(1) Background: Hurricane events are expected to increase as a consequence of climate change, increasing their intensity and severity. Destructive hurricane activities pose the greatest threat to coastal communities along the U.S. Gulf of Mexico and Atlantic Coasts in the conterminous United States. This study investigated the historical extent of hurricane-related damage, identifying the most at-risk areas of hurricanes using geospatial big data. As a supplement to analysis, this study further examined the overall population trend within the hurricane at-risk zones. (2) Methods: The Sea, Lake, and Overland Surges from Hurricanes (SLOSH) model and the HURRECON model were used to estimate the geographical extent of the storm surge inundation and wind damage of historical hurricanes from 1950 to 2018. The modeled results from every hurricane were then aggregated to a single unified spatial surface to examine the generalized hurricane patterns across the affected coastal counties. Based on this singular spatial boundary coupled with demographic datasets, zonal analysis was applied to explore the historical population at risk. (3) Results: A total of 777 counties were found to comprise the “hurricane-prone coastal counties” that have experienced at least one instance of hurricane damage over the study period. The overall demographic trends within the hurricane-prone coastal counties revealed that the coastal populations are growing at a faster pace than the national average, and this growth puts more people at greater risk of hurricane hazards. (4) Conclusions: This study is the first comprehensive investigation of hurricane vulnerability encompassing the Atlantic and Gulf Coasts stretching from Texas to Maine over a long span of time. The findings from this study can serve as a basis for understanding the exposure of at-risk populations to hurricane-related damage within the coastal counties at a national scale.

Abstract. The likely manifestations of climate change like flood hazards are prominent topics in public communication. This can be shown by media analysis and questionnaire data. However, in the case of flood risks an information gap remains resulting in misinformed citizens who probably will not perform the necessary protective actions when an emergency occurs. This paper examines more closely a newly developed approach to flood risk communication that takes the heterogeneity of citizens into account and aims to close this gap. The heterogeneity is analysed on the meso level regarding differences in residential situation as well as on the micro level with respect to risk perception and protective actions. Using the city of Bremen as a case study, empirical data from n=831 respondents were used to identify Action Types representing different states of readiness for protective actions in view of flood risks. These subpopulations can be provided with specific information to meet their heterogeneous needs for risk communication. A prototype of a computer-based information system is described that can produce and pass on such tailored information. However, such an approach to risk communication has to be complemented by meso level analysis which takes the social diversity of subpopulations into account. Social vulnerability is the crucial concept for understanding the distribution of resources and capacities among different social groups. We therefore recommend putting forums and organisations into place that can mediate between the state and its citizens.

Veterans with spinal cord injury (SCI) are at high risk for developing debilitating pressure injuries, particularly to their seated areas (e.g. coccyx, sacral and gluteal) [1]. To prevent development of a pressure injury the Veteran with SCI is encouraged to invoke multiple prevention strategies [2]. One recommended prevention strategy is to conduct twice daily skin self-screenings. Skin self-screening is usually conducted in the bed, prior to arising in the morning and prior to sleep in the evening. The current method to conduct skin self-screening utilizes a mirror at the end of a long handle. The Veteran with SCI examines at-risk areas for changes in their skin integrity such as discoloration, swelling, or changes in skin texture. This method can take up to 20 minutes to complete. In the event there is a change to skin integrity, the pressure injury prevention protocol advises the Veteran with SCI to off-load that particular area for at least 24 hours [3]. Further, he/she is advised to consult with their skin specialist if the area does not resolve to normal color or texture within that next 24 hour period. The consequences of ignoring an early stage pressure injury can be serious e.g. weeks to months of hospitalization attempting to heal the injury, tens to hundreds of thousands of dollars in healthcare costs, possible surgery to close the wound and possibly death [4]. Informal interviews with Veterans with SCI clarified and validated that conducting skin screening with the mirror could be very challenging due to barriers such as: not having a baseline image to compare to; the mirror image not being viewable to the user due to lack of user flexibility or body habitus; the mirror does not easily allow a complete view of all the at-risk areas; the user not being able to discern what he/she is actually viewing possibly due to mirror image distortion and limited visual acuity. The need for a better skin self-screening device was evidenced by the advanced pressure injuries Veterans presented to their healthcare providers. Finding a pressure injury in the early stages of development and intervening immediately, such as repositioning, can improve the trajectory of the injury [5]. Therefore the project goal was to offer a better tool for and improve the efficacy of skin self-screening for the Veterans with SCI. To overcome the identified barriers, our team of VA clinicians and engineers of the Minneapolis Adaptive Design & Engineering (MADE) program invented such a device at the Minneapolis VA. This paper presents the patient centered iterative process that was used to develop a skin self-screening device and the future directions for this technology.

Urban agglomeration polders (UAPs) are often used to control flooding in eastern China. The impacts of UAPs on individual flood events have been extensively examined, but how flood risks are influenced by UAPs is much less examined. This study aimed to explore a three-dimensional joint distribution of annual flood volume, peak flow and water level to examine UAPs’ impact on flood risks based on hydrological simulations. The dependence between pairwise hydrological characteristics are measured by rank correlation coefficients and graphs. An Archimedean Copula is applied to model the dependence structure. This approach is applied to the Qinhuai River Basin where UAPs are used proactively for flood control. The result shows that the Frank Copula can better represent the dependence structure in the Qinhuai River Basin. UAPs increase risks of individual flood characteristics and integrated risks. UAPs have a relatively greater impact on water level than the other two flood characteristics. It is noted that the impact on flood risk levels off for greater floods.

Large commercial bakeries use artificial butter flavor (containing diacetyl) in its recipes, and have for more than 40 years. In 2012, a health-based exposure threshold was published for diacetyl by the American Conference of Governmental Industrial Hygienists (ACGIH). Bakery managers typically knew what was necessary to protect workers from exposure. However, for a variety of reasons, most did little to control exposure: The Food and Drug Administration said diacetyl was generally recognized as safe; substitute products had not been demonstrated as less harmful; and no regulatory standard had been established. This study develops the costs that would have been necessary to protect workers, using the U.S. EPA model (known as BEN) to calculate the economic benefit of noncompliance, and offers a characterization of the profit incentive to place workers at risk.

Abstract. This paper discusses the new method developed to analyse flood risks in river deltas. Risk analysis of river deltas is complex, because both storm surges and river discharges may cause flooding and since the effect of upstream breaches on downstream water levels and flood risks must be taken into account. A Monte Carlo based flood risk analysis framework for policy making was developed, which considers both storm surges and river flood waves and includes hydrodynamic interaction effects on flood risks. It was applied to analyse societal flood fatality risks (the probability of events with more than N fatalities) in the Rhine–Meuse delta.
