (PPK), and BNP2TKI Central Lombok Regency </em></p><p> </p><p>Dalam penelitian ini, peneliti mengkaji peran dari program Desa Peduli Buruh Migran (Desbumi) dalam pendampingan buruh migrant perempuan di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Penelitian ini merupakan penelitian lapangan dengan langkah pengumpulan data yakni wawancara, dokumentasi dan observasi. Oleh karenaitu, tujuan dalam penelitian ini yakni untuk mengetahui bagaimana pola pendampingan buruh migrant perempuan melalui program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Hasil dan pembahasan dalam penelitian ini yakni, bahwasannya program Desbumi memiliki tiga peran seperti. Pertama. Pusat Informasi yakni untuk memberikan informasi pada buruh migrant tentang bermigrasi yang aman yang legal. Kedua, pusat data mobilitas yakni untuk membantu calon buruh migrant mengurus pemberkasan migrasi di kantor desa. Sedangkan pola pendampingan buruh migrant perempuan dalam pendekatan program Desbumi yakni. Pertama, pendampingan sebelum bekerja yakni melakukan sosialisasi ke masyarakat dengan membawa pamphlet migrasi yang sudah diberikan oleh pihak Migrant Care serta dari kantor BNP2TKI Kabupaten Lombok Tengah. Kemudian memberikan kesempatan bagi masyarakat untuk bertanya tentang migrasi yang aman. This research proves the importance of the role of women in the agricultural sector in Central Java through a case study of Peasants Association movement in Qaryah Thayyibah, Salatiga, Central Java. This research uses qualitative methods, with data collection techniques through literature studies, observations, FGDs and in-depth interviews. The analysis technique uses categorization, interpretation and conclusions from the results of data collection. This research shows women have a key role in the development of the agricultural sector. Therefore, SPPQT's programs for empowering women farmers include: (1) women's political education, (2) involvement of women in the Production Community and Farmers Community, (3) Women's involvement in the Village Development Council (Team 11). The findings also showed that there were obstacles in the form of community rejection for the third point. This can be overcome by refer again to SPPQT's vision, gender equality needs to be seen as a solution to improve the agricultural sector.
