Abstract Some of the most important decisions young people make are choices about education. Yet recent research shows that educational decisions are poorly explained by classical models of human capital investments: adolescents do not always choose what would best optimize their long-term net outcomes. Instead, students have been shown to be influenced by their current group of peers at the time when they make educational decisions. We expand on existing models by showing that students’ stated educational preferences can be influenced by simply priming them with their peers’ preferences. Further, we show that students are unaware of this peer influence in the sense that: (1) they claim that peers have no influence; (2) in a conjoint experiment, they do not select educations based on peers’ assessments; and (3) in a list experiment absent of any social desirability bias, they do not ascribe any influence to their peers either. All in all, the results show that young people are unwittingly influenced by their peers. These results have important implications for public policies aimed at encouraging young people to make more deliberate and informed educational choices.

AbstractInformality is pervasive in many developing countries and it can affect occupational and educational decisions. Cross-country data shows that the rate of entrepreneurship as well as the gap between the skill premium for entrepreneurs and for workers increase with the size of the informal economy. Also, in countries with larger informal sectors the fraction of high-skilled individuals that choose to be entrepreneurs is larger. To explain these facts, I develop a model economy with human capital investments, occupational choice and an informal sector, in which the investment in human capital improves the efficiency of labor as well as managerial skills, and the technology to produce goods exhibits capital-skill complementarity. Model predictions can account for cross-country evidence and also shed light on the mechanisms at work when the level of informality in the economy increases. In particular, a higher level of informality discourages human capital investments for workers while it incentivizes these investments for the case of some managers, mostly informal but talented.

Conditional cash transfers have come to play a prominent role in the social policy landscape in Latin America and especially in Brazil in recent years. Evaluations of their impacts, however, have focused on limited short-term outcomes, particularly consumption and school enrolment and attendance rates. Long-term outcomes have received comparatively little attention. This article reviews the existing evidence on the long-term impacts of CCTs, focusing on the underlying assumptions in the CCT model for intergenerational poverty reduction. In doing so, it questions the notion that CCTs can indeed interrupt the intergenerational cycle of poverty through human capital investments that are thought to lead to expanded opportunities in the labour market. Moreover, it highlights the need for more research on the social processes that may influence young beneficiaries’ life trajectories and experiences in poverty.

AbstractPrevious studies have shown mixed results concerning the effects of participation in active labour market policy programmes (ALMPs) on the longer-term scars in the form of poor income development and low job stability following the end of an unemployment spell. Most previous studies, however, have been limited both in the time frame used and to particular programmes. We argue that human capital investments are long-term investments and should therefore also be investigated from a long-term perspective. ALMP training and ALMPs as subsidised employment also represent different types of human capital investments that may produce effects that are differently distributed over time. In order to handle these issues, this article uses a longitudinal register-based dataset in which all long-term (more than six months) unemployed Swedes in 1993, who had no labour market problems in 1992, were followed for ten years. We found positive effects of ALMP participation concerning both the probability of reaching pre-unemployment incomes and a reduction in the hazard of exiting the labour market, while the effect on the probability of having an unemployment-free year was mixed. The effects of the two forms of ALMPs were differently distributed over time, with ALMP employment having an immediate effect that decreased relatively quickly and ALMP training having a longer-term effect.

Investments in human capital within the cohesion policy and their impact on regional development The aim of this paper is to systematize the existing literature on the effects of cohesion policy and specifically on the effectiveness of public investments in human capital through typology of research. The conclusions are used to give recommendations both for the academic as well as the public sector. There is a need for long-term statistical and macroeconomic analyses as well as in-depth qualitative research on the quality of interventions and differences between different types of investments. While there is a lot of potential in human capital investments to stimulate regional development, they are not a sole key to success and should rather be considered as part of a horizontal and complex development strategy.

This study presents the structure and tendencies in long-term unemployment in Poland in the years 2008-2012. This study identifies the groups of people with an increased risk of long-term unemployment. The analyses produced the following conclusions. The groups with the highest risk of long-term unemployment include: singles, people aged of 55 and above and people with a low level of education. Young people with university and general secondary education faced the lowest risk of long-term unemployment.

As a result of the conducted research the problems of development of human capital and basic pre-conditions of providing of his competitiveness are certain. Analyzed the loud speaker of charges on development of education and health protection of summary budget of Ukraine and measures on the improvement of economic situation in Ukraine and providing of development of human capital are offered. The basic types of investments are certain in a human capital on levels and subjects of investing. The mechanism of forming of human capital is presented. BACKGROUND Approximately 10% to 12% of New Zealand children and young people have long-term physical conditions (also known as chronic illnesses) and are more likely to develop psychological problems, particularly anxiety and depression. Delayed treatment leads to worse physical and mental healthcare, school absence, and poorer long-term outcomes. Recently, electronic health (eHealth) interventions, especially those based on the principles of Cognitive Behavior Therapy (CBT), have been shown to be as good as face-to-face therapy. Biofeedback techniques have also been shown to enhance relaxation during the treatment of anxiety. However, these modalities have rarely been combined. Young people with long-term physical conditions have expressed a preference for well-designed and technologically-based support to deal with psychological issues, especially anxiety. OBJECTIVE This study aimed to co-design and evaluate the (i) acceptability and (ii) usability of a CBT and biofeedback-based, 5-module eHealth game called ‘Starship Rescue’ and (iii) to provide preliminary evidence regarding its effectiveness in addressing anxiety and quality of life in young people with long-term physical conditions. METHODS Starship Rescue was co-designed with children and young people from a tertiary hospital in Auckland, New Zealand. Following this, 24 young people aged 10 to 17 years were enrolled in an open trial, during which they were asked to use the game for an 8-week period. Acceptability of the game to all participants was assessed using a brief, open-ended questionnaire, and more detailed feedback was obtained from a subset of 10 participants via semi-structured interviews. Usability was evaluated via the System Usability Scale (SUS) and device-recorded frequency and duration of access on completion of the game. Anxiety levels were measured prior to commencement, on completion of the game, and 3 months later using the Generalized Anxiety Disorder 7-item scale (GAD-7) and Spence Child Anxiety Scales (SCAS), and at the start of each module and at the end of the game using an embedded Likert/visual analog scale. Quality of life was measured prior to commencement and on completion of the game using the Pediatric Quality of Life Scale (PEDS-QL). RESULTS Users gave Starship Rescue an overall rating of 5.9 out of 10 (range 3-10 and a mean score of 71 out of 100 (SD 11.7; min 47.5; max 90) on the System Usability Scale (SUS). The mean time period for use of the game was just over 11-weeks (78.8 days, 13.5 hours, 40 minutes). Significant reductions in anxiety were noted between the start and end of the game on the GAD-7 (-4.6 (p=0.000)), SCAS (-9.6 (p=0.005)), and the Likert/visual analogue scales (-2.4 (p=0.001)). Quality of life also improved on the PedsQL scale (+4.3 (p=0.042)). All changes were sustained at 3-month follow-up. CONCLUSIONS This study provides preliminary evidence for Starship Rescue being an acceptable, usable and effective eHealth intervention for addressing anxiety in young people with long-term physical conditions. Further evaluation is planned via a more formal randomized controlled trial.
