This study analyzes the main criteria and indicators in strengthening local institutions in charge of forest management towards dealing with forest fire incidence in Riau Province, Indonesia. Data were collected using in-depth interviews, observation, and questionnaires and analyzed with Microsoft Excel spreadsheets and other Structural Equation Modeling (SEM) techniques such as SPSS and Smart PLS. Moreover, only 87 out of the 120 questionnaires administered to related stakeholders were retrieved. Four variables, including Organization, Capacity, Authority, and Governance, were measured using ten indicators for each. The results showed a significant correlation between local institutions and these variables in solving forest management issues. It means there is a need to strengthen the institutions' structural plans to ensure the effective management of natural resources, and this is achievable through the support and help of the government and communities. Purpose The purpose of this paper is to report the results of spatiotemporal analysis of the 3,506 fire incidents in the city of Manila from 2011 to 2016. Design/methodology/approach A spatiotemporal and statistical analysis was carried out to determine the pattern of fire incidents in the city of Manila. Findings Fire incidence in Manila did not exhibit any pattern in terms of time, day of the week or month of the year. However, fire incidence did exhibit a pattern in terms of location. Faulty electrical connections are the major cause of fires throughout the year and throughout the 14 municipalities of Manila. Thus, the null hypothesis stating that spatiotemporal characteristics of cases of fire in the city of Manila do not exhibit a pattern is partially rejected. Research limitations/implications Future studies may investigate the influence of building maintenance, government control, and cooking and cigarette-disposal behaviors on fire occurrence. It is recommended that the study be replicated in other cities of Metro Manila. Practical implications Based on the causes and the spatiotemporal characteristics of fires, stakeholders (e.g. government, Bureau of Fire Protection, local government units (LGUs), communities and residents) can be informed about how to prevent fires. LGUs and government agencies can utilize the findings of this study in developing fire prevention programs for the municipalities with the highest incidence of fires. Originality/value These findings can serve as a basis for policy formulation and as a reference for the allocation of fire prevention resources and for the literature on strategic planning for fire prevention in Manila.

The private Grootbos Nature Reserve is located at the Western edge of the Agulhas Plain in the Cape Floristic Region of South Africa, an area characterized by high habitat and floristic diversity. The Reserve is covered in near-natural fynbos shrublands with a few patches of forest and wetland. The main objective of this study was to classify the vegetation into discrete units and relate them to the prevailing environmental conditions. The vegetation was analysed by numerical means (TWINSPAN, DC A, CCA) and mapped on GIS. At the vegetation type level. Forest Thicket and Fynbos formed distinctive clusters, whereas the wetland releves were intermixed, but without relationships to one of these units. Fire incidence served as the major determinant of the forest-fynbos boundary. The Forest Thicket grouping was separated into Thicket (as transitional to fynbos), Afromontane Forest and Milkwood Scrub Forest. Two broad complexes were distinguished within the Fynbos grouping, the Alkaline Sand Fynbos Complex corresponding to Coastal Fynbos. and the Acid Sand Fynbos Complex corresponding to Mountain Fynbos. They discriminated along gradients of pH. soil depth and rock cover. The complexes were further subdivided into formations by using one or a few subjectively chosen dominant species as indicators. The transitions between these formations were rather continuous than discrete. The vegetation type and complex levels correspond well to existing fynbos-wide classifications. Comparing the formations to the results of other vegetation studies is problematic even on the scale of the Agulhas Plain, due to the high regional plant diversity in the Fynbos Biome.

The Tasmanian Wilderness World Heritage Area (TWWHA) has globally significant natural and cultural values, some of which are dependent on the absence of fire or the presence of particular fire regimes. Planned burning is currently used to reduce the risk of loss of world heritage values from unplanned fires, but large and damaging fires still occur, with lightning as the primary ignition source. Lightning-caused fire was rare in the TWWHA before 2000. There has since been an increase in both the number of fires following lightning storms and the area burnt by these fires. In the absence of a direct measurement of lightning strike incidence, we tested whether changes in rainfall, soil dryness and fuel load were responsible for these changes in fire incidence and extent. There were no relationships between these variables and the incidence of fires associated with lightning, but the variability in the Soil Dryness Index and the mean of 25% of driest values did predict both the number and area of fires. Thus, it appears that an increase in the proportion of lightning strikes that occur in dry conditions has increased ignition efficiency. These changes have important implications for the management of the TWWHA’s values, as higher projected fuel loads and drier climates could result in a further increase in the number of fires associated with lightning.

Wildfires are currently considered the major threat to forests in Mediterranean countries. It has been implied that a large percentage of arson-caused fires in Spain are connected with the extensive reforestation programs implemented between 1940 and 1970. However, no consistent studies have been conducted to study the relationships between arson-caused fires and stand origin. Therefore, the goal of this study was to analyze occurrences and model the influence of forest stand origin (artificial or not) on the development of wildfires in peninsular Spain. Twenty-one neural network models were trained to estimate fire incidence through fire type (surface or crown fire), burned area and total treed burned area, based on stand age (years), canopy cover (%), natural age class (from seedling to mature stages) and fuel type classification. Models were built for reforested stands and natural stands of Pinus pinaster Ait., the Mediterranean pines Pinus sylvestris L., Pinus nigra Arn., Pinus halepensis Mill. and Eucalyptus sp. L’Hér., or groups of these species, and the resulting models were compared. Reforested stands presented higher fire incidence than natural stands mainly for productive species like Pinus pinaster Ait. According to the fire type models, thickets had a large influence in the development of crown fires in reforested stands in a general model for all species, the model with the Mediterranean group of pines, and the Pinus pinaster Ait. model. Vertical continuity influenced crown fire propagation in natural Mediterranean pines and in Eucalyptus stands. Presence of shrubs, grasslands and wood slash was related to surface fires in models for both reforested and natural stands. The results suggested that stand origin was influential on fire incidence, at least with regard to fire type and commercial species in the northwestern region of Spain.
