AbstractDifferent personal attributes have been considered to account for judicial policy preferences around the world: ideology, age, gender, race, religion, language and professional background. The appointment of foreign judges is a particularly rare characteristic since most countries do not entertain such a possibility. We use the specific case of the Constitutional Court of Andorra to test the extent to which foreign-appointed judges make a difference, and particularly whether they are more or less inclined to favour local petitioners. An empirical analysis of the entire population of abstract review cases in the period 1993–2016 does not indicate a strong statistical effect.

Almost half the constitutional court judges worldwide are selected by a mixed selection system, whereby a specific number of judges are selected by different government institutions. What are the implications of this selection method and its variations for judges’ individual choices on constitutional review cases? An examination of vote choice on the Chilean and Colombian constitutional courts indicates that judges’ decisions to strike down laws are explained more by their and other colleagues’ institutional selector than their political party associations. The results call into question traditional judicial behavior models by suggesting that judges with different selectors have distinct voices when adjudicating constitutional questions which in turn enhances the deliberative process. However, the results also raise concern that certain selecting institutions may have a more significant voice in vetoing legislation than afforded them in the regular legislative process.

This research investigates the conditioned level in the mid-gestation period using stochastic model such as Markov process which requires the Monte Carlo simulation to get the intended results. The simulation in fetal stages addresses the influence of possible risk factor in different levels. The abnormal conditioned in mid-pregnancy that affects the behavioral randomness of the fetal development. The equation of the data implement through the Monte Carlo equation. Empirical Analysis has showed in the behavioral changes of fetal development during mid-gestation.
