Priority setting in agricultural land-use types for sustainable development

AbstractEven in developing countries that are faced with ecological and socio-economic problems, agricultural areas are constrained by land-use laws to be developed in particular ways. This being the case, the major issues in these areas are a better quality of life and sustainable use of the limited resources. This necessitates planning for sustainable development and evaluating various qualitative and quantitative data in a single framework. Multicriteria or multipurpose decision analysis methods are appropriate for this purpose. Using these methods, physical, economical and social data, as well as planning goals, can be combined and evaluated in the context of sustainable development. These multicriteria methods have been documented widely in a variety of problem areas, but two multicriteria methods, namely AHP (analytic hierarchy process) and ELECTRE II (elimination and choice translating reality), have not been used extensively in agricultural land-use decisions in developing countries. However, in situations where decision-making criteria are non-commensurable, non-comparable or non-countable, and when it is necessary to evaluate the criteria together, as in agricultural land-use decisions, AHP and ELECTRE II methods are warranted. This study reviews these methods briefly and suggests their potential application in the agricultural land-use decision process in a developing country. For this purpose, these methods were sampled in Ziyaret Stream Basin in Adiyaman, which is part of the Güneydoğu Anadolu Projesi (GAP) (South-eastern Anatolian Project) in the Republic of Turkey. The area could be characterized by its rural and agricultural features, although it is under the pressure of Adiyaman urban development. This study shows that both AHP and ELECTRE II methods can be applied successfully for the determination of agricultural land-use priorities, which are an essential part of the quality of life and of sustainable land-use studies.

The issue of ensuring the sustainable development of mankind today is recognized as one of the most pressing issues facing society. The purpose of the study is to generalize the features of sustainable land using, identify the main problems of sustainable use of agricultural land in Ukraine and the key ways to solve them. The paper summarizes the key stages of the formation of prerequisites for sustainable land using, systematizes documents and events to create a model of sustainable development, highlights the basic principles and goals of sustainable agricultural land use, in accordance with the concept of sustainable development. The authors emphasize that the practical implementation of the concept of sustainable agricultural land use requires prioritization of agricultural land, especially environmental, as well as increasing the responsibility of agricultural businesses for disturbing the ecological balance and excessive anthropogenic pressure on land resources. It is noted that in Ukraine there is an irrational structure of land use, which is environmentally dangerous. The main problems of sustainable agricultural land use development are highlighted. The authors note that in recent years in Ukraine there have been negative trends in the development of processes that significantly affect agricultural land use. The most acute environmental problems are the development of degradation processes in the arable lands of Ukraine, which are continuous, regional or local in nature. The authors argue that the decline in the natural potential of agricultural land in Ukraine is becoming an even more serious threat to the sustainable development of land use than environmental problems. The priority directions of development of sustainable land use in Ukraine are offered, which will allow passing to the model of sustainable agricultural land use.

Continuous efforts by governments to protect agricultural land has resulted in a mix of interests, policies, and outcomes. Through this paper, our aims are to evaluate provincial legislative frameworks across Canada and to improve our understanding of why some provincial legislative frameworks to protect agricultural land are better than others. In our study, we evaluated and compared the strength of ten provincial legislative frameworks for agricultural land use planning. Our results show that Québec, British Columbia, and Ontario have the strongest legislative frameworks to protect agricultural land, while the rest of Canada’s provinces have only a moderate to weak policy focus. This situation leaves most of Canada’s agricultural land highly exposed to more conversion and non-farm uses. The results also illustrate how key elements of a legislative framework interact, serving to either enhance or detract from overall strength of policy focus, thereby informing a strategic approach to policy development.

Abstract: Agrarian Reform according to Presidential Regulation Number 86 of 2018 is carried out through two stages, namely the Asset Reform and Access Reform and there is an expansion of the subject and object of the Agrarian Reform. The research was conducted to design an inclusive Agrarian Reform design that combines Program Keluarga Harapan (PKH) and diffable people as subjects and former land use rights in Sempu Village, Ngancar District, Kediri Regency as its object. The research is aimed at (1) knowing the primary need of PKH and diffable people; (2) creating the design of inclusive Agrarian Reform for PKH and diffable people; (3) describing the involvement of stakeholders and community participation in supporting the design; and (4) identifying the existing constraints in the making of the design. The method used was descriptive qualitative using a rationalistic approach. The results showed that PKH and diffable people need to improve the quality of life through economy, education, health, and social welfare. There are 52 plots of land that will be used as designs for land use, namely agricultural and non-agricultural land. This design is expected to be a new idea in the completion of the Agrarian Reform starting from the asset reform through the granting of corporate and individual rights with land redistribution followed by access reform involving stakeholder’s synergy.Keywords: agrarian reform, family of hope, diffable, inclusive Intisari: Reforma Agraria menurut Peraturan Presiden Nomor 86 Tahun 2018 dilaksanakan melalui dua tahapan yaitu penataan aset dan penataan akses serta terdapat perluasan subjek dan objek didalamnya. Penelitian ini dilakukan untuk membuat desain Reforma Agraria inklusif yang menggabungkan Program Keluarga Harapan (PKH) dan kaum difabel sebagai subjek dan tanah negara bekas hak guna usaha di Desa Sempu, Kecamatan Ngancar, Kabupaten Kediri sebagai objeknya. Penelitian ini bertujuan untuk: (1) mengetahui kebutuhan utama PKH dan difabel; (2) membuat desain Reforma Agraria inklusif untuk PKH dan difabel; (3) menggambarkan keterlibatan stakeholder sekaligus partisipasi masyarakat dalam mendukung desain ini; serta (4) mengidentifikasi kendala apa yang akan terjadi di dalamnya. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan rasionalistik. Hasil penelitian menunjukkan bahwa PKH dan difabel membutuhkan peningkatan kualitas hidup melalui ekonomi, pendidikan, kesehatan, dan kesejahteraan sosial. Terdapat 52 bidang tanah yang dijadikan desain penggunaan tanahnya yaitu pertanian dan nonpertanian. Desain ini diharapkan menjadi gagasan baru dalam penyelesaian Reforma Agraria mulai dari penataan aset melalui pemberian hak milik bersama dan perorangan dengan redistribusi tanah dilanjutkan dengan penataan akses yang melibatkan sinergi stakeholder.Kata kunci: reforma agraria, PKH, difabel, inklusif

Topicality. The guiding vision of a stable market economy in Ukraine is accelerating the transition to the introduction of the principle of inclusiveness in market conditions, which, in the context of broadening the overall employment of the population, is an increase in access to education, entrepreneurship, services for young people, women, people in less developed regions and those with disabilities. Implementation of the country's strategic priorities for the transition to sustainable development should take place by ensuring inclusiveness, in particular through agricultural land use. An important task of promoting the principles of inclusiveness is to assess its impact on specific target groups.The introduction of inclusiveness in terms of economic development has a long-term perspective, covering social interests and the rational use of resources. The main focus is on productive employment as a means of reducing the stratification of society by income and raising the standard of living of less well-off people.Aim and tasks. The purpose of the article is to analyze the definition of the inclusiveness of nature use as an economic category in the context of land use, namely the development of inclusive activity. Disclosure of the characteristics of the inclusive approach to land use and outline its benefits. Formulation of the intrinsic features and objectives of the inclusive economy, in particular inclusive agricultural land use. Justification of the scientific principles of the implementation of the principles of organizing the inclusion of land use in agricultural activities.Research results. The concept of inclusiveness in the context of nature use in generalized form and in accordance with land use is developed in the part of expanding the attraction of as many members of society as possible. Improved conceptual-categorical apparatus of the study of "inclusiveness", in particular inclusive growth, inclusive economy, inclusive activity in the context of land use, inclusive ecological agriculture. The relationship between these categories is determined. Formed general scientific principles of inclusive development, principles of inclusive agricultural land use: systematic and complex, adequacy and flexibility, objectivity and accuracy, efficiency, purposefulness, scientific, priority of economic interests of the state. The principles of inclusive agricultural land use are determined on the basis of generally accepted conditions that form the basis of inclusive development and determine its directions and priorities. The advantages of creating ecologically clean lands and conducting ecologically oriented agriculture as one of the directions of development of inclusive nature management in Ukraine are grounded.Conclusion. It is substantiated that, despite a number of literature and discussion of this topic, there is no single definition of the concept of inclusive growth. In the article the genesis of inclusiveness is investigated and the preconditions of the emergence of "inclusive economy" are determined. It is determined that the basic principles under the influence of which the concept of "inclusiveness" was formed are from the theoretical and methodological foundations of sustainable development, "green economy", social economy, and innovation economics. The market component of inclusive land use has been identified and theoretically grounded, which is to involve individual and individual peasant farms in order to organize activities and processes of rational land use, which includes individuals from all walks of life and psychophysical possibilities, through the expansion of: access to land resources; possibilities of land use grouping; the availability of special technical equipment for all individuals; opportunities for obtaining or improving qualifications in the field of ecologically oriented agriculture.

Introduction. Activities in the field of organization of agricultural land use should be focused primarily on the preservation and reproduction of land, the most productive implementation of all production processes and ensuring environmentally sound use of agricultural landscapes. One of the effective ways to ensure the balanced use of agricultural land by agricultural formations is to optimize the location of crops in accordance with the indicators of agrochemical evaluation of soils, taking into account the economic feasibility of their cultivation. Methods. Research conducted by use of the dialectical method of knowledge of the economic laws and systematic approach to the study of economic phenomena and processes, monographic, induction and deduction - to form of balancing agricultural land use; economic and statistical - to identify the factors that led to changes in the quality of land; abstract-logical method - in the implementation of theoretical generalizations and formulation of conclusions. Results. The author substantiates the importance of optimizing the sown area of agricultural crops to ensure a balanced use of land. A study of soil quality indicators within individual land plots was conducted and their dynamics were analyzed. The impact of the structure of growing crops on the balance of humus in the soil is assessed and the main measures to improve it are substantiated. The main components in the system of improving the quality of land are identified and their importance is proved Discussion. The defining direction for further research is the formation of an institutional environment for the balanced use of agricultural land in order to improve the quality of soils.
