AbstractSeveral recent reports seek to evaluate the impact of former Prime Minister Stephen Harper on Canadian democracy by documenting his government's efforts to curtail established democratic processes and mechanisms for public debate. However, this article uses examples of the Harper government's changes to legislative and parliamentary norms to demonstrate that this government's efforts to curtail multi-directional public debate were importantly accompanied by efforts to amplify unidirectional communication of the government's partisan messages. The paper finds that this corresponding emphasis on communication exemplified a “photo-op” approach to democracy, which highlights points of compatibility between the seemingly contradictory authoritarian-populist “publicity state” and neoliberal democratic ideals. This research demonstrates the necessity of attention to government communication in analysis of the Harper government's impact on the Canadian public sphere. It also illustrates the pragmatic rather than doctrinaire nature of New Right politics in Canada and the affinity between neoliberal and authoritarian-populist approaches to governance.

Objective: The study assesses the impact of dual enrollment participation on remediation and completion for traditional first time, full-time freshmen at a community college in Northeast Tennessee. Method: This study began with the full population of 1,232 students who enrolled between 2008 and 2012 at a community college in northeast Tennessee the fall semester after finishing high school. The population was required to have American College Testing (ACT) scores, completely fill out the Free Application for Federal Student Aid (FAFSA), enroll full-time as a degree-seeking student, and complete the first fall semester. Propensity score matching was utilized to eliminate self-selection bias and enable parametric comparisons using optimal matching of dual enrollment participants and non-participants while controlling for a range of covariates. Results: The analyses showed that community college students who participated in dual enrollment were (a) 9% or nearly 3.4 times less likely to take remediation, (b) 26% or nearly 2.5 times more likely to graduate in 2 years, and (c) 28% or nearly 1.5 times more likely to graduate in 3 years. Contributions: This study contributes to the literature showing that dual enrollment reduces remediation rates and assists in timely completions for community college students. Policy recommendations are to increase equitable participation, normalize dual enrollment for students academically able to do college coursework, align state terminology with the nation, and improve data for future research.

This study examined the impact of background, aspirations, achievement, college experiences, and price on the persistence of first-generation (F-gen) and continuing generation (C-gen) college students at 4-year institutions using the National Postsecondary Student Aid Study of 1995–96 (n = 24,262). We found differences between the two groups on the effect size for almost all of the significant variables. F-gen students were more sensitive to financial aid and averse to student loans than their peers. However, even variables such as high income, high test score, and high grade point average, which similar studies have found to be significant and positively associated with persistence, did not influence the persistence of F-gen students in this study.

This paper examines the impact of financial inclusion (FI) on monetary policy (MP) – a case study in Vietnam. The PCA method is used to construct a FI index- considered as a comprehensive measure of FI. To answer the main research questions, OLS and GLS models are used to analyze and to overcome the phenomenon of heteroskedasticity. Data is collected through secondary sources including World Bank and IMF reports (for the period 2004-2015). The results of empirical research indicate that there is a negative impact of FI on MP. Accordingly, FI transmits to more successful MP, making efficient financial intermediation and balances, contributing to a stable and sustainable economy. This study concludes that FI will enable monetary policy to extend its reach to the financially excluded and aid policy makers to make better predictions of movements in inflation.

Varying prevalence rates of sexual violence across colleges and universities indicate the need to understand institutional factors underlying such variation; however, research often focuses exclusively on individual risk and protective factors, which both under theorizes and under explains the phenomenon of campus sexual assault. In this review, we propose that broadening to include campus- and contextual-level factors is necessary to fully explain campus sexual assault. Using an ecological approach, we identify and synthesize research related to campus-level variation in sexual violence, including availability of campus services and resources for survivors, institutional risk factors such as alcohol and party culture, athletics, and fraternities, and the impact of policies at the state and federal levels. Suggestions are made for conducting additional research at the campus level and implications of reframing campus sexual assault from an institutional lens are discussed, including the importance of this approach for practice, evaluation, and policy.
