In order to improve the accuracy of the image segmentation in video surveillance sequences and to overcome the limits of the traditional clustering algorithms that can not accurately model the image data sets which Contains noise data, the paper presents an automatic and accurate video image segmentation algorithm, according to the spatial properties, which uses the Gaussian mixture models to segment the image. But the expectation-maximization algorithm is very sensitive to initial values, and easy to fall into local optimums, so the paper presents a differential evolution-based parameters estimation for Gaussian mixture models. The experiment result shows that the segmentation accuracy has been improved greatly than by the traditional segmentation algorithms.

This paper designs a stable, efficient and intelligent video surveillance system, which is based on the review and analysis of the domestic and internation. And it is related research work on the basis of the intelligent security monitoring. The system is used by the Web server and database server model, and it can detect the moving object in scene of monitor. Firstly this paper analyzes the structure of server system, it uses B/S, database, ActiveX technology and is completed finally. Secondly this paper realizes the video image data in bulk storage, read, update and maintenance by using the database. The bmp format will be converted to JPG format effectively to realize the image database compression. It is valued to the video image data storage and management. Finally, the accuracy and response time can be improved in moving object detection, which is based on background subtraction method

The video image analysis methods are used for monitoring the phenomena at the coastal zone. A digital video camera which is mounted in the HORS research building is used to estimate directional wave spectra and bathymetry in shallow water areas. The Bayesian Directional Method is used to estimate directional wave spectra using the group of pixels brightness and non-linear bathymetry inversion is used to estimate shallow water bathymetry using time series of pixel brightness intensity at cross-shore and longshore array. The results are compared with a numerical model and field measurements. The results indicate that video image data could be used to estimate bathymetry and directional wave spectra in shallow water areas.
