Abstract Questions concerning the maldistribution of property and productive resources continue to inform debates about how to bring about societies that are livable, equitable, and ecologically sustainable. In the diverse imaginaries of revolutionary, utopian, socialist, and anti-capitalist politics—together with their adversaries— the notions of "collective" and "private" property have often been conceived as mutually exclusive and exhaustive alternatives. Drawing from several years of ethnographic research with rural squatters in the cacao lands of Bahia, Brazil, the author brings together alternative ways of conceptualizing property that can help overcome this lingering dichotomy and fruitfully inform new political projects. The article examines local practices of property-making through two cases focused on the private ownership and stewardship of natural springs, and the processes whereby squatters convert forest into agroforest. The analysis highlights the ways in which these "private" properties are intersected by "public" interests and "collective" practices, while considering the different kinds of relations that these intersections afford among people and between humans and the non-human environment. Based on these cases, the author suggests that current conversations about "degrowth" may benefit by drawing together frameworks from political ecology, economic anthropology, and property jurisprudence. The presentation concludes by highlighting potential synergies between concerns for degrowth and claims for property democratization. Government intervention for village development is carried out with various policies. The establishment of BUMDes is one of the government's efforts to accelerate rural development, advance the local economy, and develop the village partnerships and/or third party’s partnerships. This study exploits comparative institutional analysis framework to examine further how institutional aspects can affect the application of BUMDes in the rural development. The institutional aspects of BUMDes utilization for rural development is worth emphasizing since it will be employed as a foundation between the actors in a specific social area (structure) in its various forms such as rules, norms, or a certain routine, and the institution as a form of authority for the social behavior of the village organization. Furthermore, the successful implementation of BUMDes in the rural development is also affected by how stakeholder system can manage the institutional aspects. The result of this study, from the standpoint of comparative institutional analysis, underlines: (1) the limited authority of the Ministry of Villages, Underdeveloped Regions and Transmigration for rural development suggests that this Ministry must establish a specific institutional arrangement with the Ministry of Internal Affairs and Ministry of Cooperatives and Small and Medium Enterprises as well as banking institutions; (2) The village government has not fully taken advantage of the flexibility of its institutional arrangement to use BUMDes as a source of rural development; and (3) there is considerable scope to increase the role of BUMDes. This paper will propose some practical advices while considering the existing institutional arrangement.

The relevance of this study is explained by the need to find out the heuristic parameters of one of the segments of the institutional analysis of Ukrainian political science - sociological institutionalism. At the present stage of world development of institutional research in politics, it is no longer enough to turn to the formalized aspects of the essence of political institutions, which is still a fairly common approach - in contrast to the general theory of the new institutionalism. Also, there is a widespread view that the latest models of research strategies can be offered only by foreign political science and it is among its developments that the necessary analytical tools should be sought. Due to certain historical aspects of the political development of our country, political science research has not been able to develop synchronously with global trends for a long time, but it is possible to assume that today this situation is gradually changing. Therefore, the purpose of our study was to concretize in domestic political science the analytical field of such research areas of the new institutionalism as sociological institutionalism and systematize the main parameters of its research strategy. As a result of the study, it was found that the provisions of sociological institutionalism of political science are based on more normative-formalized approaches compared to other types of institutionalism because its formation was significantly influenced by the theory of organizations. Most Ukrainian scholars use the methodological tools of this area of institutionalism for a comprehensive analysis of the nature of the political institution as a research unit, which is close in its characteristics to the latest world examples and requires an appropriate research methodology. The group of specific issues considered by domestic scholars on the basis of the provisions of sociological institutionalism is opened by the normative aspects of the functioning of international politics (for example, humanization), which in this dimension is in the center of attention of foreign scholars as well. A more interesting area of research is the peculiarities of the process of European integration, the analysis of which also begins in the works of foreign scholars, but we are interested in this question given Ukraine's European ambitions - whether its regulatory Europeanization will have appropriate prospects. Another important aspect of research using the methodology of this area of institutional analysis, and again - important for our country, are the socio-political processes in transition societies, where democratization has begun, but the achievements in this way are difficult to call sustainable.
