Business strategy is an effort to achieve a sustainable competitive advantage in an agro-industry. The research objective on salted egg agro-industrial center is to identify a model for business development. The advantages of salted duck eggs have been recognized by people in south east asian countries and east asian countries. This observational research was conducted on 105 salted egg agro-industries in Brebes Regency. Data on 22 variables of quantitative strategic planning were collected through interviews using a questionnaire. Strategy formulation framework method was applied to determine specific alternative strategies to reach sustainable competitive advantage The results showed that the salted egg agro-industry were not supported by the availability of duck eggs and upstream industry (50.58%) although most consumers were fond of salted egg due to its taste (52.38%), texture (58.10%), and price (71,43%). The salted egg agro-industry was in the aggressive position. The best strategy concept for business policy development was market penetration The market penetration strategy was chosen, namely increasing promotion and sales volume. Market penetration strategy is suggested to be the mod-el for empowering salted egg agro-industry and agro-industrial commodities in general so that the activ-ity of duck farming and upstream industry can be leveraged.

Since 1995, the International Association for the Evaluation of Educational Achievement (IEA) implemented the Trends in International Mathematics and Science Study (TIMSS) as an international comparative study. This article aims at identifying the correlations of science classroom instructions with TIMSS science achievement of eighth graders among countries in Southeast Asia and East Asia. The freely downloadable secondary data were analyzed using a plug-in for SPSS, i.e., the International Database (IDB) Analyzer (version 4.0) of IEA using an imputation methodology involving plausible values so that student’s performance can be reported. This study found that Southeast and East Asian countries with high average science achievement adequately emphasized academic success, have teachers with job satisfactions well as facing few challenges, have students with sense of belonging to school. Based on the research findings, policy recommendations were made to the Malaysian Ministry of Education to boost Malaysian eighth graders' science performance in the forthcoming TIMSS studies. Keywords: Classroom instructions, comparative study, leadership motivation, science achievement, TIMSS

While other contributions in this volume delve into the fine-grained detail and diversity of development processes in Asian countries and sub-regions, this chapter analyses the opening-up experiences of China, India, and Malaysia by triangulating between: (i) the orientation of selected policy tools in trade, technology, investment, and finance in shaping a country’s degree of economic openness; (ii) the rational co-ordination of operational controls of these policy tools; and (iii) the overall development trends observed in the Asia region. The ‘rational co-ordination of operational controls’ is interpreted with reference to the strategic use of selected policy tools in the successful cases of earlier East Asian industrialization. The chapter contends that divergence in Asian growth can be understood by variations in pragmatic policy experimentation by national policymakers in search of more effective institutional mechanisms to achieve desired development outcomes.
