Multiple use forestry planning: Timber and Brazil nut management in the community forests of Northern Bolivia

Ontario’s County, Municipal and Conservation Authority forests have received little attention within the academic literature on community forestry in Canada. These “Agreement Forests”, as they were once called, are a product of the early 20th century and have been under local government management since the 1990s. Most are situated in Southern Ontario. In this article we investigate the extent to which community forestry principles are at work in these forests. Three principles— participatory governance, local benefits and multiple forest use—are analyzed using a composite score approach derived from survey data collected from nearly all of these forest organizations (response rate = 80%). Results indicate that most of these organizations do display attributes associated with community forestry principles, including a local governance process, public participation activities, local employment and multiple-use management. Traditional forestry employment is less strong than in similar studies of Crown land community forests; however, there is an important emphasis on non-timber activities. The article concludes that the County, Municipal and Conservation Authority forests represents a unique approach, which reflects the specific geographic and socio-economic context in which it resides.

A typical case of multiple-use forest management (MFM) in Southwestern Amazon is the commercial harvesting of Amazon or Brazil nut (Bertholletia excelsa) seeds and of timber of other tree species. Although the Amazon nut is the most important non-timber forest product (NTFP) in the Amazon basin, the species is under serious threat due to deforestation and may also be affected by overharvesting. However, selective logging of other tree species coexisting with Bertholletia may positively affect Bertholletia populations, thus enabling a special case for MFM. For this research, we investigated the impact of the intensity of Amazon nut harvesting and timber logging on Bertholletia populations in the Bolivian Amazon. We used demographic data from 72 two-hectare transects located within 24 community-based household forests varying in the intensity of nut collection (0–100%) and timber logging (0–15% of logging-disturbed forest area). Simulated Bertholletia population size increased with logging intensity but decreased with Amazon nut harvesting intensity. Bertholletia populations were projected to grow at the average MFM harvesting scenario tested: 57.4% of nut harvesting, 5.3% of logging-disturbed area (λ100 = 1.011). Our simulations also revealed that up to 89% of Amazon nut seeds can be harvested while sustaining Bertholletia populations, under 15% of logging-disturbed area, and applying liana cutting. Modest levels of timber logging and application of liana cutting may compensate for the negative effect of Amazon nut collection on Bertholletia populations for the next century. Our study demonstrates that Amazon nut and timber production could be combined in a sustainable MFM scheme, thus increasing the economic value of managed tropical forests and its promotion to reduce the increasing pressure by deforestation.

Brazil nut (Bertholletia excelsaBonpl.) extraction serves as an important economic resource in the Madre de Dios region of Peru simultaneously promoting forest conservation, yet, under current management, it cannot compete with other land uses. This study investigated the effects of logging gaps on Brazil nut natural regeneration. A total of 48 paired logging gap-understory sites were visited in Brazil nut concessions in the Tambopata province of Madre de Dios, Peru. At each site, the number of Brazil nut recruits was counted and canopy openness and gap area were measured. Significantly higher levels of recruit density were found in logging gaps than in understory sites. Additionally, recruit density was positively correlated with canopy openness. Further, in experimental plantings in paired gap and understory sites, canopy openness, height, total leaf area, and number were recorded from August 2011 to February 2012. Height, total leaf area, and leaf number were significantly higher for tree-fall gap grown seedlings, lending further evidence to improved recruitment success of Brazil nuts in forest gaps. These results suggest that multiple-use forest management could be considered as an alternative for the sustainable extraction of Brazil nuts but also highlight that further studies are required.

Forest management in terms of its production function is directed towards management that is oriented towards all potential forestry resources and is based on community empowerment. The Wana Tekat Mandiri Farmer Group Association manages community forests, namely state forests whose main use is aimed at empowering the community. The rampant illegal logging is carried out by irresponsible parties outside of the farmer group association. So that community groups that carry out illegal logging do not support the Regional Government in providing guidance to the Association of Farmer groups in the Sendang Agung District area. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the strategy of community development and empowerment in community forest utilization has been running well and the implementation of the strategy has been deemed successful in implementation. The coaching strategy has a main objective in the framework of developing a coaching plan in carrying out activities or programs of Gapoktan Wana Tekad Mandiri, namely by how to develop skills, develop knowledge and develop attitudes. The existence of this coaching strategy is expected to have a good empowering impact on the community.
