The paper is a review on the textbook by A. V. Yeremin, «The History of the National Prosecutor’s office» and the anthology «The Prosecutor’s Office of the Russian Empire in the Documents of 1722–1917» (authors: V. V. Lavrov, A. V. Eremin, edited by N. M. Ivanov) published at the St. Petersburg Law Institute (branch) of the University of the Prosecutor’s office of the Russian Federation in 2018. The reviewers emphasize the high relevance and high level of research, their theoretical and practical significance. The textbook and the anthology will help the students increase their legal awareness, expand their horizons.

The article highlights the importance of a balanced structure of the economy in terms of the ratio of the production of goods and the provision of services; the history of specialization of the Russian Federation as a state and territorial entity, the key features of its structure are considered. Modern aspects of import substitution in Russia are described. A comment is made on the program “Import Substitution 2.0”, which is based on quotas for public procurement from Russian suppliers. Some problems and negative aspects of the state of implementation of the import substitution program in the Russian Federation are reflected. It is concluded that the measures for the development of import substitution were largely unsystematic, were of a fragmented nature, and in some cases even contradicted each other. Their implementation failed to optimize the structure of the economy. A set of measures to escalate import substitution is proposed, including the priority development of specific types of goods with a certain share of sales abroad and the coverage of import substitution in the sphere of services.

One of the main aims and objectives of Modern Russian education is to make a human be ready for effective working and interacting in the multiethnic educational environment. Different aspects of the multiethnic education are registered in numerous Legal Acts of the Russian federation. Educators multiethnic competence comprises such aspects as knowing national, religious, gender and other peculiarities of students under training, respective attitude towards them; the ability to behave in terms of cultural conformity as well as the ability to organize meaningful dialogue in a multiethnic group and to use these cultural peculiarities to enrich students personal experience. Moreover, educators multiethnic competence also includes understanding of students ethnopsychological reactions which are conditioned by their cultural background and national identity. The trainee has to anticipate and to resolve a conflict in a multiethnic group. Cultural studies of different nationalities have to be organized in different ways: among the most popular methods we are bound to mention the historical studies of nations and the annexation of different ethnic communities to the Russian federation, the history of an ethnic group contribution to the heroic deeds during wars and while defending the homeland. One of the most effective ways of understanding and assimilating other peoples traditions and customs is to make students participate in different national festivals, religious holidays and feasts. Reading national poets and writers contributes greatly to the better acquisition of the material as well. There are some other methods to get acquainted with cultures for example, National days, learning national games, songs, poems; collective projects, competitions, contests; work with families and family celebrations of national holidays with national food, family stories about strong family traditions and customs; training exercises which cultivate students tolerance towards other nations and ethnic groups etc.

Objective– analysis of epizootiological manifestations of natural focal infections in the territory of the south of the European part of the Russian Federation in 2017.Materials and methods. Statistical documentation data from the Rospotrebnadzor Administrations, Centers of Hygiene and Epidemiology in the constituent entities of the Russian Federation, and Plague Control Research Institutes and Stations were used. The information was processed using Microsoft Excel 2010 software.Results and discussion. Epizootiological survey for 19 nosological forms of natural focal infections in the territory of the south of the European part of the Russian Federation was conducted. The total of 70155 samples of field material was tested; markers of 14 pathogens of natural focal infections were identified. The circulation of Crimean-Congo hemorrhagic fever virus was revealed in 11 constituent entities, tularemia and Lyme borreliosis pathogens – in 8 entities, West Nile virus – in 7. Markers of leptospirosis, Q fever, human granulocytic anaplasmosis and human monocytic ehrlichiosis pathogens were detected in 6 constituent entities, markers of the agent of hemorrhagic fever with renal syndrome – in 5 entities; markers of intestinal yersiniosis pathogen – in 3 constituent entities of the Russian Federation, pathogens of tick spotted fevers group, tick-borne viral encephalitis and pseudotuberculosis – in 2. The circulation of the virus Sindbis was identified in the Rostov Region.

The analysis of epidemiological data, clinical picture, results of laboratory studies in the dynamics of the disease. Differential diagnosis and treatment are discussed.

In order to improve the accuracy of forest inventory works, tables of stem volume by height classes of willow trees in the northern taiga region of the European part of the Russian Federation were created. Forest inventory standards have not previously been developed for this species in the northern taiga region. The analytical technique proposed by I.I. Gusev in 1971 for spruce forests of the European North was used in compiling the height class volume tables. It was later adopted for the description of other tree species as well. Diameters and heights of trees were measured at 41 sample plots laid out in the Verkhnyaya Toyma and Arkhangelsk forestries of the Arkhangelsk region; 105 model trees were sampled. In most cases, sample plots were laid out in mixed plantations with the predominance of willow. The data obtained on the sample plots served to determine the parameters of the height class scale. The information source for stem volume of willow trees used to be the stem volume tables for aspen trees. A comparative analysis of the tables compiled for willow trees stems with the tables for aspen taken from the Forest Valuation Handbook for the Northeast of the European part of the Russian Federation was carried out. The analysis shows significant discrepancy in the scales for willow and aspen. The use of aspen height class volume tables for willow leads to a systematic overestimation of wood volumes. Tables of stem volumes by height classes of willow trees are used to determine stand stock with the enumeration data by 4-centimeter diameter classes. The developed tables meet the forest practice requirements. The volume tables by height classes are used to calculate timber reserves when laying out sample plots; to determine the damage level in case of stand damage; and for other practical purposes. The activity of state statistics throughout the revolutionary period of 1917 is uncharted territory in the history of Russian statistics. Using documents from the State Archive of the Russian Federation, the authors examined for the first time the last year of the Central Statistical Committee. Unlike other state structures of the previous government, it was not dissolved after the events of October 1917 and continued to operate after the Soviet government moved to Moscow. The article contains information on the first «Soviet» Head of the Central Statistical Committee of the Commissariat of Internal Affairs V.A. Algasov and outlines the work of Professor M.A. Sirinov, who was offered a position of the Head of the Central Statistical Committee by the People’s Commissar of Internal Affairs G.I. Petrovsky. Archive records helped establish the fact that both the authorities of the Central Statistical Committee and some statisticians came up with an idea of founding a new statistical service based on the Central Statistical Committee and gubernia (provincial) statistics. The authors revealed the role of V.V. Stepanov in relocating the Library of the Central Statistical Committee to Moscow. The article describes the clash of opinions that preceded the establishment of the Soviet state statistics, to be specific the inauguration of the RSFSR Central Statistical Board, which was envisaged to be an independent body, not subordinate to any agency, to ensure the independence of the country’s statistical service.

The concept of critical information infrastructure is analyzed. The history of its formation and consolidation in the legal space of Russian legislation is considered. The article studies the experience of foreign countries in the field of ensuring information security in general and protecting critical infrastructure in particular. The relevance of the chosen topic is due to the course taken by the Russian Federation for the development of the information society in the country, as well as the need to protect significant information systems and resources of state authorities. The author of the article reveals the terms included in the definition of critical information infrastructure, enshrined in the legislation of the Russian Federation. In conclusion, the main problems of the considered regulatory legal acts are highlighted, recommendations are given on the further development of the information security system of critical infrastructure.
