There is abundant empirical evidence that the plurality rule constrains party competition and favors two-party systems. This reduction of party system fragmentation may be due to parties deciding not to enter elections for which they are not viable and/or voters voting strategically. Yet, no prior research has attempted to estimate the respective role of parties and voters in this process. To fill this gap, we conducted a unique laboratory experiment where some subjects played the role of parties and others played the role of voters, and where the two were able to respond to each other just as in real-life elections. We find that the reduction due to party strategic exit is higher than that due to strategic voting. We conclude that parties play a key role in the effect of the plurality rule on party system fragmentation.

The study of political parties and party systems is intimately linked to the development of modern political science. The configuration of party competition varies across time and across polities. In order to capture this variance, one needs to go beyond the analysis of individual parties and to focus on their numbers (i.e. fragmentation), their interactions (i.e. closure), the prevailing ideological patterns (i.e. polarization), and the stability of the balance of power (i.e. volatility) in all spheres of competition, including the electoral, parliamentary, and governmental arenas. Together, these factors constitute the core informal institution of modern politics: a party system. The relevant scholarship relates the stability of party systems to the degree of the institutionalization of individual parties, to various institutional factors such as electoral systems, to sociologically anchored structures such as cleavages, to economic characteristics of the polity (primarily growth), to historical legacies (for example, the type of dictatorship that preceded competitive politics) and to the length of democratic experience and to the characteristics of the time when democracy was established. The predictability of party relations has been found to influence both the stability of governments and the quality of democracy. However, still a lot is to be learned about party systems in Africa or Asia, the pre-WWII era or in regional and/or local contexts. Similarly, more research is needed regarding the role of colonialism or how party system stability affects policy-making. As far as temporal change is concerned, we are witnessing a trend towards the destabilization of party systems, but the different indicators show different dynamics. It is therefore crucial to acknowledge that party systems are complex, multifaceted phenomena.

Political scientists have long recognized that the number of parties in a country influences the way that interests are represented in that country. One explanation for the number of parties in a system relies on the idea of strategic voting, i.e. voters may not want to ‘waste a vote’ by voting for a third party. However, work in this area does not address the role of an important factor that may affect party systems through strategic voting: information. Without polls, how could voters know which parties were likely to win, and hence how to vote strategically? Using an agent-based model, this article assesses the role that information plays in shaping the party system through strategic voting. The results of this model demonstrate that, contrary to Duverger's Law, more than two parties may emerge in single-member plurality systems, even when all voters are strategic.

Abstract This article examines the role of ethnicity and ethnic parties as stabilizing factors in Southeast European party systems. It compares two ethnically divided countries in Southeast Europe: Bosnia and Herzegovina, where ethnic identities that form the political cleavage are firm, and Montenegro, where they are malleable. Theoretically, it addresses the debate between scholars who either find stability or instability in East European post-communist party systems. The article traces the role of ethnicity in the formation and development of electoral contests and compares the two cases by utilizing measures of block volatility, based on analysis of official electoral data. We argue that party systems in ethnically diverse countries are stable at the subsystems level, but unstable within them. In BiH, firm ethnic identity stabilizes the party system by limiting competition between blocks, leading to closure. Malleable ethnic identity in Montenegro opens competition to non-ethnic parties seeking to bridge ethnic divisions, leading to more instability. We find that party system dynamics in ethnically divided new democracies depend on identity rigidity and cleavage salience, in addition to levels of heterogeneity.

Like many party systems across Western Europe, the Dutch party system has been in flux since 2002 as a result of a series of related developments, including the decline of mainstream parties which coincided with the emergence of radical right-wing populist parties and the concurrent dimensional transformation of the political space. This article analyses how these challenges to mainstream parties fundamentally affected the structure of party competition. On the basis of content analysis of party programmes, we examine the changing configuration of the Dutch party space since 2002 and investigate the impact of these changes on coalition-formation patterns. We conclude that the Dutch party system has become increasingly unstable. It has gradually lost its core through electoral fragmentation and mainstream parties’ positional shifts. The disappearance of a core party that dominates the coalition-formation process initially transformed the direction of party competition from centripetal to centrifugal. However, since 2012 a theoretically novel configuration has emerged in which no party or coherent group of parties dominates competition.

As it is well acknowledged that the electoral system is one of the fundamental rocks of our modern society, the behavior of electors engaged in a voting system is of the utmost importance. In this context, the goal of the study is to model the behavior of voters in a first-past-the-post system and to analyze its consequences on a party system. Among the assumptions of this study is Duverger’s law, which states that first-past-the-post systems favor a two-party system as the voters engage in tactical voting, choosing to vote in favor of a less preferred candidate who has better odds of winning. In order to test this assumption and to better analyze the occurrence of the strategic behavior, a laboratory experiment was created. A total of 120 persons participated in the study. An asymmetrical payoff function was created to value the voters’ preference intensity. As a result, it was observed that as voters got used to the voting system, they engaged in more tactical voting behavior in order to either maximize the gain or minimize the loss of their choice. Moreover, the iterations where voters started displaying tactical behavior featured a clustering around two main choices. The obtained results are consistent with both the empirical results of real-life elections and Duverger’s law. A further discussion regarding the change in voters’ choice completes the analysis on the strategic behavior.

The alignment of parties within a party system shapes the nature of electoral competition, the process of representation, and potentially the legitimacy of the system. This article describes the distribution of parties and the levels of party polarization in the party systems of East Asian democracies. We examine the public's perceptions of party positions on a left-right scale to map the pattern of party competition. The evidence is based on two waves of surveys from the Comparative Study of Electoral Systems. We describe considerable variation in the polarization of Asian party systems, which has direct implications for the clarity of party choice and the behavior of voters. We conclude with a discussion of the implications of our findings.

Small parties in Scotland have played a number of roles in the post-devolution party system. In some areas they have been trailblazers for broader developments, whilst in others they have met some success but had little longer impact. Understanding this is crucial for a broader understanding of party competition and the Scottish party system. The first section of the chapter addresses thorny theoretical issues around what counts as a ‘small’ party, and the relation between smallness and relevance. The second section discusses key small parties that have had some level of success in Scotland. These include the Greens, Scottish Socialist Party, UKIP, Scottish Senior Citizens Unity Party, and the ‘Others’ who have also been successfully elected in Scotland, including the Liberal Democrats, given their changing fortunes over time. The final section considers reasons for the rise of smaller parties, whilst examining the broader effect on the Scottish party system and putting Scotland into comparative perspective in relation to the role of small parties.

And one of its most enduring puzzles is the explanation of the patterns and diversities of party systems. With the famous “Duverger's Law” about single-member plurality systems and two-party political systems forming its point of departure, political scientists have attempted to substantiate their discipline's status as a “science” by producing theories about relationships between measurable political variables.

AbstractThis article explores how multi-dimensional competition party systems shape the intraparty opinion structure in political parties. The aim is to extend and test May’s law of ideological curvilinear disparity to multi-dimensional settings. The data are based on the case of Catalonia, a party system characterized by the relevant presence of non-state wide parties, where political competition is based on two main dimensions: the left right axis and the subjective national identity one. The paper shows that while the Catalan parties do fit with May’s law in the left-right axis, this is not the case in the national identity one. In addition, it further illustrates how the interaction between both axes affects party competition and internal opinion differences between leaders, activists and voters. The results attest the complexity of the intraparty opinion structures in multidimensional competition systems.

Duverger's law is an unusually simple and specific elaboration on exactly how political institutions “matter”: It proposes that plurality rule elections result in two-party competition. Canada is commonly thought to violate the law at the national level, but to match its predictions at the district level, and thus not to constitute a genuine counterexample. In fact, analysis of a vast data set of Canadian election returns reveals that these elections are multicandidate events, district by district, year after year. An explanation for this multipartyism may lie in the complicating factor of federalism, because Canadian provinces often feature strikingly different national and provincial party systems. Generally, the Canadian case illustrates that theories relating party systems to electoral law but not to other institutions are unrealistically parsimonious.
