The Berlin Congress would seem to have completed the historic sequence of Congresses begun in 1957 with the Moscow world congress of Communist parties. It represents a turning point in the history of the Communist movement, especially as it pertains to Europe. Its long and laborious preparatory phase as well as the density and contradictory nature of its proceedings provide a new image of European Communism in crisis by bringing together a diversity of governing parties. Certain among the latter are all-powerful in their countries, others, important opposition forces involved closely or indirectly in the process of governing, while others are either underground or represent an infinitely small portion of their respective electorates. The Berlin Congress was the theater of debates containing the potentialities of conflict that animate the European Communist parties. It confirmed and stabilized a major phenomenon whose origins are to be found at the world Communist Party Congress of 1969 - Eurocommunism.

While Mao Zedong might still be China's most famous communist, only scholars of the history of the Chinese Communist Party (CCP) have heard of Wang Jiaxiang and even they have never studied his career in detail. But recent Chinese publications show that there were very few CCP leaders who had such a tremendous impact on the Chinese communist movement in general and Mao Zedong's career in particular. This article will show that Wang not only supported Mao during the power struggles of the 1930s and helped convince Stalin that Mao should be acknowledged as the CCP's leader, but that Wang also played a decisive role in establishing Mao Zedong-Thought as the Party's guiding ideology. The release of numerous Party documents in the last five years also throws some light upon the relations and conflicts between Mao Zedong and other CCP leaders such as Wang Ming, Zhou Enlai, Zhang Guotao and Liu Shaoqi in the decade between the Long March and the Seventh Party Congress of 1945.

Abstract Democratic centralism, a hallmark of Leninist party organizations, has played a formative role in the history of the Chinese Communist Party (CCP). Yet despite being hailed as an “inviolable” and “unchanging” Party principle, understandings of democratic centralism have shifted dramatically over the century of its existence. This study traces the long arc of the concept's evolution across successive Party Constitutions, focusing on three critical historical junctures: the Sixth Party Congress, which formally adopted democratic centralism into its Constitution as an organizational principle; the Seventh Party Congress, which adopted rectification as the Party's practice of democratic centralism; and the 19th Party Congress, which set a new milestone in codifying the system as a disciplinary tool. I argue that while democratic centralism exemplifies the CCP's institutional plasticity and adaptive governance and is critical to understanding Party-driven constitutionalism in contemporary China, it also highlights an irresolvable paradox inherent in Party rule. Adaptability does not necessarily impart resilience. I conclude that the CCP's normatively unconstrained extra-constitutional leadership under Xi Jinping highlights the essentially and increasingly irrationalist aspects of its illiberal governance project.

The paper analyzes confrontation concerning continuation of market reforms between main groups in Chinese elite after Tiananmen in 1989 and collapse of USSR in 1991. It considers in details the ‘southern tour’ of Deng Xiaoping in early 1992 and its impact on the balance of interests in Chinese elites before the 14th party congress. This article, based on newly declassified material from the Russian archives, deals with the fate of non-Communist parties in North Korea in the 1950s. Like the “people's democracies” in Eastern Europe, North Korea had (and still technically has) a few non-Communist parties. The ruling Communist party included these parties within the framework of a “united front,” designed to project the facade of a multiparty state, to control domestic dissent, and to establish links with parties in South Korea. The article traces the history of these parties under Soviet and local Communist control from the mid-1940s to their gradual evisceration in the 1950s.

A Major obstacle to analysis of Communist movements is the, absence of firsthand evidence on attitudes and motivations affecting tension and cohesion. The refusal of four thousand members of the Chinese Communist Party and the Chinese Communist Youth Corps to return to the mainland after the Korean War offered an unusually large and representative cross-section of these two organizations for systematic interrogation. The results of such an interrogation conducted by the author in April 1954, while in no way conclusive, provide suggestive statistical and analytical information concerning the composition and motivations of the post-Yenan Chinese Communist.According to official Communist figures, the Chinese Communist Party numbered approximately three million in December 1948 and more than five million in June 1950. This increase of two million members in eighteen months represents the most rapid expansion of Party rolls in the history of the Chinese Communist movement. It occurred after victory was in sight, but before rigorous measures to consolidate control erupted in the “Three Anti” and “Five Anti” movements of 1951. Those who joined the Party during this period form a group strikingly different from the elite of the Chinese Communist movement, which is composed of devoted revolutionaries trained in the rigorous experiences of the Long March and the wartime days of Yenan.

AbstractContemporary scholarship on the development of the Soviet political system in the 1920s has largely bypassed the history of the Menshevik opposition. Those historians who regard NEP as a mere transition to Stalinism have dismissed the Menshevik experience as irrelevant,1 and those who see a democratic potential in the NEP system have focused on the free debates in the Communist party (CP), the free peasantry, the market economy, and the free arts.2 This article aims to revise some aspects of both interpretations. The story of the Mensheviks was not over by 1921. On the contrary, NEP opened a new period in the struggles over independent trade unions and elections to the Soviets; over the plight of workers and the whims of the Red Directors; over the Cheka terror and the Menshevik strategies of coping with Bolshevism. The Menshevik experience sheds new light on the transformation of the political process and the institutional changes in the Soviet regime in the course of NEP. In considering the major facets of the Menshevik opposition under NEP, I shall focus on the election campaign to the Soviets during the transition to NEP, subsequent Bolshevik-Menshevik relations, and the writings in the Menshevik underground samizdat press.
