Economic Vulnerability and Partisanship in Latin America

ABSTRACTA significant proportion of the population in Latin America depends on the informal economy and lacks adequate protection against a variety of economic risks. This article suggests that economic vulnerability affects the way individuals relate to political parties. Given the truncated structure of welfare states in the region, citizens in the informal sector receive lower levels of social security benefits and face higher economic uncertainty. This vulnerability makes it difficult for voters to establish strong programmatic linkages with political parties because partisan platforms and policies do not necessarily represent their interests and needs. Using cross-national microlevel data, this study shows that individuals living in informality are skeptical about state social policy efforts and exhibit weaker partisan attachments. The findings suggest that effective political representation of disadvantaged groups remains a challenge in Latin American democracies.

Institutionalized parties and party systems have traditionally been viewed as necessary conditions for democracies to function effectively. Although this area of research is germane to all democracies, most analyses have been divided by regional investigation. Seeking to bridge the gap, this article applies concepts and measures of institutionalization from the study of Latin America to Pacific Asia's two most prominent cases of democratic transition, South Korea and Taiwan. An effort is made to apply the approaches of Dix and Mainwaring and Scully on party and system institutionalization in Latin America to South Korea and Taiwan. Cross-national comparison reveals a curvilinear relationship between institutionalization and consolidation. Taiwan's path to consolidation has been predicated on a pattern very similar to those taken by Latin American cases, whereas South Korea, theoretically, should not be as close to consolidation as it is.

In this introductory chapter of Gender and Representation in Latin America, Leslie A. Schwindt-Bayer argues that gender inequality in political representation in Latin America is rooted in institutions and the democratic challenges and political crises facing Latin American countries. She situates the book in two important literatures—one on Latin American politics and democratic institutions, the other on gender and politics—and then explains how the book will explore the ways that institutions and democratic challenges and political crises moderate women’s representation and gender inequality. She introduces the book’s framework of analyzing the causes and consequences of women’s representation, overviews the organization of the volume, and summarizes the main arguments of the chapters.

During Latin America’s third democratic wave, a majority of countries adopted a runoff rule for the election of the president. This book is the first rigorous assessment of the implications of runoff versus plurality for democracy in the region. Despite previous scholarly skepticism about runoff, it has been positive for Latin America, and could be for the United States also. Primarily through qualitative analysis for each Latin American country, I explore why runoff is superior to plurality. Runoff opens the political arena to new parties but at the same time ensures that the president does not suffer a legitimacy deficit and is not at an ideological extreme. By contrast, in a region in which undemocratic political parties are common, the continuation of these parties is abetted by plurality; political exclusion provoked disillusionment and facilitated the emergence of presidents at ideological extremes. In regression analysis, runoff was statistically significant to superior levels of democracy. Between 1990 and 2016, Freedom House and Varieties of Democracy scores plummeted in countries with plurality but improved in countries with runoff. Plurality advocates’ primary concern is the larger number of political parties under runoff. Although a larger number of parties was not significant to inferior levels of democracy, a plethora of parties is problematic, leading to a paucity of legislative majorities and inchoate parties. To ameliorate the problem, I recommend not reductions in the 50% threshold but the scheduling of the legislative election after the first round or thresholds for entry into the legislature.

1537 Background: The severe acute respiratory syndrome 2 (SARS-cov-2) virus causing COVID-19 has brought great challenges to global health services affecting cancer care delivery, outcomes, and increasing the burden in oncology providers (OP). Our study aimed to describe the challenges that OP faced while delivering cancer care in Latin America. Methods: We conducted an international cross-sectional study using an anonymous online survey in Spanish, Portuguese, and English. The questionnaire included 43 multiple choice questions. The sample was stratified by OP who have treated patients with COVID-19 versus those who have not treated patients with COVID-19. Data was analyzed with descriptive statistics and Chi-square tests. Results: A total of 704 OP from 20 Latin American countries completed the survey (77% of 913 who started the survey). Oncologists represented 46% of respondents, followed by 25% surgical-oncologists. Of the respondents, 56% treated patients with COVID-19. A significant proportion of OP reported newly adopting telemedicine during COVID-19 (14% vs 72%, p=0.001). More than half (58%) of OP reported making changes to the treatments they offered to patients with cancer. As shown in the table, caring for patients with COVID-19 significantly influenced practice patterns of OP. Access to specialty services and procedures was significantly reduced: 40% noted significantly decreased or no access to imaging, 20% significantly decreased or no access to biopsies, 65% reported delays in surgical oncology referrals, and 49% in radiation oncology referrals. A vast majority (82%) reported oncologic surgeries were delayed or cancelled, which was heightened among those treating patients with COVID-19 (87% vs 77%, p=0.001). Conclusions: The COVID-19 pandemic has significantly affected the way cancer care is delivered in globally. Although changes to healthcare delivery are necessary as a response to this global crisis, our study highlights the significant disruption and possible undertreatment of patients with cancer in Latin America that results from COVID-19.[Table: see text]

AbstractAn increasing number of development scholars and policymakers are recognizing the importance of Latin American judicial reforms in shaping the ultimate outcome of the region's “dual transition.” We can hardly begin to assess the conditions in which judicial systems are likely to improve, however, unless we have a means to measure judicial performance systematically across countries. This article offers just such a comprehensive cross-national measure of judicial performance for Latin America. Drawing from a survey of Latin American legal scholars and practitioners from 17 countries in the region, it seeks to establish a more valid, and therefore more useful, assessment of the performance of Latin American judiciaries than existing measures, in order to advance efforts to understand the causes and consequences of effective judicial reforms in the region.

It is common knowledge that, prior to the military coup of 1973, Chile was the only Latin American country to have strong workers' political parties of the European type. Many reasons have been given for this phenomenon, but it is clear that Chile has been the only country in Latin-America to allow the development of Marxist parties with strong appeal and a strong following, within the framework of what could be called liberal, democratic processes. Up to 1970, the electoral force of the Socialist and Communist Parties in Chile oscillated between 20 and 30 per cent of the total national electorate. This rose to more than 40 per cent during 1975.

Resumen: A partir de cifras y hechos planteados por PNUD, CEPAL, FLACSO Chile e INSTRAW sobre la participación política de las mujeres, se realiza una revisión de los debates, aplicaciones y efectos de las cuotas electorales de género en América latina. Se toman en cuenta las diferentes barreras que deben sortear las mujeres en la arena política, y se analizan la definición, alcances y argumentos en pro y en contra de las cuotas electorales de género. Se analiza este mecanismo a partir de los casos de Argentina y Costa Rica, los más exitosos en términos de resultados; mientras México evidencia el impacto incremental de las cuotas en la representación femenina, Perú pone en evidencia la influencia de la fuerte tradición presidencialista. Brasil es un caso paradigmático, que representaría el fracaso de las cuotas de género. Se concluye que, salvo Argentina, las otras democracias sólo han podido acelerar el proceso de inclusión real de mujeres en los procesos eleccionarios, pero sin que los resultados sean realmente compatibles con lo esperado. Las mujeres latinoamericanas, con cuotas o sin ellas, siguen estando sub-representadas en los espacios de participación política.Palabras clave: Participación política femenina, cuotas electorales de género, mecanismos de representación política.Abstract: On the basis of data and facts put forth by UN, CEPAL, FLACSO Chile e INSTRAW about the political participation of women, this article analyzes the debates about the application and effects of electoral gender quotas in Latin America. The barriers to women’s political participation are taken into account, analyzing the definition, reach and arguments for and against gender quotas. The cases of Argentina and Costa Rica, the most successful in results, are analyzed. While Mexico shows the increased impact of quotas, Peru makes evident the influence of the strong presidential tradition. Brazil is a paradigmatic case, representing the failure of gender quotes. In conclusion, save for Argentina, other democracies have only accelerated the process of women’s inclusion in election processes, but without results compatible with expectations. Latin American women, with out without quotas, are underrepresented in the spaces of political participation.Key words: feminine political participation, electoral gender quotas, mechanisms of political representation.

This article analyses the descriptive representation of immigrant-origin women in two local Spanish elections. On the basis of the influence of political opportunity structures and the role played by political parties, we quantify their presence on party lists and their degree of success in becoming councilwomen. Using the APREPINM database we compare their levels of representation across different immigrant-origin minorities and the degree of gender disparity within each group. Our results show that women originating from the EU and Latin America benefit from greater access to party lists than their male counterparts and their female peers from other groups. But when it comes to being elected as councilwomen, only Latin-American women maintain this comparative advantage.

Most analyses of Right-wing power strategies in Latin America highlight the relative paucity of dedicated Right-wing political parties, and the preponderance of non-electoral strategies. Despite this such studies continue to privilege the electoral over other strategies. This paper presents a more wide-ranging, comprehensive perspective based on political sociology and political psychology theories. Here strategies are categorised at three levels – electoral, extra-electoral and semi- or extra-constitutional - which can be activated in a multi-layered manner, depending on the level of threat perceived to Right objectives and on conditions on the ground. Using the case study of the removal of Dilma Rousseff from the presidency in Brazil in 2016, the article seeks to illustrate the ultimate aim of achieving a “smart coup”, whereby left governments are forced out of office with relatively little bloodshed and an element of popular and institutional legitimacy. In this way the Latin American Right aims to integrate electoral and non-electoral strategies to the democratic context of Left hegemony in the region.

Indigenous peoples have become important social and political actors in contemporary Latin America. The politicization of ethnic identities in the region has divided analysts into those who view it as a threat to democratic stability versus those who welcome it as an opportunity to improve the quality of democracy. Throughout much of Latin America’s history, Indigenous peoples’ demands have been oppressed, ignored, and silenced. Latin American states did not just exclude Indigenous peoples’ interests; they were built in opposition to or even against them. The shift to democracy in the 1980s presented Indigenous groups with a dilemma: to participate in elections and submit themselves to the rules of a largely alien political system that had long served as an instrument of their domination or seek a measure of representation through social movements while putting pressure on the political system from the outside. In a handful of countries, most notably Bolivia and Ecuador, Indigenous movements have successfully overcome this tension by forming their own political parties and contesting elections on their own terms. The emergence of Indigenous peoples’ movements and parties has opened up new spaces for collective action and transformed the relationship between Indigenous peoples and the state. Indigenous movements have reinvigorated Latin America’s democracies. The political exclusion of Indigenous peoples, especially in countries with substantial Indigenous populations, has undoubtedly contributed to the weakness of party systems and the lack of accountability, representation, and responsiveness of democracies in the region. In Bolivia, the election of the country’s first Indigenous president, Evo Morales (2006–present) of the Movement toward Socialism (MAS) party, has resulted in new forms of political participation that are, at least in part, inspired by Indigenous traditions. A principal consequence of the broadening of the democratic process is that Indigenous activists are no longer forced to choose between party politics and social movements. Instead, participatory mechanisms allow civil society actors and their organizations to increasingly become a part of the state. New forms of civil society participation such as Indigenous self-rule broaden and deepen democracy by making it more inclusive and government more responsive and representative. Indigenous political representation is democratizing democracy in the region by pushing the limits of representative democracy in some of the most challenging socio-economic and institutional environments.
