Chapter 2 focuses on the period of the Civil War and Reconstruction, when formerly enslaved persons, classified as “contrabands” and refugees, were placed as domestic workers in northern households. The involvement of the Bureau of Freedmen, Refugees, and Abandoned Lands (the Freedmen’s Bureau) in the placement of refugees as servants prefigured the federal government’s expanded role as a broker of immigrant labor in the decades that followed, yet proved controversial. Designed to reduce government expenditures on the relief of refugees in Washington, D.C., and elsewhere, the Freedmen’s Bureau’s financing of black servants’ migration was viewed with skepticism by detractors who claimed that it revived—under the thin veneer of “free” labor—a version of the slave trade. Due to insufficient federal funding, the reluctance of black refugees to relocate to uncertain job situations in the North, and constant questions about its efficacy, the Freedmen’s Bureau—after contracting thousands of women and children to service positions—was ultimately forced to disband this initiative.

This chapter studies how government officials first looked to deportation as a solution to the post-war “immigration problem.” During and after the Red Scare, 1919–1924, government officials enacted new and more stringent immigration restrictions. Their implementation would curtail employers' virtually unfettered access to immigrant labor, a benefit businesses had enjoyed since the onset of industrialization. Companies continued to want immigrant workers, but decades of associating foreigners with labor unrest had reached an apex. Fear of subversive aliens combined with nativism and progressivism to convince many Americans of the need for more extensive exclusion. Only through proactive diligence, contended the restrictionist ranks, could the immigrant danger be ameliorated. The pertinent question was not if the maleficence truly existed but rather how best to eliminate it. Dismissing employers' arguments to the contrary, lawmakers ultimately enacted sweeping new quota-based restrictions, significantly reducing European immigration. Their passage effectively ended an epic chapter of American business and labor history.

The Impact

This article explores the relationship between government expenditure and labor immigration in the Arab Gulf states. This relationship was close and positive during the rapid growth of the 1970s. Using Kuwait as a case study, trends in immigrant labor movements over the period 1981–85 are considered in detail. This analysis shows that the current economic downturn, reflecting the collapse of the world oil prices, has not resulted in the large scale re-export of foreign labor which was envisaged. The reasons for this foreign labor retention are considered and the authors speculate on future migration trends in the region.

The Impact

The popular belief that immigrants have a large adverse impact on the wages and employment opportunities of the native-born population of the receiving country is not supported by the empirical evidence. A 10 percent increase in the fraction of immigrants in the population reduces native wages by 0-1 percent. Even those natives who are the closest substitutes with immigrant labor do not suffer significantly as a result of increased immigration. There is no evidence of economically significant reductions in native employment. The impact on natives’ per capita income growth depends crucially on the immigrants’ human capital levels.
