This study aims to identify the institutions that play a role in the procurement of rice seeds, describe the role of each institution, and develop policy recommendations for institutional strengthening of rice seed. The research was conducted in Nagari Lubuk Pandan, District 2x11 Six Lingkung, Padang Pariaman District, West Sumatera Province. The respondents' farmers were deliberately determined by 35 people based on the guidance of Wali Nagari and community leaders. Data were analyzed descriptively and presented in table and diagram. The results showed that 1) Institutional of rice seed in Nagari Lubuk Pandan consist of formal and informal institution. The formal institutions are Gapoktan "Lubuk Pandan Sejahtera" and Saprodi Kiosk. Informal institutions are groups of other farmers who lend rice seeds. More than half of the farmers of the respondents obtained rice seed from other farmers, because it was more efficient, 2) Gapoktan "Lubuk Pandan Sejahtera", played a role in channeling seeds to its members if there is a seed assistance program from the government. Saprodi Kiosk provides high quality rice seeds at all times, but very few farmers can afford them, and 3) Farmers' structural weaknesses (low education and knowledge, narrow land, technological mastery and low group manageability), cause they are unable to integrate the provision of seed input with the farm, so that production tends to decrease. This condition needs to be improved through institutional strengthening and empowerment of farmers through concepts acceptable to farmers

The research entitled: "Maqasid al-Shari'ah Analysis of the Role of the Surabaya City Government in Realizing Child Friendly Cities" is a field research that aims to answer the question how the role of the Surabaya City Government in realizing Child Friendly Cities through established public policies from the perspective of the maq??id al-shar?'ah. Research data were collected using interview and documentation techniques and then analyzed using descriptive analysis techniques with a deductive mindset. The results of the study concluded that the Surabaya City Government was very active in realizing Child Friendly Cities through the protection and fulfillment of children's rights, which was clearly seen from the existence of various public policies that were established to support institutional strengthening and fulfillment of the five Child Friendly Cities clusters.The role of the Surabaya City Government is in accordance with the concept of maqasid al-shari'ah because the determination of public policy is based on the welfare of children. This is proven by the elements of hifz al-din and hifz al-nasl in the public policy regarding civil rights and freedom, family environment, and alternative protection. In addition, there are elements of hifz al-nafs and hifz al-aql in public policies regarding institutional strengthening and the five Child Friendly Cities clusters, although they are actually less than perfect due to the absence of the hifz al-mal elements in them.

The role of Agricultural sector isn't only to ensure food supplies but also as an income generating through export activities. Padang is potentially developed to modern agriculture due to vast number of agriculture land.  Base on regulation No.18 of 2004 on RPJP and Regulation No.9 of 2009 on RPJM, Padang is declared as Agropolitan area. The Agropolitan concept is expected to increase agriculture-based development, because the GDP share of agriculture is relatively small. This study aims are to  analyze a basic food crops, 2) to choose the region which will develop as agropolitan area base on availability of facilities and infrastructure in that region and 3) to formulate development strategies of agropolitan area. The analysis of LQ indicate rice crop as the basic commodity with the LQ greater than one. Skalogram analysis and diamond porter show that Sub District Kuranji is potentially developed as a growth center in the Agropolitan Area because it has the most complete facilities and infrastructure. In this research the development strategies are to develop agricultural infrastructure (sub terminal of agribusiness) and institutional strengthening of capital institution.

Sistem pangan global semakin dituntut untuk memenuhi permintaan ikan seiring meningkatnya tingkat konsumsi ikan di masa depan. Tujuan penulisan makalah ini adalah untuk memberikan gambaran bahwa CBF sebagai solusi cepat dalam meningkatkan produksi ikan termasuk mengoptimalkan produktivitas di suatu perairan sehingga mempersempit kesenjangan antara permintaan akan sumber protein hewani dan pasokan sumberdaya ikan melalui peningkatan produksi. Melalui analisis deskriptif terhadap data statistik perikanan nasional tahun 2002-2017, kajian pustaka terkait dengan CBF dan hasil tangkapan yang didaratkan di Waduk Malahayu tahun 2008-2016, diperoleh gambaran bahwa upaya meningkatkan produksi ikan melalui CBF di Indonesia dengan mengikuti kaidah ilmiah merupakan opsi yang tepat untuk meningkatkan produksi perikanan tangkap. Penerapan CBF memerlukan penguatan kelembagaan, petunjuk teknis yang jelas dan tersosialisasi dengan baik serta penguatan peran lembaga penyedia benih. The global food system is increasingly being demanded to meet demand as the level of fish consumption increases in the future. The purpose of this paper is to provide an overview of CBF as a solution in narrowing the gap between the demand for sources of animal protein and the supply of fish resources through increased the production include maximizing the productivity. Through descriptive analysis of the national fisheries statistical data for 2002-2017, literature review related to CBF and catches landed in Malahayu reservoir in 2008-2016, an illustration is that efforts to increase fish production through CBF in Indonesia by following scientific rules are the right option to increase capture fisheries production respectively. Implementation of CBF requires institutional strengthening, clear technical guidance and well-socialized and strengthening the role of seed provider institutions.

Many residents of Siwatu Village of Batang Regency employ their land to produce catfish. This fish is chosen because it can be harvested in a relatively short time with simple maintenance. However, being a catfish farmer is not as easy as imagined. Many obstacles have to be overcome, such as, lack of availability of seeds, the high cost of catfish feed, the lack of capital and the dominant role of loan sharks in the catfish trade in Siwatu. The paper objectives are to describe strategic steps in assisting catfish famers to survive in the industrial competition through innovation and entrepreneurship training. Solutions offered in the form of institutional strengthening, feed production innovation, increased value-added product, entrepreneurship training for the fish farmers and connecting to advisory agency.

This paper seeks to examine the renewal of the Caribbean Public Sector trade unions (CPSU), and make a number of recommendations as it regards the capacity building and institutional strengthening of these unions. The paper begins with an introduction that lays the foundation for the discussion of capacity building for CPSU. It continues with a socio-historical background to the current difficulties facing the CPSU, and continues with an examination of a number of regional concerns for the CPSU. Based on the Regional concerns identified and the fact that CPSU need to step out of their traditional role of representation and, in addition, become concerned with national issues, the paper concludes with a number of recommendations for the way forward for the CPSU.Cet article examine le renouveau des syndicats du secteur public des Caraïbes (SSPC) et établit un certain nombre de recommandations eu égard à leur capacité de consolidation institutionnelle. L’introduction expose les éléments de fonds qu’il s’agit d’avoir à l’esprit pour comprendre la capacité d’action des SSPC. S’en suivent une présentation des conditions socio-historiques qui expliquent leurs difficultés actuelles, puis un examen des questions régionales auxquelles ils font face. De là, et prenant parti que les SSPC doivent sortir de leur rôle traditionnel de représentation, y inclus une prise en compte des questions nationales, l’article conclut en identifiant des voies d’avenir.

This article aims to describe the role of the stakeholders involved in forming collaborative governance in community empowerment programs. The problem is focused on poverty alleviation. To approach this problem, the theoretical references from Ansell and Gash 2007 regarding the implementation of collaborative governance are used. Data is collected through literature study based on previous research and direct observation and analyzed qualitatively. This study concludes that research where collaborative governance among stakeholders, where the government is a facilitator, community activeness as well as institutional strengthening within it, as well as private sector assistance in community empowerment will produce a real contribution in national poverty reduction. The poor are no longer the object of mitigation, but rather the subject which in the whole process involves the community. With the empowerment program, the community has a job and eliminates the poor culture of the poor who only depend on direct assistance from the government.

It has been ascertained that participatory processes did not involve learning component from both agency and water users’ association for institutional and technical sustainability. The overall process of participation was superficial. There was a need of participation that underscored the empowerment of WUA with accountability. As Vermillion (2005) shares that empowerment with partnership is an emergent institutional paradigm for the irrigation sector development that places water users in the role of irrigation system governance, and government in the roles of regulator and provider of support services. There is a need to re-train the irrigation staff on the emergent institutional paradigm to empower the water users. For the empowerment with accountability, water users are to be provided enough institutional strengthening. There is the need to promote user-agency relationship positively and develop faith and confidence of the users and agency in the regime of transparency. Social scientists point out potential benefits of building successful local organizations. These benefits, for the local people, are in aspects such as empowerment, confidence-building, forming social capital, and reduction of dependency. Given the fact that participation is a process, it cannot be achieved in a short span of time with little institutional inputs. Sustainability of the management transferred irrigation systems/sub-systems definitely hinges on the broad-based and inclusive participatory processes.
