“Students Who Have the Irish Tongue”: The Gaidhealtachd, Education, and State Formation in Covenanted Scotland, 1638–1651

AbstractThis article examines the Scottish Covenanters’ initiatives to revamp educational provision in the Gaidhealtachd, the Gaelic-speaking portions of Scotland, from the beginning of the Scottish Revolution in 1638 to the Cromwellian conquest of Scotland in 1651. Scholars have explored in detail the range of educational schemes pursued by central governments in the seventeenth century to “civilize” the Gaidhealtachd, but few have engaged in an analysis of Covenanting schemes and how they differed from previous endeavors. While the Statutes of Iona are probably the best-known initiative to civilize the Gaidhealtachd and extirpate the Gaelic language, Covenanter schemes both adapted such policies and further innovated in order to serve the needs of a nascent confessional state. In particular, Covenanting schemes represented a unique and pragmatic way to address the Gaidhealtachd's educational deficiencies because they sought practical accommodation of the Gaelic language and preferred the matriculation of Gaelophone scholars into the universities. These measures not only represented a new strategy for integrating the Gaelic periphery into the Scottish state but were also notable for the ways in which they incorporated Gaelophone students into Scotland's higher education orbit—a stark departure from the educational situation in Ireland. By drawing on underutilized manuscript and printed sources, this article examines how the Covenanters refurbished education in the Gaidhealtachd and posits that the Covenanter schemes represented a key facet of the broader process of state formation in 1640s Scotland.

Purpose The purpose of this paper is to evaluate the impact of an employability module, the College of Policing Certificate in Knowledge of Policing (CKP), on students’ career aspirations, their confidence and wish to join the police along with the appropriateness of the module. This will inform the implementation of employability as part of the College of Policing-managed Police Education Qualifications Framework (PEQF). Design/methodology/approach A three-year longitudinal research study used mixed methods across four points in time to evaluate the impact on students studying the employability module. Findings The research suggests that the employability-focussed CKP was useful as an introduction to policing, it developed interest in the police and enhanced the confidence of learners applying to join. Lessons learnt from the CKP should be considered during the implementation of the PEQF. Research limitations/implications The ability to generalise findings across different groups is limited as other influences may impact on a learner’s confidence and employability. However, the implications for the PEQF curriculum are worthy of consideration. Practical implications As the police service moves towards standardised higher educational provision and evolution of policing as a profession, lessons can be learnt from the CKP with regards to the future employability of graduates. Originality/value Enhancing the employability evidence base, focussing on policing, the research identified aspects which may impact on graduates completing a degree mapped to the PEQF. The research is therefore of value to higher education and the professional body for policing.

A new strategy sees India seeking to become a regional education hub by developing new forms of international collaboration based on co-creation, opening up to private education provision for dual and joint degrees, and entering international associations for knowledge sharing. But, it will need to ensure that appropriate strategies and quality assurance systems are in place at the different levels to ensure successful outcomes.

В данной статье говорится о важности повышения уровня читательской грамотности как одной из стратегических целей в решении задач повышения качества российского высшего образования. Поставленная в исследовании проблема представляется одной из ключевых в современной педагогической ситуации, о чем свидетельствует ряд постановлений правительства Российской Федерации, которые приводятся в представленной статье. Авторами настоящего исследования отмечается необходимость опоры при языковой подготовке обучающихся в системе высшего образования на современные требования к профессиональной компетентности будущих специалистов. В статье показана значимость расширения системы знаний, умений и навыков, важных для эффективной профессиональной деятельности выпускников. Доказывается необходимость улучшения читательской грамотности студентов нефилологических факультетов образовательных организаций, функционирующих на уровне высшего образования. В практической части представленного исследования авторами анализируется уровень читательской грамотности обучающихся нефилологических факультетов воронежских вузов, причем именно в аспекте процесса повышения качества образования в высшей школе. The given article focuses on the importance of enhancing the reading literacy quality as one of the strategic targets in solving the problems of enhancing of Russian higher education quality. The problem researched in the article is thought to be among the central ones in the modern educational situation, which is proved by a set of governmental documents of Russian Federation mentioned in the article. The necessity of basing on modern requirements to the professional competence of future specialists in the student language training in the system of higher education is empathized by the authors. The importance of developing the system of knowledge, skills and accomplishments, urgent for graduates’ professional activities, is demonstrated in the given research. The necessity of improving reading competency of the students of non-philological departments of higher education institutions is proved. In the practical segment of the given research the level of reader competency of the students of non-philological departments of Voronezh higher education institutions in the aspect of the process of enhancing high school education quality is analyzed.

Music entered deeply into the making of modern science because it was a crucial element of ancient natural philosophy, through which it thereafter remained active well into the formation of the “new philosophy” during the seventeenth century. The Pythagorean connection between music, numbers, and the sensual world remained potent in the quadrivium, the four-fold study of arithmetic, geometry, astronomy, and music that was the centerpiece of higher education until about the eighteenth century. This chapter surveys the ongoing connection between music and its sister sciences in the quadrivium from Plato and the Pythagoreans to Nicomachus and Boethius. The mythical story of Pythagoras in the blacksmith shop arguably represents the earliest recorded experiment, in the later sense of that word. Ancient Greek distinctions between number and magnitude were crucial elements in the unfolding interaction between arithmetic, geometry, and music. Abstract The article investigates the causes and consequences of the increased engagement of British universities with employability and skills initiatives. By employing case studies of six universities based in England, it asks whether the increased engagement between higher education and the labour market is driven by universities or business and whether such engagement has increased the diversity of the higher education sector. Findings suggest that the alignment between labour market needs and educational provision in universities is strongly mediated by the competitive environment within which higher education institutions have been operating since the late 1990s: the higher education market – not the labour market – is the key driver for universities to engage in employability and skills initiatives. The article also questions the assumption that ‘competition’ leads to ‘differentiation’ in higher education. Rather, isomorphic tendencies seem to prevail over differentiation in the context of a highly competitive higher education market.

Despite the repeated use of the term ‘humanist’ by modern scholars, few references to the term have been located in the fifteenth and sixteenth centuries. Campana has found nine Itahan uses of the term in manuscript and printed sources from 1512 to 1588. In addition he has noted two sixteenth-century French uses, one English reference, and four appearances in the Latin text of the Epistolae ohscurorum virorum. Paul O. Kristeller has located the word in a letter of 1490 by the rector of the University of Pisa, in sixteenth-century university documents of Bologna and Ferrara, in John Florio's Italian-English dictionary of 1598, and in a Spanish document of the late sixteenth or early seventeenth century. Eugenio Garin adds an example from a document of the Studio di Pisa of 1525. This short article will contribute five additional vernacular uses oiumanista in Italy between 1540 and 1574.

ABSTRACTThe development of the poor law has formed a key element of recent discussions of ‘state formation’ in early modern England. There are, however, still few local studies of how formal poor relief, stipulated in the great Tudor statutes, was implemented on the ground. This article offers such a study, focusing on Lancashire, an economically marginal county, far from Westminster. It argues that the poor law developed in Lancashire surprisingly quickly in the early seventeenth century, despite the fact that there is almost no evidence of implementation of statutory relief before 1598, and formal relief mechanisms were essentially in place before the Civil War even if the numbers on relief remained small. After a brief hiatus during the conflict, the poor law was quickly revived in the 1650s. The role of the magistracy is emphasized as a crucial driving force, not just in the enforcement of the statutes, but also in setting relief policy. The thousands of petitions to JPs by paupers, parishes, and townships that survive in the county archives suggests that magistrates were crucial players in the ‘politics of the parish’.
