Budget and budget absorption are very important in the sustainability of a budgeting system at state universities. Budget absorption is used as an indicator of performance measurement in a university. The opinion of budget managers is an important factor in efforts to optimize the budget. Therefore, research on the perception of budget managers on the determinants of budget acceptance in state university is very important, especially for new state universities (Perguruan Tinggi Negeri Baru/PTNB), including University of Pembangunan Nasional "Veteran" Yogyakarta (UPNVYK). The purpose of this study is to analyze the variables that affect budget absorption at UPNVYK. The variables are budgeting plan, budgeting management, human resource, procurement of goods dan services (Pengadaan Barang dan Jasa, PBJ), bureaucratic environment, monitoring and evaluation systems, and organizational commitment. This research is expected to formulate recommendations about budget policymaking and its implementation in UPNVYK management in particular and new state universities in general. It is hoped the research will become one of the policy making materials for UPNVYK management on budget implementation from the perception aspect and point of view of managers of the procurement of goods/services.The population of this research is financial management employees in all work units at UPNVYK which consists of 15 work units. The sample of the population is people who have certain positions related to the budget and management of the procurement of goods/services. The method in this study is a qualitative descriptive method. This research data is primary data and secondary data. Secondary data comes from work units and rector regulations at UPNVYK. Primary data using a closed or open questionnaire on the perception of financial management employees at UPNVYK. The result of this research is that the most important issue of budget absorption at UPNVYK is the existence of organizational commitment and commitment from all employees in each unit on various issues related to budget absorption at University of Pembangunan Nasional “Veteran” Yogyakarta.

In the article, basing on investigation of the interaction of the Constitutional Court of Ukraine with the Verkhovna Rada of Ukraine in ensuring the rights and freedoms there was proposed the range of instruments of mechanism for interaction based on proper governance, monitoring and evaluation, including performance indicators and effectiveness, individual responsibility of a person authorized to perform the functions of the state. Due to its implementation, the public authorities will provide priority-oriented constitutional guarantees, namely human rights and freedoms in the context of promoting civil society development in Ukraine. In order to enhance the implementation of the range of instruments of mechanism for interaction between the Constitutional Court of Ukraine with other public authorities, there was offered the introduction of electronic document management as a preventive anti-corruption measure with integrated monitoring and transparency mechanisms of activity of public authorities in order to reduce the level of corruption and hierarchical influence, for the purpose of openness and transparency, efficiency of activity within the democratic processes.

The objective of this project, implemented at the Faculty of Public Administration of the Lomonosov Moscow State University, is interdisciplinary studies of family behaviour strategies of young people in terms of the ‘Demography’ National Project (2019—2024) and those of challenges associated with the socio-economic development of the country. The following objectives were set and achieved: the main strategies of students’ family behaviour were identified; monitoring of changes in the students’ current strategies by contrast of the similar studies carried out in 2008 was conducted; the factors which impact the formation of marital and family attitudes depending on the educational profile and the university were identified; the analysis of the state family and youth policy from the perspective of its perception by students was carried out; recommendations and proposals to adjust the state social policy as part of projects and programs on demography, family and youth policy, as well as those on their monitoring and evaluation were developed. The project outcomes were provided in the reports during national and international conferences and discussed at the round table organized by the Faculty of Public Administration of the Lomonosov Moscow State University and were covered in the publications of 2019—2020. The project highlighted the need for continuous monitoring of changes in the youth milieu with respect to family strategies, in order to quickly realign the state priorities while implementing the national projects of Russia.

Theology at the Free University of Amsterdam: the foundation in 1880 and its relation to the churches. In this second part of the description of the Dutch system of protestant theology the background of the foundation of the Vrije Universiteit at Amsterdam has been described. The foundation of the VU was a reaction on the "duplex ordo" at the state universities. All disciplines of theology have been understood to be fully theological (and not some neutral, some confessional). The views of Abraham Kuyper concerning the relation between the theological faculty and the refonned churches are discussed, and shortly also his conception of theology.
