Marian Miller provided an engaging and persuasive analysis of the role of Third World states in global environmental negotiations. While Miller focused on the strategies of individual states, this article examines the collective agency of the Third World in global environmental negotiations. The first part of the article explores the debates on the continuing relevance of the Third World as a concept, and contends that the Third World retains relevance in the context of global bargaining processes. The second part of the article highlights the role of ideas and institutions in the continued reproduction of the Third World as an actor in global environmental politics. The final part of the article explores the ways in which the negotiations on climate change have tended to reproduce a distinctive Southern perspective.

The experience of the last ten years of global environmental negotiations suggests that a new and different approach to international cooperation is required if we are to achieve sustainable development. While multilateral environmental agreements have provided a valuable framework for building a consensus on broad objectives, their implementation requires a focus on the underlying activities that cause environmental degradation. Moreover, globalization encourages the development and use of innovative technologies, leading to a large degree of overlap between global environmental concerns and national sustainable development objectives. These shifts require wholly new perspectives that are based less on determining responsibilities and more on supporting mutually reinforcing transformations. The new approach also looks beyond the state to other stakeholders as contributors to achieving sustainable development.

Current literature on global environmental politics largely considers NGO influence implicit and unproblematic. Responding to several weaknesses in the literature, we propose a coherent research framework for assessing NGO influence in international environmental negotiations. We contend that influence can be said to have occurred when NGOs intentionally transmit information that alters the behavior of negotiators, and call for collecting and analyzing evidence of NGO influence in a more systematic fashion. Our framework, which relies on the use of multiple data types, sources, and methods, controls for over-determination and allows researchers to identify, with a sound degree of confidence, instances of NGO influence in international environmental negotiations. The resulting comparability provides a basis for analysis of NGO influence across cases, and ultimately contributes to better understanding of the variation of NGO influence in global environmental politics.

In the late Holocene, humans and their social institutions came to endanger their planetary comfort zone. Holocene institutions have had their successes when it comes to economic prosperity and even (recently) limiting violent conflict. But change that could enable governance to grapple with Anthropocene conditions is blocked where it is most needed. Dominant institutions such as states and markets have found ways to organize feedback that confirms their own necessity. Financial institutions become “too big to fail,” capitalist markets punish governments that depart from neoliberal economic recipes, and global environmental negotiations absorb the energy of activists and civil society even when they are not producing much decisive action. At the same time governance fails to take signals from a changing Earth system seriously enough—let alone anticipate future crises. As a result, institutional and policy innovation is blocked, and dysfunctional institutions and practices constitute highly problematic—even pathological—path dependency.

Abstract The Paris Agreement is increasingly being used as an analogy in global environmental politics to discuss issues beyond climate change. This Forum article explores the two main ways in which this analogy has been discursively employed: as a symbol of diplomatic success to be emulated and as a model for institutional treaty design. It illustrates the broader meanings associated with the Paris Agreement, reflecting its preeminent public and political profile among environmental issues just a few years into its history and its potential significance in shaping subsequent global environmental negotiations.

Theories of complex systems can yield valuable insights for understanding the increasingly intricate networks of actors, institutions, and discourses involved in international environmental negotiations. While analysis of regimes and regime complexes has shed light on macro-level structures and relationships in global environmental politics, systemic analysis has gained less traction in making sense of micro-level interactions—such as communicative exchanges among participants—that occur within the sites of negotiation and how those interactions shape (and are shaped by) the broader dynamics of governance systems. This article shows how the conceptual lens of “deliberative ecologies” can bridge these levels of analysis by integrating theories of deliberative systems with ideas from complexity theory and social–ecological systems analysis. Drawing on evidence from United Nations climate change and biodiversity conferences between 2009 and 2018, I show how methods such as discourse analysis and process tracing can help to apply a deliberative ecologies perspective and thereby advance understanding of how discourses and deliberative practices diffuse through negotiating sites and how deliberation interacts with the social–ecological dynamics of those sites.
