Recovery and adaptation after wildfire on the Colorado Front Range (2010–12)

Following the loss of homes to wildfire, when risk has been made apparent, homeowners must decide whether to rebuild, and choose materials and vegetation, while local governments guide recovery and rebuilding. As wildfires are smaller and more localised than other disasters, it is unclear if recovery after wildfire results in policy change and adaptation, decreasing assets at risk, or if recovery encourages reinvestment in hazard-prone areas. We studied three wildfires on the Colorado Front Range from 2010 to 2012 that each destroyed over 150 homes, describing policy response and characterising the built environment after wildfire. In each location, we found some adaptation, through better-mitigated homes and stronger building and vegetation mitigation standards, but also extensive reinvestment in hazard-prone environments, with governmental support. Despite suggestions that disaster can lead to substantial policy change and elevate the role of land-use planning, we saw only modest reforms: local governments did not revise land-use regulations; a statewide task force considered but did not require standards for building and vegetation mitigation; and only one jurisdiction strengthened its building and vegetation mitigation standards. Experiences in Colorado suggest that time after wildfire either does not provide extensive opportunities for adaptation in the built environment, or that these opportunities are easily missed.

In the last decade access for disabled people to public buildings has become an important part of the political agenda. Yet, one of the main forms of discrimination which still persists against disabled people is an inaccessible built environment. In particular, statutory authorities have been slow to acknowledge the mobility and access needs of disabled people, and the legislative base to back up local authority policies remains largely ineffectual and weak. In this paper, the interrelationships between disability and the built environment are considered by focusing on the role of the UK land-use planning system in securing access provision for disabled people.

The purpose of the article is to evaluate role of land use planning project (hereinafter - LUPP) specified in the legislation of Latvia in sustainable development of territory. In Land Use Planning Law adopted in 2006, LUPP is project for arrangement of territory and measures of improvement of land use conditions, for part of an administrative territory of local government, separate immovable property or land parcel, which is developed for exchange of land parcels or elimination of inter-areas, for reorganisation of land parcel boundaries, as well as for subdivision of land parcels. In Latvia for sustainable development of the territory, legislative acts of spatial development planning system have been adopted at several levels, from which for detailed arrangement of territory detailed plan should be developed. The detailed plan often includes reorganisation of land parcel boundaries, but legislation determines that detailed plan should be developed in territories specified in spatial plan, mainly before commencing new construction. The LUPP is not planning instrument for territory development and may be developed in territories in which regulatory framework do not provide development of detailed plan. However, in local governments it is relatively common that for areas intended, for example, for individual building, for subdivision of land parcels, LUPP rather than detailed plan has been choosen to develop. In order to clarify these concerns, the study carried out survey of specialists of local governments and the article summarises analysis of results about development of LUPP in relevant local governments, as well as, on the basis of relevant regulatory enactments, compared the objectives and conditions for development of LUPP and detailed plan.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.

The potential of property rate has been least tapped by decentralized governments in Ghana. This paper investigates the property rating system in Ghana through a case study of Offinso South Municipality (OSM). Questionnaires were used to gather empirical data from property owners in the municipality. The paper finds that there is inadequate property tax administration system and high public disdain for the property tax in OSM, with a significant association between compliance with the property tax and land use regulations in OSM. The paper suggests that the Offinso South Municipal Assembly (OSMA) should improve its land use planning system to facilitate voluntary compliance with the property tax. OSMA should also address accountability and transparency problems in the property tax system in order to increase public confidence in the tax regime. The OSMA should also improve on the property tax collection modes by computerising the billing and collection processes.

Land-based, utility-scale renewable energy (RE) systems using wind or solar resources to generate electricity is becoming a decisive solution to meet long-term carbon emission reduction goals. Local governments are responding in kind, by adopting their own goals and/or establishing policies to facilitate successful implementations of RE in their jurisdiction. One factor to successful RE development is to locate the most suitable lands, while continuing to sustain land-based economies and ecosystem services. Local governments often have limited resources; and this is especially true for small, land-constrained local governments. In this paper, we illustrate how a standardized RE technical mapping framework can be used by local governments to advance the implementation of RE in land-constrained areas, through a case study in the Town of Canmore, Alberta. Canmore has a limited municipal area surrounded by the Canadian Rockies, along with complex land-use bylaw and environmentally sensitive habitats. This mapping framework accounts for these conditions as it considers theoretical resources, technically recoverable lands, legally accessible lands, and the spatial capital cost of connecting new RE facilities. Different land-use planning scenarios are considered including changing setback buffers and expanding restrictions on development to all environmentally sensitive districts. The total RE potentials are then estimated based on the least-conflict lands. Technically speaking, even under restrictive land suitability scenarios, Canmore holds enough land to achieve ambitious RE targets, but opportunities and challenges to implementation remain. To eventually succeed in its long-term emission reduction goal, the most decisive step for Canmore is to balance the growth of energy demands, land-use changes, and practicable RE development. Mapping systems that can study the influence of land-use planning decisions on RE potential are critical to achieving this balance.

Sustainable development has become an important aspect of the construction industries. There are many ways sustainability elements can be incorporated in the design, construction, operation and deconstruction of a building. Importantly sustainability represents the link between society and built environment professionals. In relation to that, this study involves a look at the stakeholders outlook and interaction with sustainability. In this study, the focus will be aimed on the role of the Local Governments and how the perception of the stakeholders. Therefore, this study intend to look into the sustainable development and better understanding the strength and weaknesses and other relevant factors that promote or hinder the Sustainable Development. This study is to contribute to the enrichment of knowledge on the role of Local Governments in Sustainable Development. Therefore, this research seeks to find out whether sustainable development is being practiced and seeks to find out what is happening with respect to issues of what, how and why things are being done with the development of Sustainable Development globally and in Malaysia in general.

This study aims to clarify the mass balance of pollutants during both dry periods and storm events and to discuss the effects of some strategies such as pollutant removal, land use planning and new drainage systems by simulation. Three subjects are discussed in this paper. First, the amount of pollutants entering Lake Biwa from an urban area have been roughly estimated by using data collected by the local government. Second, many additional samples were collected from road surfaces, house roofs and parking lots to consider the role of land use in pollutant runoff. Third, some ongoing BMP projects in an urban area are introduced. As a result, some ideas on how to solve the problem of diffuse pollution in urban areas have been obtained.
