Ethnic Media and Multi-Dimensional Identity: Pacific Audiences’ Connections With Māori Media

Abstract This article explores issues of identity, hybridity, and media in an Aotearoa/New Zealand context by analyzing Pacific audiences’ affinity for and use of indigenous Māori media. It makes the case for broadening ethnic categorizations in media practice and scholarship to better account for multi-ethnic audiences’ identities and practices. And, by exploring Pacific audiences’ talk about a shared “Brown” identity, it suggests that Pacific peoples, particularly New Zealand-born youth, resort to a racialized “Brown” identity as a way to connect to multiple others in the New Zealand context—using Māori media as a “third space” of identity negotiation to do so. Finally, it argues for more overtly situated and localized research and theory-building to further tease out the uniquely South Pacific elements of these emergent identity practices.

The essential elements of modern bureaucracy were identified by the German social scientist Max Weber (1864–1920) and remain central today to any understanding of how modern governmental systems work. At the core of Weber’s understanding was the insight that bureaucracies are profoundly impersonal, even dehumanised, organisations, which is a key element in their ability to carry out complex, large-scale tasks. However, this dehumanised character is also one of bureaucracy’s biggest weaknesses, since it inhibits the organisation’s ability to relate to people in ways that are in tune with lived social experiences. This article argues that in Aotearoa New Zealand it should be possible to draw upon knowledge from te ao Mäori, and especially the idea of wairua, to help fulfil aspirations for an improved public service, one that is more effective and humane for all New Zealanders. However, to do so will require a much greater appreciation of such knowledge than has so far been the case.

<p>The definition and fit of the librarian and library in society have been called into question amidst rapid professional and social change. This professional and social change has similarly called into question the professional identity of the librarian. Professional identity is the product of the impact the organizational and/or professional life has had on one’s understanding of self within its context (Whyte, 1956/2002), influencing discourse and behaviour (Sundin & Hedman, 2009). The influence of professional identity on perception and behaviour underscores the importance of the co-constructed relationship between librarian and those served. Therefore, professional identity is key in discussions concerning the place of the librarian in a 21st century society and beyond.   To examine professional identity of public librarians in Aotearoa New Zealand, this research adopted a multimethod approach. In Phase 1, a questionnaire was designed operationalising elements of a conceptual model and for participant selection. In Phase 2, follow-up interviews were conducted with 40 participants. Semi- structured interviews allowed participants to elaborate on responses and reflect on their professional identities. The multimethod model adopted emphasises qualitative data, which was analysed with an inductive approach.  This thesis begins with an introduction chapter, outlining the motivation, questions, and methodology which guided this research. This thesis also includes four original articles. The first article reviews the relevant literature on librarian professional identity. Previous literature presents as disparate, with foci on specific aspects of this professional identity. The first paper therefore takes a holistic approach to examine this identity, resulting in a conceptual model of the formation and development of librarian professional identity. This model guides subsequent examinations of the data collected. The second article outlines the development of a novel methodological approach. This approach resulted from the combination of methods adopted in this research. It establishes a link between critical incidents impacting professional identity and world- and self-perception grounded through this identity, as expressed by metaphors. The third article presents qualitative results from the interviews conducted. Findings demonstrate that dominant influences on practitioners’ individual perceptions of their professional identity development and to their professional behaviour feature in identity development over time, demonstrated by behaviour. Critical incidents prompt a specific identity negotiation process, identified as the Critical Incident Negotiation Process. This article also offers three theoretical propositions relating to the dominant influences on practitioners’ perception, behaviour, and the above-mentioned negotiation process. The fourth article further presents qualitative results from interviews. Findings demonstrate that librarian professional identity negotiations are grounded in perceptions of profession through meaning ascribed to the profession and through its manifestations (e.g., professional associations, etc.), respectively; and perceptions of practice as related to organisational/institutional contexts. This article also introduces the Relational States of Librarian Professional Identity (the relational states), which indicate variations of individual affiliation with the profession. This article also offers a theoretical process identified as the Professional Identity Negotiation Framework and six theoretical propositions relating to librarian professional identity, its negotiations, and relational states. The thesis concludes with a chapter outlining conclusions and contributions of the four articles in library and information science theory, methodology, and practice.</p>

New Zealand is a South Pacific nation with a history of British colonization since the 19th century. It has a population of over four million people and, like other indigenous societies such as in Australia and Canada, Māori are now a minority in their land, and their experience of colonization is that of being dominated by settlers to the detriment of their own systems of society.

Social work in Aotearoa New Zealand and in the international community has weathered many storms over the years. The forecast is for further challenges ahead as the world continues to grapple with economic uncertainties, changing political forces and environments. While in the South Pacific, indigenous and local models of practice are being recognised, developed and refined, social work is also shaped by the global context of our profession. This article reviews the history of the 2000 International Definition of Social Work (International Federation of Social Workers (IFSW), 2000) and explores the increasing diversity of voices behind the proposed new definition to be presented forratification at the Joint World Conference on Social Work, Education and Social Development in July 2014. The influence that social workers from our small South Pacific nation are having on the future of global social work is then explored from the perspectives of an emerging social work student and one who has been active in the profession for over three decades.

For more than two decades, diversity has been a growing mantra for the New Zealand news media. Initially, the concept of biculturalism—partnership with the indigenous tangata whenua—was pre-eminent in the debate, but as the nation’s Pasifika and ethnic media have flourished and matured and demographics have rapidly changed, multiculturalism has become increasingly important and challenging. The regional media relationship in the context of contested notions such as the ‘arc of instability’ and the impact of coups and crises on journalists has become critical. Projected demographics by Statistics New Zealand indicate that the country’s Asian population will almost double by 2026. The Pasifika and Māori populations are also expected to grow by 59 and 29 per cent respectively. Māori, Pasifika and ethnic media in Aotearoa/New Zealand are also steadily expanding with implications for the media industry and journalism educators. This article examines the regional trends and how initiatives such as the Pacific Media Centre and new journalism courses with an emphasis on diversity are addressing the challenges.

In this article, I argue that both tino rangatiratanga and socialism lie at the heart of emancipatory politics in Aotearoa New Zealand. For Māori, the economy has always been a dynamic site of interaction with the state and corporate bodies, and today the Māori economy is celebrated by some as a space where tino rangatiratanga can be realised. For the most part, though, the capitalist economy has been a site of exploitation for Māori. Given the inextricable relations between capitalism and colonialism, I present the case for Māori socialism as an emancipatory response to both. To do so, I employ Erik Olin Wright’s socialist compass, a conceptual tool that points to a variety of economic pathways towards socialism. But there is a major problem with Wright’s compass: it only has three points (state power, economic power, and social power). I extend Wright’s vision for socialism by completing the compass, adding to it a much needed fourth point: tino rangatiratanga. The resulting ‘Aotearoa socialist compass’ can be used to orient us towards Māori socialism—a socialist economy in which tino rangatiratanga is realised.

In everyday understanding, ‘hospitality’ refers to paid work contexts; commodities and transactional tasks. Hospitality can, however, have much broader significance. It can be understood in cultural and social terms within and beyond transactional contexts. In Māori cultural knowledge and practices for example, hospitality has reciprocal, relational nuances. Perhaps both views imply that ‘hospitality’ is an act of ‘crossing boundaries […] or thresholds’ as Still (2013: 4) suggested. Relational, reciprocal, boundary-crossing practices may also infer ritual understandings of respect, kindness, generosity and harmony. Crossing thresholds is a central concept in Māori knowledge and practices and is central to this article exploring concepts and practices of hospitality in a new primary school focused on building its practices on relational and reciprocal values. In Aotearoa New Zealand educational contexts, hospitality is a cultural, social reciprocal and relational practice. Thus, through examining ‘hospitality’, ‘borders’ and ‘thresholds’ across the boundaries of education and commerce, we hope to illuminate both connections and differences. We do so through reviewing both literature about ‘hospitality’, ‘borders’ and ‘thresholds’ and interview data from a new school intentionally valuing whanaungatanga.
