Abstract This paper sheds new light on the drivers of civil service reform in US states. We first demonstrate theoretically that divided government is a key trigger of civil service reform, providing nuanced predictions for specific configurations of divided government. We then show empirical evidence for these predictions using data from the second half of the 20th century: states tended to introduce these reforms under divided government, and in particular when legislative chambers (rather than legislature and governor) were divided.

Dowding and James's response to our critique of the bureau-shaping model makes some important criticisms that we welcome. However, we suggest that they ignore the empirical evidence we presented in our original article (because of their narrow definition of acceptable data) and we believe that they misunderstand our arguments because of the positivist paradigm within which they operate. Our response covers three main issues – epistemology, methods and evidence.

Innovative companies generally establish linkages with other actors and access external knowledge in order to benefit from the dynamic effects of interactive processes. Using data from 198 furniture and software firms in Indonesia, this study shows that the quality of interaction (i.e. multiplexity) as indicated by the depth of knowledge absorbed from various external parties and intensity of interaction (i.e., tie intensity) are better predictors of product innovation than the diversity of interaction.

This study aims to examine the momentum effect presence in selected stocks of Pakistan stock market using data from Jan 2007 to Dec 2016. This study constructed the strategies includes docile, equal weighted and full rebalancing techniques. Data was extracted from the PSX – 100 index ranging from 2007 to 2016. STATA coding ASM software was used for calculating momentum portfolios, finally top 25 stocks were considered as a winner stocks and bottom 25 stocks were taken as a loser stocks. In conclusion, the results of the study found a strong momentum effect in Pakistan stock exchange PSX 100- index. As by results it has been observed that a substantial profit can earn by the investors or brokers in constructing a portfolio with a short formation period of three months and hold for 3, 6 and 12 months. There is hardly a study is present on the same topic on Pakistan Stock Exchange as preceding studies were only conducted on individual stock markets before merger of stock markets in Pakistan while this study leads the explanation of momentum phenomenon in new dimension i.e. Pakistan Stock Exchange. The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

The authors argue that the important changes in behaviour related to family and sexual life that were seen in Quebec during the second half of the 20th century are a consequence of a major transformation of the foundation of the normative system shared by the members of Quebec’s main socio-religious group, Frenchspeaking Catholics. Using data from Gallup polls, the authors compare the evolution of the opinions of French-speaking Quebec Catholics and Englishspeaking Ontario Protestants on matters related to sexual and family behaviour from the 1950s to the beginning of the 2000s. The general result is that the evolution of the differences between the two groups is compatible with the hypothesis.

In a context of the rising importance of ministerial advisers, this article provides empirical evidence about the nature of involvement of civil servants in policy work. Based on a survey of graduated civil servants in francophone Belgium, it shows that civil servants are much involved in policy work even in a politico-administrative system characterised by strong ministerial cabinets. Belgian francophone civil servants are ‘incidental advisors’. They are less process generalists than issue specialists who mostly deal with policy implementation. Their policy advisory style oscillates between ‘rational technician’ and ‘client advisor’. Despite a low institutionalisation of policy advice in the civil service, civil servants significantly serve the ministers in the policy formulation (for harmonization) phase, supplying information and analysis and participating to the writing of policy-related texts. Points for practitioners The francophone Belgian case shows the importance of policy tasks conducted by civil servants. It also provides evidence about the importance of in-house policy-analytical capacity as it shows that civil servants primarily rely on internal information sources and consultation when involved in policy formulation.
