Abstract Time delays can induce the loss of stability and degradation of performance. In this paper, the pattern dynamics of a prey-predator network with diffusion and delay are investigated, where the inhomogeneous distribution of species in space can be viewed as a random network, and delay can affect the stability of the network system. Our results show that time delay can induce the emergence of Hopf and Turing bifurcations, which are independent of the network, and the conditions of bifurcation are derived by linear stability analysis. Moreover, we find that the Turing pattern can be related to the network connection probability. The Turing instability region involving delay and network connection probability is obtained. Finally, the numerical simulation verifies our results.

Development of new forms of labor self-organization is embodied in phenomena of distributed management and direct influence of personnel on realization and development of the organization’s strategy. The article is devoted to studying of relations underlying the development of managerial potential of an educational organization under conditions of network interaction. The work involves activity, network, system-synergetic approaches and methods of comparative theoretical and methodological analysis, theoretical reconstruction of bases of development strategies of a modern educational organization’s managerial potential under conditions of network interaction. Differences of the network and non-network managerial paradigms in education are described in detail. It was established that the managerial potential of educational organizations is actively realized in course of development of collectives’ involvement into solving and realization of strategic and tactic tasks in conditions of activity of the scientific-educational network. It is demonstrated that development of the managerial potential of interaction participants is provided via creation of additional managerial roles and solving of super-functional managerial tasks, which allows to change the nature of the managerial labor. It is demonstrated that managerial potential of teachers’ collectives can successfully developed in integrative management technologies based on a new methodology focused on development of involvement of network interaction into solving of organizational issues, solving of strategic and tactic tasks under conditions of systemic activity of the scientific-educational network.

The purpose of this study is formation of mechanisms to ensure the effectiveness of the created network systems in increasing the project maturity of public management. The relevance of this study is due to the need to address the problem of modernization of public administration by implementing project management in the implementation of development programs of territorial communities on the basis of continuous increase of the project maturity of organizations and network systems. The study proved the existence of a direct dependence of the level of project maturity with regard to public management on the effectiveness of the network systems. A variant of the project maturity model adapted to the local selfgovernment body is being developed. This model distinguishes three levels of maturity of local governments. The coefficient of self-organization of the network system is offered as a dynamic indicator of the development of project maturity.
