This paper proposes a framework for evaluation of the sources of uncertainty that can disrupt the flood emergency response process. During the flood response, flood emergency managers usually choose between several decision options under limited available lead-time, but they are often compelled with different sources of uncertainty. These sources can significantly affect the quality of decisions related to adequate response and rapid recovery of the affected system. The proposed framework considers efficient identification, integration, and quantification of system uncertainties related to the flood risk. Uncertainty analysis is performed from a decision-maker’s perspective and focused on the time period near and during the flood event. The major scope of proposed framework is to recognize and characterize sources of uncertainty which can potentially appear within the behavior of the observed system. Using a Bayesian network approach, a model is developed capable for quantification of different sources uncertainty in respect to their particular type. The proposed approach is validated on the Sava River case study, in the area of the city of Slavonski Brod, following the destructive 2014 flood event. The results indicate that, despite improvements of structural measures, the weir failure can still cause flooding of the approximately 1 km2 of otherwise safe area, resulting in the increased flood risk.

People possess a creative set of strategies based on their local knowledge (LK) that allow them to stay in flood-prone areas. Stakeholders involved with local level flood risk management (FRM) often overlook and underutilise this LK. There is thus an increasing need for its identification, documentation and assessment. Based on qualitative research, this paper critically explores the notion of LK in Malawi. Data was collected through 15 focus group discussions, 36 interviews and field observation, and analysed using thematic analysis. Findings indicate that local communities have a complex knowledge system that cuts across different stages of the FRM cycle and forms a component of community resilience. LK is not homogenous within a community, and is highly dependent on the social and political contexts. Access to LK is not equally available to everyone, conditioned by the access to resources and underlying causes of vulnerability that are outside communities’ influence. There are also limits to LK; it is impacted by exogenous processes (e.g., environmental degradation, climate change) that are changing the nature of flooding at local levels, rendering LK, which is based on historical observations, less relevant. It is dynamic and informally triangulated with scientific knowledge brought about by development partners. This paper offers valuable insights for FRM stakeholders as to how to consider LK in their approaches.

This article investigates the impact of flood risk on vulnerability and welfare at the household level in Vietnam. The analytical sample is taken from a household survey conducted in a north central Vietnam community through a three-stage stratified random sampling method. The propensity score matching approach is employed to compare various welfare indicators between flooded and non-flooded households. This study finds that flooding results in significant income losses and imposes higher costs of living, especially housing costs. The two types of households are vulnerable, implying that other natural disasters or socio-economic disadvantages may have adverse effects on households’ livelihoods. The insignificant effect of floods on vulnerability indicates that the flooded households can cope with floods to some extent. However, contrary to family support, formal coping strategies are insufficient or ineffective at reducing household vulnerability to floods.
