After more than 30 years of national reform, Ho Chi Minh City has made great changes in economy, living standards and society for all population groups, including the Cham Muslim community. Communities, whilst represented and apparent in their members, are most evident in the technological entity—the technology and tools that support the common and communal activities. Technology acts as the enabler linking a group of individuals who are most likely dispersed, in terms of time and place, and facilitates their interaction. So you have decided or been asked to create or facilitate the activities of a community, but how do you select an appropriate solution for the requirements of a particular community and its members? Do you follow a traditional systems and software acquisition route: establish the requirement, develop the system, approach a consultant, call the IS department to see how you can adapt existing technologies? Or do you adopt an approach that can also be viewed as part of the community development process through the generation of involvement, engagement leading to ownership of the community and therein its future activities?

This article explores the changing of community development process that conducted by a private sector in Dusun Kalongan. As a consequence, empowerment cannot be realized, when the society still considered as a unit program in empowerment process. For instance, this study uses qualitative method for demonstrating its transformation of community development procedure that was applied. Data was collected through interviews that its validity was examined by triangulation technique. Findings feature the society that able to recognize the local potentials and it also generates consciousness to develop the processing of banana product in which gives benefit for economy sector. This product necessarily becomes a new business potential for residents. In fact, these commodities were not developed very well both the capacity of society to manage processing bananas that are restricted and the ways of creating new product to increase commodity for new business. This happens because people are not able to map the potential and marketing segmentation of their product. This means that people are given full strength to know their potential but are not able to market the product that have been made. It has been counterproductive to the term powerfulness in the community. Therefore, this research recommends the evaluation of programs taking into account the cognitive and effective aspects of the training and community organizing process.Paper ini mengeksplorasi proses perubahan pemberdayaan masyarakat yang dilakukan oleh sektor swasta di Dusun Kalongan. Sebagai konsekuensinya, pemberdayaan tidak dapat berjalan jika masyarakat masih dianggap sebagai sasaran program (obyek). Untuk itu, studi ini menggunakan metode kualitatif untuk membuktikan adanya perubahan proses pemberdayaan yang telah dilakukan tersebut. Data dikumpulkan melalui proses wawancara dengan pengujian validitasnya menggunakan teknik trianggulasi. Hasil studi ini menunjukkan bahwa masyarakat mampu mengenali potensi lokal dan dapat menciptakan kesadaran untuk mengembangkan olahan produk pisang sehingga memiliki daya jual. Produk ini dapat menjadi potensi bisnis masyarakat lokal. Namun faktanya, komoditas tersebut tidak dapat berkembang dengan baik karena kemampuan masyarakat masih terbatas pada cara mengolah pisang sebagai bahan utama pembuatan komoditas bisnis baru. Hal ini terjadi karena masyarakat tidak mampu memetakan potensi dan segmentasi pemasaran dari hasil produknya. Ini artinya, masyarakat diberikan kekuatan penuh untuk mengenal potensinya namun tidak mampu memasarkan produk yang telah dibuat. Ini telah mengalami kontraproduktif dengan istilah powerfulness di dalam komunitas. Untuk itu, riset ini merekomendasikan evaluasi program dengan mempertimbangkan aspek kognitif dan afektif dari proses pelatihan dan pengorganisasian masyarakat.

As non-profits, volunteer groups, and nongovernmental organizations take on increasingly larger roles in contributing to local well-being, the active collaboration between youth and adults is vital to the long-term success of community development efforts. Similarly, as service activities become standardized components of high-school programs, youth are empowered to becoming long-term contributors to local development efforts. Through this process youth engage in shared citizenship, leading to greater investment in their communities. This research was based on the premise that youth, acting as central parts of the community development process, have the capacity to improve local well-being. It reflects input from 12 key informants and 418 youth who participated in a survey conducted on the development issues contributing to their involvement. The findings of this study provide insights into the factors most directly shaping youth attitudes and involvement in their communities, as well as presenting direct implications for applied use.

It has been observed that the participation of rural population is not really massive in some localities during the process of planning local community development. Thus, this study seeks to identify factors which can influence the participation of an individual in the materialization of the planning process at the level of the village. Data was collected from 108 respondents with the help of a structured pre-tested questionnaire in Bonalea and Dibamba councils. The binary logistic regression was used to find the factors which can influence their participation in the planning process. The results show that the implication of an individual is influenced by his or her affiliation (membership) to a farmer’s organization and the knowledge that a person has about the activities of the program. This suggests the need for the government to increase the sensitization about the activities of the program and the benefit of being a member of a farmer’s organization. The origin of the family influenced their participation. A non-native of a locality does not find it important to take part in any development process in their host locality which therefore suggests the need for the government to realize a special plan for strangers in locality.

Abstract Community development lacks a proper theory. This paper postulates that the reason for this intolerable state being that community development has been hijacked by charity organizations and politicians with ‘do good’ intentions, simply because it lacks proper scientific theory that offers some element of prediction in the outcome. Current development approaches are revisited and the basic needs theory proposed as a useful theory that takes community development beyond just various ‘approaches’. It merges the complexities of the community development concept into a distinct scientifically based theory that includes an assessment technique (Priority Index), which makes it possible to identify and prioritize the basic or ‘true’ needs in a community. The theory equates addressing the basic community needs with the ‘art of timing’, which means doing the right thing at the right time is the only real solution to trigger the upward development spiral. In doing so, the basic needs theory postulates that once the identified basic needs in the target community are brought within their locus of control, the upward development spiral is triggered and a predictably new set of ‘higher level’ needs will emerge. This process is essential to the change principle inherent to the community development process.
