In order to disseminate the findings and recommendations from their studies, researchers publish papers in scientific journals in their subject area. Research communities thus emerge as a result of the communication between authors who cite other relevant papers. This study focuses on the relationships between Spanish and English research communities in the specific field of Educational Technology. We explore as hypotheses whether there are signs of scientific journal communication between authors in these two communities, and if the English authors reciprocate citations by Spanish authors. In order to verify them, a social network analysis was conducted by considering outgoing and incoming citations in eight open access journals (four in English and four in Spanish) published over ten years (2007-2016). The sample includes 3,407 articles, which were analysed using UCINET and Gephi software. The results show partial confirmation of the hypotheses, since two separate research communities were recognized, with almost no communication between them. However, the Spanish community was presented as more connected than the English one. We interpret these results by considering not only language factors, but also the journal roots and the particular subject field under consideration. Finally, we highlight some general recommendations to enhance future communication between these two education research communities.

Introduction. This study tries to map a conceptual framework in the application of open journal system as a platform for open access journals. Research on scientific journals used as sources of references has been widely conducted, however, more research is needed to understand scientific journals as the object of study. Method and analysis data. This study uses descriptive analysis by using multi-discipline perspective (prosumption -production and consumption- theory) in understanding the management and publication for academic e-journal in digital era, also to review the benefits and the obstacles.Results and Discussions. The results provide better understanding of how a scientific journal should work. This study offers a framework for understanding that scientific journals should also build good relationships with authors and readers who have the potential to become potential authors, and reviewers.Conclusion. This study tries to offer a strategy for managing open access journals so that conceptually can be used in understanding the development of continuous scientific journals, maintaining the quality of publications, and forming good communication between journal managers, writers, readers and reviewers.

This chapter reviews the development of the modern scientific paper, from the sixteenth century forward, and explores the ways in which scientific information has been disseminated in the past. Great scientific advances of the past are discussed in the context of how they were first published, or otherwise brought to the attention of the broader scientific community, and the modern scientific publishing sector is explored. The types and categories of scientific journals are discussed, along with an overview of current publishing trends, such as the exponential increase in number of journals, changes in the ways in which researchers access the literature, and in particular the emergence and current state of open access journals. In addition, various ways in which journals are ranked are discussed, and key trends in such lists over the last ten years or so explored.

In the current state of scientific development, identifying how the results of scientific and technological investigations are being published allows us to understand how scientific communication has been used to disseminate the studies carried out and the results achieved. In this scenario, the publication of articles in open access journals appears as an important and interesting mechanism for the dissemination of scientific research, since it facilitates and enables access to them, considering that there are no barriers, especially financial ones, to access the contents of this type of publication. Thus, this work aims to present a characterization of the group of Brazilian researchers who have published articles in open access journals. To this end, the Lattes Platform curricula is used as a data source to initially identify researchers with publications of articles in open access journals and, subsequently, draw a portrait of the profile of these researchers, such as areas of expertise, levels of training and geographic distribution.

Resumo Analisa os periódicos em acesso aberto da área de ciência da informação listados no DOAJ e indexados na Scopus. Os objetivos específicos são: a) descrever os periódicos científicos da área de ciência da informação em acesso aberto, b) registrar a visibilidade dos periódicos e c) verificar o uso de recursos web. Os periódicos da área de ciência da informação são publicações criadas a partir de 1990 (93,33%) sem patrocínio, publicados na América e Europa (80%), em inglês (73,33%), e mantidos por universidades, institutos de fomento a pesquisa e por associações (86,67%). Possuem Ìndice H com média 8,47, e 40% dos títulos são classificados no Qualis. Quanto aos recursos web, 33,33% possui canal de notícias, 26,66% feeds RSS, 13,33% blogs e 6,67% página no Facebook. New oil data is 21st century jargon. This movement has not been widely echoed in Indonesia. Although some initiatives should be recognized and appreciated, the status of the availability of reusable data in most countries, especially in Indonesia is still low. Most of the data published in Indonesian open access journals are in the form of pdf files that cannot be reused. We advise editors of Indonesian scientific journals to consider adopting FAIR data sharing by encouraging authors to share their data as additional files in a machine readables format, e.g. csv or xls. This effort will also contribute to the principles of transparency and sustainable development in Indonesia's research ecosystem.

Open Access to scientific information, transparency of research processes and data is one of the most important conditions for the progress of science and scientific communication, the basis of international collaboration of researchers globally. The COVID-19 global pandemic has once again highlighted the need for open, efficient and equal access to scientific information for researchers, regardless of geographical, gender or any other constraints, promoting the exchange of scientific knowledge and data, scientific cooperation and scientific decision-making, knowledge and open data. The Internet has radically changed scientific communication, particularly on the model of peer-reviewed scientific journals and the way readers find and access the scientific information. Digital access is now the norm, thanks to the Open Access model. Although 20 years have passed since the announcement of the Budapest Open Access Initiative, and despite many achievements and advantages, there are still obstacles to the implementation of this model, there is some resistance from commercial publishers and other providers, and discussions continue in the academia world. The Open Access model is already supported by various strategies, policies, platforms, applications but is not yet established. Various business models for scientific journals are still being tested, a culture of preprints is being formed, and discussions are underway on the ethics of scientific publications, intellectual property, the need to finance the dissemination of research results, and so on. Various platforms and applications are being developed to help researchers “discover” research results. Nevertheless, this is not enough: it is important to “discover” not only the results but also the research data, allowing them be used for further research in the global world. Thus, the concepts and practices of Open Science, Open Data, development of research infrastructures, etc., are developing quite rapidly. The article considers the main stages of this 20-year path and outlines the main components and trends of the current stage. Emphasis is placed on the need to form a culture of Open Science and create incentives for its implementation, promoting innovative methods of Open Science at different stages of the scientific process, the needs of European integration of Ukrainian e-infrastructure development, the need for socio-cultural and technological change. The main international and domestic practices and projects in Open Access and Open Science, particularly the National Repository of Academic Texts and the National Plan of Open Science draft, are considered. The role of libraries and librarians in implementing the principles of Open Access and Open Science is emphasized.

The results of the study of scientific journals websites on various subjects are introduced. It was analyzed what data are presented on websites, what services and for what user groups are oriented. It is concluded that scientific journal web-sites are constantly evolving, giving new resources and services to all interested groups of users in terms of the communicative approach, is an important element in the online environment of scientific communication. Sites of domestic journals on the library subjects, unfortunately, lag behind foreign ones. The research results will be used for further development of «Bibliosphere» journal website.

Putting into consideration the objective of the SDG 4, it would be important to note that the provision, access, and use of information resources such as open access (OA) journals is a sine qua non for quality education in Africa. Despite its importance to the education system, open access journals have been proliferated by predatory journals. Stakeholders in the OA movement and academia claim that predatory publishing is a big problem for scientific communication and could undermine development efforts. Hence, the increasing use of predatory open access journals could affect the attainment of SDGs in Africa; hence, there is the need to raise awareness to enhance the possibility of attaining the SDGs in Africa. This chapter will among others enumerate the possible havocs predatory open access journals can create and the setbacks on the attainment of SDGs in Africa. It will also spell out the necessary prospects of curtailing these havocs and setbacks towards providing quality-based information resources such as open access journals to the education societies in Africa.

Objective – To determine the extent to which the open access (OA) status of a journal influences authors in their journal selection decisions and to analyze the sources of funding for the article-processing charges (APCs) applied in professional OA publishing. Design – Survey questionnaire. Setting – The international open access scholarly publishing sector. Subjects – 1,038 researchers across all academic disciplines who have recently published work in open access journals that charge APCs. Methods – Journals listed in the Directory of Open Access Journals were stratified into seven discipline clusters, and systematic random sampling was used where possible to collect a sample of up to 15 journals per cluster that levy APCs. For each individual journal, the authors of the 15 most recently published articles (working from 2010 backwards) were invited to complete a web-based questionnaire on the factors influencing their choice of journal and the source(s) used to fund processing charges. Additional background information about the authors and journals was also collected and merged with the survey responses. Main Results – The results of the survey identified the fit of the article with the journal’s subject area, the perceived quality or impact of the journal, and the speed of the peer-review and publishing process as the dominant factors in the journal selection decision of authors. All three aspects were judged as either “very important” or “important” by 80% or more of respondents – significantly higher than the corresponding figure of 60% in relation to the open access status of the journal. The analysis also indicated that two key elements appear to influence how APCs are funded: the research discipline and the country of origin of the author. The use of research grants to fund charges is more prevalent in scientific disciplines than in the humanities, whilst researchers based in lower-income countries more frequently identify APCs as a barrier than those in higher-income countries. Grants and institutional funding tend to be the primary sources of funding for journals with higher APCs, whilst personal funding is utilised more often in cases where the fee is less than $500. Conclusion – Despite the increasing focus on the accessibility and visibility of research, academics still appear to place a greater value on ‘who’ rather than ‘how many’ readers access their research, and consequently traditional factors still persist as the main determinants in an author’s choice of journal. The future success of the APC model, compared with the traditional subscription-based or hybrid models, will ultimately depend on the ability of authors to obtain the necessary funding to pay such charges, combined with the extent to which the quality of services offered by open access publishers is perceived as being commensurate with the associated publishing fees.

Purpose This study aims to provide an extensive overview of OA journals’ status and quality in 27 research areas based on all Scopus-indexed journals. It shows the volume of OA journals, proportion of publications in OA journals and the quality of these journals in comparison with subscription-based counterparts. Design/methodology/approach This research investigated 22,256 active peer-reviewed journals indexed by Scopus in 2015. Data were gathered using the Journal Metrics website. The current research adopted four indicators to compare the quality of OA and non-OA journals indexed in Scopus under each subject area, namely citedness rate, CiteScore, SNIP and SJR. Findings OA journals comprised approximately 17 per cent out of the total journals indexed by Scopus in 2015. The results revealed an uneven spread of OA journals across disciplines, ranged from 5.5 to 28.7 per cent. Studying the quality of journals as measured by CiteScore, SJR SNIP leads us to the finding that, in all research areas, except for health profession and nursing, non-OA journals attain statistically significant higher average quality than do OA journals. Originality/value Although OA publishing improves the visibility of scholarly journals, this increase is not always coupled with increase in journals’ impact and quality.
