Arsenal of the Global South: Yugoslavia’s Military Aid to Nonaligned Countries and Liberation Movements

Abstract Yugoslavia’s military internationalism was one of the most practical expressions of the country’s policy of nonalignment. Beginning with Algeria in the 1950s until its demise in the 1990s, Yugoslavia was an ardent supporter of liberation movements and revolutionary governments in Africa and Asia. This article argues that Yugoslav military internationalism was at the heart of Yugoslavia’s efforts to reshape the post-1945 global order and represented an extension of Yugoslav revolution abroad. Military aid was an expression of personal identification of Yugoslavia’s “greatest generation” with decolonization struggle. However, Yugoslav military aid to other countries went beyond a single foreign policy issue. Yugoslav military internationalism touched upon many other issues that included problems related to finances, economic development, the acquisition and transfer of military technology, relations with the superpowers, national security, ideology and politics, and prestige and status in global affairs. By the end of the 1970s, with the departure of the World War II generation and the looming economic crisis, Yugoslav military involvement in the Global South became increasingly driven by economic reasons. Former Yugoslav republics, after a short hiatus in the 1990s during the wars for Yugoslavia’s succession, are still present in the arms trade in the Global South.

Because of the nature of modern weapons, significant innovations in arms technology have the potential to induce dramatic changes in the international distribution of power. Consider, for example, the “strategic defense initiative” (SDI), a program initiated by the United States in the early 1980s. Had the program been successfully completed, it might have led to a substantial devaluation of Soviet nuclear capabilities and put the United States in a very dominant position. It should not then come as a surprise that interstate rivalry, especially among super powers, often takes the form of a race for technological superiority. Mary Acland-Hood claims that although the United States and the Soviet Union together accounted for roughly half of the world's military expenditures in the early 1980s, their share of world military research and development (R&D) expenditures was about 80 percent. As further proof of the perceived importance of R&D, note that whereas the overall U.S. defense budget increased by 38 percent (from $225.1 billion to $311.6 billion in real terms) from 1981 to 1987, military R&D spending increased by 100 percent (from $20.97 billion to $41.96 billion). Moreover, before World War II military R&D absorbed on average less than 1 percent of the military expenditure of major powers, but since then it has grown to 11–13 percent. The emphasis on military technology is bound to become more pronounced in the future as R&D becomes the main arena for interstate competition.

Although often ignored, religion has profoundly shaped political and economic conditions around the world. This claim is suggested by three historical divergences: a divergence between Protestant, Catholic, Orthodox, and Muslim regions of Europe (these differences emerged after the Reformation and began to dissipate only after World War II); a divergence between Protestant and Catholic settler colonies in Oceania and the Americas; and a divergence between the impacts of Protestant and Catholic missionaries on societies throughout the global South prior to Vatican II (which ended in 1965). This article discusses religion and the spread of human capital and political institutions, focusing on Christian missions as a quasi-natural experiment. It argues that both in Europe and in the global South, Protestants shaped human capital development (mass education and mass printing) and institutional development (civil society, colonial rule of law, and market economics)—especially prior to the 1960s. Together, these shaped elites' incentives and thus long-term prospects for economic development and political democracy.

‘Technological change’ presents three perspectives on the nature of change in military technology: research and development, dual-use technologies, and military revolutions. World War II ushered in two momentous transformations in the world’s relationship with military technology: the nuclear revolution and modern, institutionalized, routinized research and development. Non-weapons dual-use technologies include fortifications, roads, steam engines, the internal combustion engine, electric and electronic communication, and computers. Weapons dual-use technologies include the Schöningen spear, the bow and arrow, the chariot, nuclear power, explosives, and automatic firearms. Military revolutions have been divided into two arcs of analysis: the role of military revolutions in history and the revolution in military affairs.

In this article, we critique the Eurocentric character of security studies as it has developed since World War II. The taken-for-granted historical geographies that underpin security studies systematically misrepresent the role of the global South in security relations and lead to a distorted view of Europe and the West in world politics. Understanding security relations, past and present, requires acknowledging the mutual constitution of European and non-European worlds and their joint role in making history. The politics of Eurocentric security studies, those of the powerful, prevent adequate understanding of the nature or legitimacy of the armed resistance of the weak. Through analysis of the explanatory and political problems Eurocentrism generates, this article lays the groundwork for the development of a non-Eurocentric security studies.

What is a “middle power,” and what foreign policy is associated with it? Scholars and diplomats in Canada, Australia, and a more or less stable collection of northern countries—and increasingly scholars from the Global South—have proposed that the term denotes a particular international position, rights, and responsibilities. Canada has been especially associated with claims that it deserved unique representation in the halls of international power by virtue of its secondary or middle contributions to World War II and the post-war peace. Middle powers, it was proposed, were countries who both made significant contributions to that global order and were more likely than the self-interested great powers to protect the values of that order. However, the term “middle power” never has had a clear meaning or definition, and the so-called middle powers have largely been self-electing (whether the self-election was by scholars or practitioners). Scholarly efforts to bring more rigor to the concept have failed to agree on its basic definition and membership list. This failure results largely from a fundamental disagreement over whether the “middle power” is defined by its functional capabilities, characterized by its strong moral imperative as a “good international citizen,” designated by its position in the international hierarchy, or revealed in its foreign policy behaviors. In time, the behavioral notion that middle powers engaged in “middle power diplomacy” held sway in the scholarship such that any country that pursued multilateral compromises, engaged in acts of “good international citizenship,” and promoted coalition building was labeled a middle power. This subsequently led to a growing scholarship on which states were “middle powers” based on their foreign policy behaviors. In particular, countries from the Global South who embraced multilateralism were included in the ranks of the middle powers. The inclusion of countries from the Global South created a fundamental problem for the term, since middle power advocates portrayed them as strong supporters of the international order. Southern middle powers, on the other hand, were champions or leaders of states who stood against that order because of historical and present injustices in it. However, even those countries said to be Southern or emerging middle powers seem more interested in establishing their own status within the existing order rather than asserting a common vision on behalf of a revised order. Ultimately, the lack of agreement about what “middle power” means leaves scholars and practitioners uncertain about whether the term is a useful guide for any particular country’s foreign policy.

This biography examines the long career of Lt. Gen. Edward M. Almond, who was born to a family of modest means in rural Virginia. His early education at the Virginia Military Institute, steeped him in Confederate lore and nurtured his “can do” attitude, natural aggressiveness, demanding personality and sometimes self-serving nature. These qualities later earned him the sobriquet “Sic’em, Ned,” which stuck with him for the remainder of his career. Almond commanded the African-American 92nd Infantry Division during World War II. The division failed in combat and was re-organized, after which it contained one white, one black, and the Army’s only Japanese-American (Nisei) regiment. The years since that war have seen the glorification of the “Greatest Generation,” with all racist notions and ideas “whitewashed” with a veneer of honor. When war came to Korea, Almond commanded X Corps in the Inchon invasion, liberation of Seoul, race to the Yalu. When the Chinese entered the war and sent the US Army into retreat, Almond mounted one of the largest evacuations in history at Hungnam -- but not before the disaster at Chosin claimed the lives of hundreds of soldiers and marines. This book reveals Almond as a man who stubbornly held onto bigoted attitudes about race, but also exhibited an unfaltering commitment to the military profession. Often viewed as the “Army’s racist,” Almond reflected the attitudes of the Army and society. This book places Almond in a broader context and presents a more complete picture of this flawed man yet gifted officer.

Since the end of World War II a key question that successive U.K. governments have faced is what position the country should occupy in global affairs. Such a question stemmed from the legacy of Empire, which both offered global connections and at the same time financial demands in terms of the need to maintain a global footing. These issues came to a head when the United Kingdom applied (unsuccessfully) to join the European Community (the forerunner of the European Union (EU)) in the 1960s when the country was reappraising its position in the world. And while the United Kingdom eventually joined the Community in 1973, there remained an underlying skepticism about membership within the public at large as well as within sections of the Conservative and Labour parties. This suspicion gained more traction from the 1990s onward as the then EU appeared to be moving to a deeper level of integration in the wake of the Maastricht Treaty. This spurred on Euroskeptics in the United Kingdom to campaign for independence. To put a lid on this pressure for reform, David Cameron held a referendum on U.K. membership in 2016. His gamble that this would once and for all seal the United Kingdom within the EU by closing down the issue of withdrawal did not actually materialize, as the electorate voted to leave, which in turn set the country on a path to depart the EU in 2020. Yet, despite these developments, just as was the case in 1945, the United Kingdom is in many ways still searching for a role in the world in 2020.

Military assistance programs have been crucial instruments of American foreign policy since World War II, valued by policymakers for combating internal subversion in the “free world,” deterring aggression, and protecting overseas interests. The 1958 Draper Committee, consisting of eight members of the Senate Foreign Relations Committee, concluded that economic and military assistance were interchangeable; as the committee put it, without internal security and the “feeling of confidence engendered by adequate military forces, there is little hope for economic progress.” Less explicitly, military assistance was also designed to uphold the U.S. global system of military bases established after World War II, ensure access to raw materials, and help recruit intelligence assets while keeping a light American footprint. Police and military aid was often invited and welcomed by government elites in so-called free world nations for enhancing domestic security or enabling the swift repression of political opponents. It sometimes coincided with an influx of economic aid, as under the Marshall Plan and Alliance for Progress. In cases like Vietnam, the programs contributed to stark human rights abuses owing to political circumstances and prioritizing national security over civil liberties.
