This paper researches the role of the port authorities in port governance, and the role of the port authorities in Port Community System implementation. The authors provide the theoretical frameworks of seaports, port authorities, port governance, and Port Community Systems. The literature review was carried out using the Web of Science database and additional relevant sources. The authors concluded that although different port governance models exist (regarding the type of port authority), there is no evidence as to which governance model is universally preferable, as it is specific to each seaport. In addition, the research has shown that port authorities play a very important role in the implementation of a Port Community System, increasing the sustainability of seaport operations. Its implementation enables the port authorities to evolve into real digital hubs and neutral data managers, which ultimately leads to the optimization of seaport processes and more efficient use of transport infrastructure.

Relevance. The role of pediatric dentistry in younger generation health improvement is undeniable; therefore, developing pediatric dental service is an important health care issue.Purpose. To present the contribution of Lubov Sergeevna Litovkina to paediatric dental service development in connection with her death on December, 23, 2019.Materials and methods. Based on the analysis of professional activity and scientific works of L.S. Litovkina the achievements that have contributed to the development of pediatric dentistry service in Volgograd Region were identified.Results. Public, clinical and scientific activities of L.S. Litovkina were highlighted. Special attention was paid to such areas of her work as the organization of epidemiological dental examinations of children’s population, the implementation of milk fluoridation program for prevention of dental caries in preschool children, school dentistry improvement and applying the dental educational program for the elementary schoolchildren.Conclusions. The organizational and scientific activities of L.S. Litovkina contributed to the development of the paediatric dental service and oral health improvement of children’s population.

Primorje-Gorski Kotar County has eight county port authorities operating since 1999, which manage a total of 101 ports open for public transport, 27 of which are of county importance and 74 ports are of local importance. The focus of this article is directed on county ports communal areas open for public transport, i.e. on communal berths in such ports. The article processes a number of communal berths managed by each county port authority in Primorje-Gorski Kotar County, including the amount of compensation for such moorings. The number of requests for communal berths for each of the eight county port authorities was collected by field research to compare the current capacity with the required capacity of communal moorings. The problems which occur during the use of communal berths and possible solutions to those problems will also be presented in the article.

AbstractThis legal study discusses the provision of trucking and warehousing of goods services and services at the port. This study is intended to address issues related research problems and directions arrangements in the provision of trucking and warehousing of goods services and services at the port. This study uses empirical juridical approach of practices in the truck transportation of goods and warehousing services in the port, while the results of the study are presented in the form of descriptive analysis. The study results conclusion that it is necessary for institutional capacity of port authorities as the organizer of the cultivated commercially port so as to perform the function of government in the harbor. Port Authority set the capacity of the service, organizing auctions and provision of related services to cooperate with trucking and warehousing services provider in the harbor. IntisariKajian hukum ini membahas mengenai penyediaan jasa truk angkutan barang dan jasa pergudangan di pelabuhan. Kajian ini dimaksudkan untuk menjawab permasalahan penelitian terkait permasalahan dan arah pengaturan dalam penyediaan jasa truk angkutan barang dan jasa pergudangan di pelabuhan. Kajian ini menggunakan pendekatan yuridis empirik dari praktek penyediaan jasa  truk angkutan barang dan jasa pergudangan di pelabuhan, sedangkan hasil penelitian disajikan dalam bentuk deskriptif analitis. Hasil kajian diperoleh kesimpulan bahwa diperlukan peningkatan kapasitas kelembagaan otoritas pelabuhan sebagai penyelenggara pelabuhan yang diusahakan secara komersial sehingga mampu menjalankan fungsi pemerintahan di pelabuhan. Otoritas Pelabuhan menetapkan kapasitas layanan, menyelenggarakan lelang penyediaan jasa terkait dan melakukan kerjasama penyedia jasa trucking dan warehousing di pelabuhan.

Port authorities have been important presences in Canada's port cities, playing major roles in determining the physical form and land-use functions of urban waterfront lands. Their formative roles warrant attention from scholars concerned with the city-building process in Canada. This study focuses upon one such body, The Toronto Harbour Commissioners, and how and why it has functioned as a land development agency. An analysis of the commissions Outer Harbour project between 1912 and 1968 shows the commissions central concern with land development: ostensibly presented as a harbour facility, the project was actually intended to be a key component in the commissions proposed redevelopment of Toronto's central waterfront for profitable commercial and residential use. The project also reveals the significance of landfilling in the commissions urban development role, and, incidentally, explains the existence of the three-mile artificial headland projecting out into Lake Ontario from Toronto's waterfront. The role of the commission as a development agency is explained in terms of its original 1911 mandate, which in turn reflects the intentions of the Toronto Board of Trade, the body that had led the drive to create the commission.

Green supply chain management (GSCM) can be defined as the integration of environmental concerns into the inter-organizational practices of supply chain management (SCM). This paper analyzes the role of seaports in the greening of supply chains in two ways. First, the fields of action to pursue GSCM objectives in ports are identified and grouped. The proposed typology includes five groups of actions, i.e., green shipping; green port development and operations; green inland logistics; seaports and the circular economy; and, actions in the field of knowledge development and information sharing. In the empirical part of the paper, this typology is used to analyze green actions and initiatives developed by market players and port authorities in the Rhine–Scheldt Delta, the leading European port region in cargo throughput terms. This structured overview of green actions and initiatives shows that these ports are hotbeds for GSCM initiatives, but progress in some areas remains slows. The second part of the analysis focuses on the attitudes and perceptions of port-related actors towards the greening of port-related supply chains. A large-scale survey conducted in the Belgian and Dutch logistics and port industry reveals that greening has been put massively on the agenda by the firms between 2010 and now. The results give a clear view on the diverse drivers and impediments towards the greening of supply chains. In addition, one can still see a gap between words and actions. The survey further points to the role of governments as catalysts or soft enforcers for change, and calls for continuity and coherence in government policy. This paper is the first study providing a comprehensive analysis on initiatives, approaches, and perspectives of port-related actors in a specific multi-port region.

Purpose Ethical leadership is at the forefront of what matters in today’s business life and current issues, with a view to making strong moral decisions through bilateral communication. Service innovation behavior is important in terms of individual and institutional actions in the process of producing and implementing new ideas. Investigating the mediating role of psychological capital which consists of self-efficacy, optimism, hope and psychological endurance dimensions, between ethical leadership and service innovation behavior, is a matter to be investigated. This study aims to assess the impact of ethical leadership on service innovation behavior by means of a comprehensive literature review. In this framework, psychological capital forms the scope of researching the mediating role. Design/methodology/approach This study was conducted with 376 blue-collar workers randomly selected from 140 company which were selected from 1,294 joint stock companies among 76,882 companies operating in the province of Adana in Turkey and registered in the Adana Chamber of Commerce, by applying a questionnaire of 40 items. Findings As a result of the factor analysis, 6 items which could not provide reliability were extracted from the scale and the remaining 34 items were distributed in three factors and the validity of the construct validity was measured by the convergence and divergence methods. Construct reliability (CR) values were found to be statistically significant (SRMR: 0.50, RMSEA = 0.058, IFI: 0.955, CFI = 0.97, GFI = 0.96, AGFI = 0.86, TLI = 0.97, χ2/s.d. = 2.264) when it was above 0.7, and the structural equation model determined that the research data and the initially determined model are compatible. Ethical leadership has a significant effect on psychological capital (ß = 0.224, p < 0.001), ethical leadership has a significant effect on innovation (ß = 0.113, p < 0.001), psychological capital was found to have a significant influence on service innovation (ß = 0.965, p < 0.001), and ethical leadership was mediated by psychological capital on service innovation behavior (SIE = 0.235). Research limitations/implications Further research is needed to assess conducting research in enterprises with different cultural characteristics. This paper provides the effectiveness of ethical leadership and psychological capital factors, which are effective in improving employee service innovation behavior and enabling managers to develop human resources strategies in this respect. Practical implications The results provide the impact of ethical leadership on the productivity of employees in the workplace and provide practical benefits in terms of developing innovation-oriented service development behaviors. Social implications The innovative behaviors of the employees enable the development of innovative ideas in social life by contributing to consumer satisfaction and economy. Ethical leadership ensures positive behaviors in the society by ensuring that employees in the workplace develop justice sentiments. Originality/value The mediating role of psychological capital between ethical leadership and service innovation behavior has not been investigated before. In this study, the effects of self-efficacy, optimism, hope and resilience factors were investigated in providing ethical leaders and employees, creating value in the enterprise, and in providing innovation-focused services for employees.

Rural–urban linkages play a fundamental role in the generation of service, development, health treatment and wealth. Yet, for various reasons the importance of such linkages is not recognized and thus unnoticed in rural economic and trade policies. The present paper investigates infrastructure problem, institutional constraints and dependency rural area on near rural service trade barriers that tend to discourage linkages between rural and urban areas and thus prevent a process of rural empowerment and economic development. The findings of our review indicate that clustering rural and urban areas into regional planning units may create the necessary enabling environment for extensive trade networks and knowledge switch over between the city and the neighbor rural-side. As such, stronger rural–urban linkages could also play a crucial role in fulfill rural areas demand in developing countries.
