Abstract:In recent years, there have been major advances in the empirical analysis of the link between institutions and development. However, a number of methodological problems – both theoretical and empirical – remain unresolved and have been well articulated by Ha-Joon Chang in his article ‘Institutions and Economic Development: Theory, Policy and History’. These problems raise valid concerns about the policy relevance of the evidence arising from the studies. A more reliable approach to study the link between institutions and development and overcome the inherent problems of cross-country empirical analysis is to direct focus to microeconomic analysis of institutions. Such an approach avoids ideologically driven normative judgments about the superiority of particular institutional arrangements and also offers a more credible and tractable avenue to investigate institutional change.

There has been an increasingly heated debate over the origins and prospects of China’s global activism since the 18th National Congress of the Communist Party of China (CPC) held in late 2012. Some in the West view China’s proactive diplomatic posture as evidence of a rising power’s geostrategic ambition to become the next world hegemon. This article traces the intellectual pedigree and policy relevance of the concept of a “community of shared future for mankind” highlighted in President Xi Jinping’s work report to the 19th CPC National Congress in October 2017. Based on a sober assessment of global trends, and drawing inspiration from traditional Chinese wisdom and the Western civilization, this concept represents China’s vision of a more just, secure, and prosperous world in which China sees itself as an earnest builder of world peace, an important contributor to global development, and a staunch defender of international order. Concurrently, it also marks a transition of Chinese strategic posture from a “hide-and-bide” one to a global activist one. Under this vision, China’s diplomacy has taken on a new look over the past few years. Looking into the future, China is expected to play a more active role in leading international efforts to enhance global governance and exploring new models of cooperation for world development, while attempting to shoulder greater responsibilities as a major emerging power.

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.
