Why do developing countries give foreign aid? Although emerging donors are gaining importance in development finance, lack of systematic data on their aid allocation limits our understanding of their motives. We address this gap using detailed data on a major new donor, Turkey, since 1992. We show that domestic politics has had a large impact on Turkey’s priorities in giving aid. Turkish aid used to be determined by international alignments and coethnicity, but after the Islamic AKP ( Adalet ve Kalkınma Partisi) took power, political ties lost importance. Turkey began to give more economic aid to trade partners and more humanitarian aid to Muslim nations. While this new focus on trade ties makes Turkey more similar to traditional donors, the growing role of cultural ties sets Turkey apart. The broader lesson of this study on Turkey is that government change can significantly influence the way emerging donors give aid and these changes can vary in predictable ways across different types of aid.

AbstractFaith-based giving in the U.S. constitutes over one-third of all charity (Giving USA, 2013). The proliferation of policy initiatives that promoted faith-based giving and giving to humanitarian aid organizations post George W Bush’s establishment of the Office of Faith-based initiatives and community Partnerships has been controversial, to say the least. But despite this, the sector has been robust. One segment of philanthropy that has been unnecessarily controversial is that of Islamic charity. With the attacks of September 11, 2001, there were a slew of legislative as well as Executive reforms that put Islamic charities under the scanner. Executive Order 13224 and the subsequent initiatives under the PATRIOT Act have reduced donations to Islamic charities, in the initial year. In this short paper, I argue that some of the restrictive measures in place – that apply to NGOs working in conflict zones – should be removed, so aid can reach the beneficiaries, so that NGOs’ offering this aid to not fear being targeted by U.S. law enforcement authorities. Given the massive refugee crisis we are witnessing, the role of Muslim NGOs in conflict zones may become crucial for long-term rehabilitation and resettlement.

AbstractThe humanitarian enterprise has grown in size and complexity over the past generation. Modern systems of scrutiny and accountability demand a higher level of accountability than ever before, both to programme beneficiaries and to donors. This, we believe, puts pressure on the system to become more professional and on aid workers to consider the establishment of a formal profession of humanitarian aid. This article reports on research carried out to test this hypothesis and on an approach that is presently being used to establish the necessary components of a professional system.

With the instrumentalisation of Islam via the state apparatuses in foreign policy, Sunni Islam has become both an instrument and a purpose of the repressive Justice and Development Party and Turkey has started to be one of the front runners of countries who are increasingly competing for using Islam as a foreign policy tool. This relatively new role of Turkey has created various diverging ideas among the host countries where Turkey is active. While some countries are rather content with Turkey’s religiously fueled policies and humanitarian aid, and define Turkey as one of the most influential actors which can use religion as a soft power tool, others refuse to define Turkey’s policies within the boundaries of religious soft power due to its extra-territorial authoritarian practices and instrumentalisation of religion for these. Under these circumstances, this study defines Turkey’s religious soft power as an ambivalent one and scrutinises the reasons behind this ambiguity via exploring some country cases from Southeast Europe.

This article tackles the issue of aid for African states. Africa is one of the poorest continents, with many people living on the verge of poverty and suffering from malnutrition or famine. Hence, the humanitarian aid provided to the people of this continent is of particular importance. In Poland, such aid activities undertake entities defined in the Polish legal system as non-governmental organizations (NGOs). NGOs also conduct many other kinds of activities. The Act on public benefit and volunteer work is an example of creating legal mechanisms for the functioning of civil society in the legal system to provide international aid to those it needs. Assisting other societies is important for modern civil society the same as political or economic cooperations are. The role of NGOs operating in health protection, education, or entrepreneurship areas is crucially important. The authors of this paper discuss the issue of the said aid provided by selected Polish NGOs. The article aims to determine the extent and scope of the assistance to African countries provided by the NGOs, based on the respondents' experiences, whether such assistance is necessary, and what form it should take.

Macro trends in funding international aid programmes are the focus of this chapter which explains how emerging innovative financing mechanisms are contributing to shape the approach to development themes. The chapter then presents the important issue of donor-led performance accountability, in the context of a significant increase in voluntary and earmarked funding, coupled with significant competition for visibility and resources among international organizations. There are implications related to the shift in role of international organizations and the transition to an ‘indirect’ programme implementation modality, based on capacity building of developmental counterparts and cash-based humanitarian assistance. This identity change requires time and the adaptation of skills and business models. Ways forward and areas for further research are identified in relation to the drivers of collaboration and competition among international aid players. This includes increasing funding and programmatic integration between ‘development’ and ‘humanitarian’ aid and for exploiting the potential of public–private collaboration for innovative and sustainable funding for development.

In 2015, Germany entered what would later become known as the ‘refugee crisis’. The Willkommenskultur (welcoming culture) trope gained political prominence and met with significant challenges. In this article, we focus on a series of encounters in Berlin, bringing together refugee newcomers, migrants, activists and anthropologists. As we thought and wrote together about shared experiences, we discovered the limitations of the normative assumptions of refugee work. One aim of this article is to destabilise terms such as refugee, refugee work, success and failure with our engagements in the aftermath of the ‘crisis’. Refugee work is not exclusively humanitarian aid directed towards the alleviation of suffering but includes being and doing together. Through productive failures and emergent lessons, the collaboration enhanced our understandings of social categories and the role of anthropology.
