Policy drivers for integrating environmental and fishery management in Europe have never been so strong. Scientists calling for better integration now have the opportunity to help deliver it. The main challenge is providing relevant evidence on short time-scales using existing knowledge. Policies, scientists, and society largely agree that management targets should be linked to achieving sustainability, but research often fails to show when fishing impacts ‘matter’ in relation to sustainability criteria. If targets for ecosystem functions or processes are to complement more tractable targets for species and habitats, scientists will need to show why impacts ‘matter’ and when they become unsustainable. For now, and to meet ambitious and pressing policy timetables, priority should be given to developing credible targets for impacts with a high risk of compromising sustainability, rather than dissipating research and advisory effort to achieve broader coverage of state, function, and process. Impacts on sensitive species and habitats often compromise sustainability; thus, setting targets for them is a priority. Meeting these targets will often require management measures that are expected to diminish risks of other unsustainable impacts. Fast and significant progress towards integration could be achieved by incorporating measures to meet environmental targets for sensitive species and habitats into fishery management plans.

The principal objective of sites selected as part of Natura 2000 is to achieve or maintain a favourable conservation status of habitats and species named in the EU Birds and Habitats directives. In the German exclusive economic zone, the habitat types protected by this legislation are sandbanks and reefs; protected species include marine mammals, seabirds, and specific migratory fish species. The ICES project Environmentally Sound Fishery Management in Protected Areas (EMPAS) aims to answer two questions: (i) To what extent do specific fishing activities significantly threaten attainment of the conservation objectives of the Natura 2000 sites? (ii) What management measures would reduce these conflicts and how effective would they be at helping to ensure the favourable condition of these sites? Assessments of fishing impacts on Natura 2000 sites require basic data on the conservation status of individual habitats and species, as well as data for fine-scale distributions of ongoing fishing activities. This paper describes and discusses the process used by the EMPAS project in developing fishery-management plans for each Natura 2000 site in German offshore waters.

Abstract Discriminating among sympatric sub-populations is critical not only for the investigation of fish population structure, but also for effective fishery management. The Gulf of Maine stock of Atlantic cod contains two genetically distinct sub-populations whose spawning grounds overlap in space, but not season. Lack of a practical tool for discriminating between these spring and winter spawners has thus far prevented addressing metapopulation structure in stock assessments and fishery management plans. To address this issue, we developed a simple approach to discriminate between the sympatric sub-populations that relies on internal otolith structures. Using a logistic regression model fit to training data (n = 577) and evaluated through cross-validation, we correctly classified individuals with 81% accuracy and predicted the overall sub-population mixture within 1%. Applying the model to a broader population dataset (n = 1642) revealed that spring-spawned cod are more concentrated within closed fishing areas and therefore experience a lower mortality rate. However, despite dominating older age classes and comprising a large fraction of the spawning stock, these spring cod contribute little to recruitment. This apparent sub-population difference in the stock–recruitment relationship has important consequences for assessment models and the success of management measures designed to rebuild the stock.

AbstractLutraria rhynchaena Jonas, 1844 is of great commercial interest, but its reserves have dramatically declined over recent decades. Therefore, there is an urgent need of scientific basis to propose effective fishery management measures and improve artificial aquaculture of the clam. In this study, we investigated the distribution and density of L. rhynchaena, sediment characteristics, and established the clam’s reproductive cycle through monthly observations from August 2017 to July 2018. The study results showed that distribution and density of clams are related to sediment types, and the sediment type of medium sand is likely the best benthic substrate for the clams. The spawning of clams occurred throughout the year with three spawning peaks in January, April and September. For the sustainable management of the clam resource in Cat Ba-Ha Long Bay, the fishery authorities can issue a ban on harvest of the clam in spawning peak months in January, April and September.


<strong><em>Abstract. </em></strong>This paper summarizes the results of the National Research Council Study on the Effects of Bottom Trawling and Dredging on Seafloor Habitat (National Research Council 2002). The report concludes that integration of existing data on the effects of trawls and dredges, level of fishing effort, and distribution of seafloor habitats would facilitate development of habitat management plans. Current and new management measures should be assessed regularly to provide a better understanding of how various restrictions affect fish habitat and to determine the socioeconomic impacts on the fishing industry and local communities. Resolution of the different, and at times conflicting, ecological and socioeconomic goals will require not only a better understanding of the relevant ecosystems and fisheries but also more effective interaction among stakeholders.

The main purpose of this paper is to explore the practice of liquidity risk management of Croatian business entities. The analysis is based on a survey of 62 business entities in Croatia. The authors investigate the existence of risk management and liquidity risk management measures among the surveyed business entities. The respondents’ knowledge of management, their use of indicators and methods for the management of liquidity risk, in addition to the cited reasons for implementation of liquidity risk measures were also subject to examination. Furthermore, the authors investigate the importance of liquidity management in business. The analysis reveals that Croatian business entities have neither sufficient knowledge regarding the majority of financial indicators, nor they tend to use liquidity management plans. Consequently, the survey’s findings indicate that the overall level of financial knowledge of Croatian managers is inadequate. This can, thus, be identified as one of the reasons for the traditionally high number of illiquid business entities in the market. Finally, this paper provides academia and policymakers with new revelations concerning the management of liquidity risk among business entities in Croatia.

Bottom trawling accounts for nearly a quarter of wild-capture seafood production, but it is associated with physical disturbance of the seabed leading to changes in benthic abundance, habitat structure, and biogeochemical processes. Understanding the processes of benthic depletion and recovery in relation to different types of fishing gears, and in different seabed types, is an important pre-requisite to inform appropriate management measures to limit or reduce the effects of trawling on the seabed. The combined approaches of meta-analysis and modelling that link fishing-gear penetration of the seabed to benthic depletion, and recovery to taxon longevity, have enabled the development of a modelling framework to estimate relative benthic status in areas subject to trawling. Such estimations are highly sensitive to the spatial resolution at which fishing footprint (trawl track) data are aggregated, and this leads to overinflated estimates of fishing impacts on benthos when coarse-level aggregation is applied. These approaches present a framework into which other “sustainability” criteria can be added, e.g., the consideration of carbon footprints of fishing activities.

The Humboldt Current, one of the most productive waters in the world, flows along the Chilean coast with high primary production level. However, living marine resources in these waters are declining due to overexploitation and other anthropogenic and environmental factors. It has been reported that deploying artificial reefs in coastal waters can improve the production of benthic resources. To ensure the sustainability of coastal fisheries in northern Chile this study aims to investigate fishermen’s perceptions on deploying artificial reefs and propose future management measures using Caleta Pisagua as a case study. Interviews of artisanal fishermen regarding four aspects: fishermen profile, fishing activity, resources, and artificial reefs were conducted. Results showed that most fishermen favored the implementation of artificial reefs within the Areas of Management and Exploitation of Benthic Resources (AMERBs). In addition, deploying artificial reefs appears to be socio-economically necessary for the artisanal fishermen whose livelihood is being affected by the overexploitation of coastal fish and because hard substrates essential for benthic resources are in short supply within this administration area. It is recommended that criteria for the deployment of artificial reefs as well as specific management plans for main and secondary species should be developed.

The Atlantic bluefin tuna (hereafter referred to as “bluefin tuna”), one of the world’s most valuable and exploited fish species, has been declining in abundance throughout the Atlantic from the 1960s until the mid-2000s. Following the establishment of drastic management measures, the stock has started to recover recently and, as a result, stakeholders have raised catch quotas by 50% for the period 2017–2020. However, stock assessments still omit the natural, long-term variability in the species distribution. Here, we explore the century-scale fluctuations in bluefin tuna abundance and distribution to demonstrate a prevailing influence of the Atlantic Multidecadal Oscillation (AMO) to provide new insights into both the collapse of the Nordic bluefin tuna fishery circa 1963 and the recent increase in bluefin tuna abundance in the Northeast Atlantic. Our results demonstrate how climatic variability can modulate the distribution of a large migrating species to generate rapid changes in its regional abundance, and we argue that climatic variability must not be overlooked in stock management plans for effective conservation.

AbstractRecent authors have proposed that waiting times for elective treatment should be reduced to the point where the costs of doing so exceed the benefits. This paper considers how this criterion could be put into effect. Taking benefits first it argues that these could be estimated in three different ways – social cost benefit, clinical and user valuation – that would not necessarily produce consistent results and hence a choice has to be made between them. It then considers the costs of reducing waits and argues, citing relevant evidence, that these may range widely according to whether or not reductions can be achieved through simple management measures or whether more long-term capacity is required. It concludes therefore that the apparently simple criterion proposed for defining the point where waiting times are optimal is hard to establish. Choice of criterion must be made in the light of the overall values that a given health care system is intended to promote.

Abstract In recent years, the recreational contribution to the total catch of Atlantic cod (Gadus morhua) in the Gulf of Maine (GOM) has increased with recreational discards outnumbering recreational landings by 2:1. However, the discard mortality (DM) rate of cod released in the recreational fishery remains poorly understood, thus contributing to the uncertainty in stock assessments and fishery management plans. The current study examined the capture-related factors most detrimental to cod DM in the GOM recreational rod-and-reel fishery. Atlantic cod (n = 640; 26.0–72.0 cm) were angled from June–October 2013 on southern Jeffreys Ledge in the western GOM using fishing gear representative of the local recreational fishery. A subset (n = 136) was also tagged with pressure-sensing acoustic transmitters before being released into an acoustic receiver array (n = 31) deployed to monitor survival up to 94 days. To properly model DM up to the fishery-wide level, all cod were visually assessed for capture-related injuries according to a four-level injury score index. Mean tackle-specific DM rates of 15.4 and 21.2% were estimated for bait- and jig-captured cod, respectively, with an overall 16.5% mean DM rate for the 2013 GOM recreational cod fishery. Twenty-nine cod tagged with acoustic transmitters were identified as dead, where the majority (∼90%) died within 16 h post-capture. Upon evaluation with a specifically adapted parametric survival analysis, greater incidence of mortality was attributed to the capture and handling process (rather than release) for moderately and severely injured cod. Based on the capture-related factors associated with the highest injury rates, we recommend minimizing fight and handling times, avoiding areas with small cod, educating inexperienced anglers, and favouring bait over jigs to mitigate mortality. Results will continue to inform the development of fishery management plans and enhance survival through dissemination of “best practice” techniques to fishery stakeholders.
