The purpose of this study is formation of mechanisms to ensure the effectiveness of the created network systems in increasing the project maturity of public management. The relevance of this study is due to the need to address the problem of modernization of public administration by implementing project management in the implementation of development programs of territorial communities on the basis of continuous increase of the project maturity of organizations and network systems. The study proved the existence of a direct dependence of the level of project maturity with regard to public management on the effectiveness of the network systems. A variant of the project maturity model adapted to the local selfgovernment body is being developed. This model distinguishes three levels of maturity of local governments. The coefficient of self-organization of the network system is offered as a dynamic indicator of the development of project maturity.

The publication analyzes the elements of the project approach in the formation and implementation of municipal programs within the framework of financing and co-financing of the local budget in a large urban district. Based on the criteria analysis of the actors of municipal programs, their focus on fixed expenditure obligations and the amount of funding, the author compares project methods in business and public administration at the municipal level, assesses their opportunities and threats, areas of application. The article makes a number of recommendations to local governments on using the advantages of project management technologies in the initiation, approval and implementation of municipal programs and projects.

The modern vector of development of the national economy and its focus on programme-targeted organisation makes us consider the principles of organisation in public administration in a new way. Modern conditions and principles of public administration require the adaptation of fundamentally new methodological guidelines that can not only manage existing systems, but also stimulate the emergence of fundamentally new economic and social realities. Currently, financing of state programme takes about 70 % of the federal budget, however, the actual implementation of the laid down plans of state programme is far behind the planned targets.Within the international practice of economies with a related organisational structure focused on the implementation of large programme projects, the focus on project management begins to occupy a dominant position in the practice of public management, especially in the field of strategic development.The article studies the special aspects of the project management formation and its scaling at the national level. The paper analyses the experience of implementing the principles of project management in public administration. At the same time, the authors highlight the main fundamental provisions of the successful implementation of projects and determine the key directions for improving the efficiency of project management.

Este trabalho tem como finalidade analisar a trajetória recente da administração pública e compreender as transformações que visam a modernização dos processos de gestão em Moçambique. Está baseado na revisão de literatura sobre os modelos de administração pública e na análise de documentos que expressam as diferentes práticas de gestão implementadas no período de 1975 a 2011. Adotamos uma abordagem qualitativa com enfoque exploratório sobre o caso da administração pública moçambicana e, sustentamos nosso estudo na análise de conteúdo de documentos oficiais que retratam as condições estruturais e institucionais sobre o desenho político da organização do Estado e as opções de gestão realizadas ao longo do tempo. Após fazermos um balanço que percorre a administração pública burocrática, a administração pública na era da democracia e o projeto implementado pela estratégia de reforma administrativa do ano de 2001, os resultados da análise empreendida mostram-nos que, apesar da introdução de um número grande de iniciativas de mudanças no seio da administração pública moçambicana, persistem desafios no contexto da agenda de modernização com destaque para o arcabouço institucional vindo do período de maior centralização administrativa, o grau de indução da descentralização exercido pelos governos central e locais e as fragilidades organizacionais e estruturais da administração pública que limitam e condicionam os processos de reformas que têm sido desenvolvidos. This work aims to analyze the recent trend of public administration and understand the changes that seek to modernize the management process in Mozambique. It is based on literature review on the models of public administration and analysis of documents expressing different management practices implemented in the period 1975-2011. We adopted a qualitative approach with exploratory focus on the case of mozambican public administration and we maintain our study on the content analysis of official documents that depict the structural and institutional conditions on the political design of the State organization and management choices made over time. After doing a retrospective that runs bureaucratic public administration, public administration in the era of democracy and the project implemented by the administrative reform strategy of the year 2001, the results show us that despite the introduction of a large number of change initiatives within the mozambican public management, there are still challenges in the modernization agenda highlighting the institutional framework coming from greater administrative centralization period, the degree of induction of decentralization exercised by central and local governments and structural and organizational weaknesses of public administration that limit the processes of reforms that have been developed.

New public management is a major paradigm in public administration, and its widespread adoption has been explained by institutional theory. However, most studies treat adoption as a discrete event and cannot explain why some organizations are moving away in the face of isomorphic pressure. We investigate three dimensions of isomorphism—convergence, compliance, and commitment—and test their separate effects on interorganizational similarity in adopting private service delivery, a primary form of outsourcing, among U.S. local governments. This study contributes to the literature by demonstrating the multiplicity of isomorphism and by showing how variation occurs in the isomorphic process.

Process management is a concept that is used in public administration units in Poland to an increasing extent. Implementing this concept in public organizations, in line with the assumptions of New Public Management, is directed, among others, to increase their efficiency. The purpose of the research presented in the article was to identify the attributes describing process maturity of the community offices of urban type in Poland and to assess the interdependence of the attributes. In order to achieve the goal, an authors’ questionnaire was used. Also, an attempt was made to create a process maturity model dedicated to the community offices. As a result of the conducted research, it was noticed that most of the examined entities use, at least, some elements (attributes) of process management. However, they are used at different levels by individual community offices.

The present article analyzes theoretical aspects of the issues of health-improving physical activity in various branches of science (physical culture and sports, pedagogical and medical sciences). Emphasis is placed on the insufficient development of the chosen topic in the field of public administration discipline. The applied content of the implementation of public administration function in the field of health-improving physical activity is covered through the prism of the globalization approach (WHO guidelines) and the national dimension (National Strategy for health-improving physical activity in Ukraine until 2025). From the standpoint of the globalization dimension, the typology ofhealth-improving physical activity and the main sectors of public administration impact (leisure, occupation, education, life, transport, and employment) are determined. It is substantiated that the public policy of Ukraine in the field of physical activity is formed and implemented on the basis of the following mechanisms: legal mechanism (legislative support for the implementation of public policy measures in this area); institutional mechanism (formation of sports facilities infrastructure easily accessible for different segments of the population; development of conditions for physical activity in the field of education, labor, and leisure); coordination mechanism (interaction of public authorities and local governments as well as intersegmental and intersectoral cooperation in the implementation of targeted activities); socio-psychological mechanism (formation of values and motor competence among the target population); information and communication mechanism (creation of a social media space to promote the benefits of health-improving physical activity); and mechanisms of research support, monitoring and evaluation (development of indicators to assess the level of physical health of various population groups and assess the quality of services for physical fitness). The relevance of a thorough study of the managerial powers of local authorities to implement policies in the field of physical activity at the level of global cities in Ukraine has been confirmed.

This paper argues the limits of New Public Management reforms. More precisely, it examines the process of introducing pulic service charters in Korean local governments simply benchmarking fom western countries. Having elaborated two opposing models, the Jupiter and Hercules models, this paper defines public service charter as a reform based on the Hercules model, which goes against Korean public administration based on Jupiter model. From this theoretical viewpoint, I examine the way of introducing this reform and discuss its questionable cost and effectiveness.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

The author has analyzed the problem aspects of public administration of educational change in modern Ukraine. Special frameworks of public administration of educational change in an information society have been determined. The author has analyzed the categories of the implementation process of educational change. The author has explored the key features of external environment of such activity, formed by regulatory acts for settling relations in a particular area. The author has highlighted a set of contradictions of public management of educational change and recommendations for state agencies regarding the organization of an effective process of implementation of educational change as a social and political process with an emphasis on peculiar properties of the educational change. It is determined that the updated legal and regulatory framework of the educational sector, at the same time, extends the scope of professional freedom of teaching and, hence, sets high requirements for the professionalism of teachers. The change in the focus of educational activity by innovations is declared in terms of practice, interactivity and functionality. The teacher will now create educational and training programs tailored to the needs of students and local communities, will create an open learning environment, taking into account the potential of the school and involving the partners in the educational process. However, it has been proved that the methods of active and problem-searching approach defined in the updated normative provision of education in Ukraine require appropriate conditions for the educational process. An active student becomes an active citizen; school, school environment and class become a micro-society. Like the society itself, the school environment is not devoid of conflicts or problem situations. It is in these conditions that students have the opportunity to learn to consciously identify their own interests and gain experience in civic activity.
