Resumo Apresenta os resultados de uma pesquisa que avaliou a transparência pública no Portal governamental do Ministério da Ciência, Tecnologia e Inovação (MCTI) a partir de um modelo de análise de transparência da informação pública na Web que consiste na verificação de três subprincípios: informação, motivação e participação. Os resultados apontaram que há aspectos positivos e negativos em relação a esses três subprincípios no Portal do MCTI, o que sinaliza a necessidade de aperfeiçoar o Portal visando acesso a informação para garantir atransparência e promover a participação pública.Palavras-chave: Transparência pública, Portais governamentais, Governo eletrônico, Ministério da Ciência, Tecnologia e Inovação (MCTI), Informação pública.Abstract Presents the results of research that evaluated publictransparency in the governmental homepage of the Ministry of Science, Technology and Innovation (MCTI) based on a model of analysis of public information transparency on the web, which consists in verifying three subprinciples: information, motivation and participation. Abstract Background It is necessary to systematise care engineering to solve the social issues related to care in STEAM (Science, Technology, Engineering, Art and Mathematics) education. While the need for engineering and technology in care has increased, current trends are not well understood. This search was conducted using Web of Science, a literature database, with the study period spanning 1900 to 2019. The search term ‘care’ was used, as well as ‘Science’, ‘Technology’, ‘Engineering’, ‘Art’, or ‘Mathematics’. Subsequently, the research field from the Web of Science was extracted every 10 years, from 1980 to 2019. The ‘title’ as selected by the Web of Science was analysed using KH Coder 3.Beta.01e analysis software, with frequent nouns, adjectives, verbs, and adverbs examined. Results The most frequently used words were extracted using KH Coder. Of the highest ranked words, ‘children’ was ranked high until 1969; ‘health’, ‘medical’, and ‘cost’ were ranked high in the 1970s; and ‘system’, ‘information’, ‘assessment’, and ‘primary’ were highest in the 1980s, 1990s, 2000s, and 2010s, respectively. Healthcare has always been the most qualified language, and especially in the 1990s, when it accounted for 59.1%. More frequently occurring in the 1980s, 1990s, 2000s, and 2010s were ‘home care’; ‘critical’ or intensive’; ‘patients’ or ‘primary care’; and ‘self’, ‘quality’ or ‘palliative care’, respectively. The co-occurring network diagram most often categorised ‘quality support’, ‘care engineering’, ‘primary’ and ‘intervention’, ‘medical care’, ‘human development’, ‘lifestyle’, and ‘social’ issues. Conclusion The use of technology is expected to advance, and research on improving the quality of care is expected to increase. Systematising this as ‘care engineering’ creates a field to face the long-term problems in care. Literature on human development and the quality of care itself are expected to evolve, and new developments should occur from the care perspective.

This chapter describes the author's proposal on the necessity of Establishing an Asian Space Agency (ASA). The establishment of the ASA will promote the international cooperation among Asian countries in space exploitation, research and technology, as well as their space application and developments, much like the European Space Agency in Paris. It is desirable and necessary for us to establish ASA in order to promote cooperation in space policy, law, science, technology, and industry among Asian countries. The creation of an ASA would lead to a strengthening of the cooperation deemed essential by the Asian community towards joint undertakings in space and would act as a catalyst for the efforts on space exploitation and allow resources, technology, manpower, and finances to be centrally managed in an independent fashion to the benefit of Asian countries. It is desirable and necessary for us to establish the ASA in order to develop the space industry to strengthen friendly relations and to promote research cooperation among Asian countries.

The purpose of this study was to examine research and trends in technology usage in gifted child published in selected professional sources during the period 1990-2019. Content and Citation analysis was used in this study to investigate documents related to technology usage in gifted child researches, which were indexed in the Web of Science. “Technology” and “gifted” (high abilities) related keywords were used jointly in the search for documents. There was a total of 240 documents judged to be relevant to the field of technology usage in gifted child education and were analyzed. However, as a result of individual review of the sources, 40 documents that were not relevant for the purpose of the research were excluded from the scope of the re-search. As a result of this study, it can be seen that the documents and the number of citations related to the technology usage in gifted child education field has been continuously increasing since 2005. It is recommended that a combination of citation analysis and other types of analyses should be used in future research studies.

The possibilities of developing fundamental science outside of large agglomerations, primarily in places with a high concentration of research and development, are considered. It is shown that the territorial location of scientific centers and large installations generates effects related to the diversification of the economy of cities, the interaction of defense and civil science, with forms of international cooperation, organizational and legal definition of scientific projects of the “mega-science” class, the development of quality of life, etc. An attempt is made to reveal the causes of these effects and their impact on the development of scientific activities. On the example of the project of the Center for Fundamental Science in Sarov, theoretical and practical solutions to issues related to the peculiarities of territorial placement are proposed.

Since the BRICS Declaration in Cape Town in 2013, its five member countries have committed to cooperation programs in science, technology and innovation (STI), based on the five strategic thematic areas assigned to each signatory: climate change and mitigation of catastrophes (Brazil); water resources and pollution treatment (Russia); geospatial technology and its applications (India); new and renewable energy, and energy efficiency (China); and astronomy (South Africa). Five years after the Declaration and almost a decade after the First BRICS Summit, the evaluation of the strengthening of international cooperation among countries remains a challenge, due to their low presence in the large index databases commonly used for the collection of scientific data, such as Web of Science and Scopus. The proposal of this research is to carry out a study on international cooperation among the countries in the last five years through the Dimensions platform, based on the incidence of international co-authoring and co-financing of research agencies from the five countries, seeking to highlight the following points: the networks that consolidate themselves from the international cooperation among the BRICS countries, areas emerging in research with incidences of co-authorship, and how the research networks have been developed around the five strategic areas defined in the BRICS Cape Town Declaration. It aims to evaluate how the international cooperation of the BRICS bloc in strategic thematic areas has been growing, pointing to possible areas of strengthening of international partnerships that can be deployed through this study.

Background: COVID-19 has become one of the most serious global epidemics in the 21st Century. This study aims to explore the distribution of research capabilities of countries, institutions, and researchers, and the hotspots and frontiers of coronavirus research in the past two decades. In it, references for funding support of urgent projects and international cooperation among research institutions are provided. Method: the Web of Science core collection database was used to retrieve the documents related to coronavirus published from 2003 to 2020. Citespace.5.6.R2, VOSviewer1.6.12, and Excel 2016 were used for bibliometric analysis. Results: 11,036 documents were retrieved, of which China and the United States have contributed the most coronavirus studies, Hong Kong University being the top contributor. Regarding journals, the Journal of Virology has contributed the most, while in terms of researchers, Yuen Kwok Yung has made the most contributions. The proportion of documents published by international cooperation has been rising for decades. Vaccines for SARS-CoV-2 are under development, and clinical trials of several drugs are ongoing. Conclusions: international cooperation is an important way to accelerate research progress and achieve success. Developing corresponding vaccines and drugs are the current hotspots and research directions.
