Abstract The Gaussian model adaptive processing in the time domain (GMAP-TD) method for ground clutter suppression and signal spectral moment estimation for weather radars is presented. The technique transforms the clutter component of a weather radar return signal to noise. Additionally, an interpolation procedure has been developed to recover the portion of weather echoes that overlap clutter. It is shown that GMAP-TD improves the performance over the GMAP algorithm that operates in the frequency domain using both signal simulations and experimental observations. Furthermore, GMAP-TD can be directly extended for use with a staggered pulse repetition time (PRT) waveform. A detailed evaluation of GMAP-TD performance and comparison against the GMAP are done using simulated radar data and observations from the Colorado State University–University of Chicago–Illinois State Water Survey (CSU–CHILL) radar using uniform and staggered PRT waveform schemes.

In the statistical analysis of random sets, it is useful to have simple statistics that can be used to describe the realizations of these sets. The cumulants and several other standardized moments such as the correlation and second cumulant can be used for this purpose, but their estimators can be excessively variable if the most straightforward estimation strategy is used. Through exploitation of similarities between this estimation problem and a similar one for a point process statistic, two modifications are proposed. Analytical results concerning the effects of these modifications are found through use of a specialized asymptotic regime. Simulation results establish that the modifications are highly effective at reducing estimator standard deviations for Boolean models. The results suggest that the reductions in variance result from a balanced use of information in the estimation of the first and second moments, through eliminating the use of observations that are not used in second moment estimation.

With the number of power transmission and transformation projects increasing, it needs to consider more indices information and utilize more comprehensive evaluation methods in the decision-making of building schemes. As a consequence, a comprehensive evaluation indices system, including the indices of network security, economy, environmental friendliness, adaptation and coordination of the power transmission and transformation engineering system, is firstly built to evaluation construction schemes. Then this paper proposes a multi-attribute comprehensive evaluation method for power transmission and transformation projects. In this method, the optimal combination weighting method based on the moment estimation is adopted to weight for every index. It can overcome the weakness of the subjective weighting methods and the objective methods. After that, the optimal scheme is obtained by the grey correlation-cosine prioritizing evaluation method, which can take into account the distance and angle information of schemes. Finally, the example shows this method can fully consider overall information of each index, having good operability.

This study examines the impact of foreign aid instruments, namely Project Aid and Programme Aid, on economic growth of 27 aid-receiving countries. The study constructs a system of three equations, i.e. growth, investment and human capital. Using the Generalised Method of Moment estimation technique, the study concludes that while Project Aid has a positive and significant impact on economic growth, Programme Aid has an insignificant impact on economic growth. Additionally, the study finds that economic policies do enhance effectiveness of aid at aggregate level. Therefore, the capacity of aid-recipient countries to effectively use their resources for economic development needs due consideration. This paper uses the relevant data from 2008 to 2017 to construct a multiple linear regression equation, and uses the generalized moment estimation model to explore the impact of financial development on industrial structure adjustment from the perspective of financial scale and efficiency. The results show that financial efficiency can promote the rationalization and upgrading of industrial structure, but the impact of financial scale on industrial structure is two-sided. Increasing financial scale can increase the amount of industrial financing and accelerate the process of industrial structure upgrading. However, blindly increasing the supply of loans will lead to the birth of bad investment, thus failing to promote the rationalization of industrial structure. Based on this, this paper puts forward some policy suggestions, such as promoting the diversified development of the financial industry, improving the imbalance of financial development in various provinces, promoting the reasonable investment structure and the development of high-tech industry, and giving full play to the role of the government.

A single Information security is of pivotal concern for consistently streaming information over the widespread internetwork. The bottleneck flow of incoming and outgoing data traffic introduces the issue of malicious activities taken place by intruders, hackers and attackers in the form of authenticity desecration, gridlocking data traffic, vandalizing data and crashing the established network. The issue of emerging suspicious activities is managed by the domain of Intrusion Detection Systems (IDS). The IDS consistently monitors the network for identifica-tion of suspicious activities and generates alarm and indication in presence of malicious threats and worms. The performance of IDS is improved by using different signature based machine learning algorithms. In this paper, the performance of IDS model is determined using hybridization of nestrov-accelerated adaptive moment estimation –stochastic gradient descent (HNADAM-SDG) algorithm. The performance of the algorithm is compared with other classi-fication algorithms as logistic regression, ridge classifier and ensemble algorithm by adapting feature selection and optimization techniques
