Compared to other European nations, Norwegians and Russians had an attachment to the Arctic from early on in their history. They were the pioneers in polar seafaring, and the exploration and settlement of the northern regions. For both nations, northernness became an important part of national identity.Northern identity and attachment to the Arctic created the cultural background for both Russian and Norwegian traditions of polar ex- ploration. However, if Norwegian culture confined itself to northernness, the northern identity of the Russians was only one part of a heterogeneous national identity. During the second part of the nineteenth and the beginning of the twentieth centuries the central place of northernness in Norwegian culture and national self-consciousness made polar exploration a natural part of nation-building and promoted Norwegian involvement in the Arctic. For Russia, on the other hand, this period was marked by both decline and reanimation of northern identity. It seems to be that in case of Russia, the geographic factor of the northern identity and political and economic interests in the north were of more importance than cultural predispositions for renewed research activity in the Arctic during the period 1890-1917. At the same time, cultural attributes related to the North were an important part of the Norwegian exploring tradition.

The article considers the influence of economic and political factors on development of the state policy on the Northern Sea Route and its effective use. The success that Russia reached in the foreign policy, has determined the cautiousness or openness of its actions in the Arctic Seas. The article briefly describes the navigational and hydrographical traffic conditions in the Arctic Seas, the dangerous areas for sailing are noted in the text, as well as the new attempts that Russia made to establish navigation in the area. The intense activity in the North Polar Region, including research activity, was determined by economic interests, such as opportunities for maritime trade and transport routes development, as well as political interests, which include defense of own territories and development of new lands. The research is based on valuable sources of information on the North Polar Region, one of which is European and Russian geographical maps of the18th and 19th centuries, which managed to cover many blank spots, that resulted in delineating a clearer Arctic shoreline of Russia. Although the Northern Sea Route could hardly become a major transport channel due to the severe natural conditions, Russia tried to sustain its influence and defend its territories, especially when real threats to its national interests in the Arctic region arose.

The Arctic freshwater budget is critical for understanding the climate in the northern regions. However, the hydrology of the Arctic circumpolar tundra region (ACTR) and the largest pan-Arctic rivers are still not well understood. In the present paper, we analyze the spatiotemporal variations in terrestrial water storage (TWS) of the ACTR, including three of its largest pan-Arctic river basins (Lena, Mackenzie, Yukon), using monthly Gravity Recovery and Climate Experiment (GRACE) data from 2002 to 2016. Together with global land reanalysis, river runoff, and inundation extent area (IEA) data, we identify declining TWS trends throughout the ACTR that we attribute largely to increasing evapotranspiration driven by increasing summer air temperatures. In terms of regional changes, large and significant negative trends in TWS are observed mainly over the North American continent. At basin scale, we show that, in the Lena River basin, the autumnal TWS signal persists until the winter of the following year, while in the Mackenzie River basin, the TWS levels in the autumn and winter has no significant impact on the following year. As global warming is expected to be particularly significant in the northern regions, our results are important for understanding future TWS trends, with possible further decline.

This chapter examines an emerging regional security system in the Arctic. There was a significant shift in the Arctic powers' threat perceptions and security policies in the High North. In contrast with the Cold War era when the Arctic was a zone for the global confrontation between the USSR and the U.S./NATO, now this region is seen by international players as a platform for international cooperation. The Arctic countries now believe that there are no serious hard security threats to them and that the soft security agenda is much more important. The military power now has new functions, such as ascertaining coastal states' sovereignty over their exclusive economic zones and continental shelves in the region; protecting the Arctic countries' economic interests in the North, and performing some symbolic functions. The Arctic states believe that the regional cooperative agenda could include climate change mitigation, environmental protection, maritime safety, Arctic research, indigenous peoples, cross- and trans-border cooperative projects, culture, etc.

<p>Nares Strait, between Greenland and Ellesmere Island, is one of the main pathways connecting the Arctic Ocean to the North Atlantic. The multi-year sea ice that is transported through the strait plays an important role in the mass balance of Arctic sea-ice as well as influencing the climate of the North Atlantic region. This transport is modulated by the formation of ice arches that form at the southern and northern of the strait.  The arches also play an important role in the maintenance of the North Water Polynya (NOW) that forms at the southern end of the strait. The NOW is one of the largest and most productive of Arctic polynyas. Given its significance, we use an eddy-permitting regional configuration of the Nucleus for European Modelling of the Ocean (NEMO) to explore sea-ice variability along Nares Strait, from 2002 to 2019. The model is coupled with the Louvain-la-Neuve (LIM2) sea ice thermodynamic and dynamic numerical model and is forced by the Canadian Meteorological Centre’s Global Deterministic Prediction System Reforecasts.</p><p>We use the model to explore the variability in ocean and sea ice characteristics along Nares Strait. The positive and negative degree days, measures of ice decay and growth, along the strait are consistent with the warming that the region is experiencing. Sea-ice production/decay did not show any significant change other than an enhanced decay during the summers of 2017-1019. Sea-ice thickness on the other hand has decreased significantly since 2007. This decrease has been more pronounced along the northern (north of Kane Basin) portion of the strait. What is more, ocean model data indicates that since 2007 the northern Nares Strait upper 100m layer has become fresher, indicating an increase in the freshwater export out of the Arctic Ocean and through the strait. The southern portion of the strait, on the other hand, has become warmer and saltier, which would be consistent with an influx of Irminger Water as proposed by previous modelling results. These changes could impact the formation and stability of the ice arch and hence the cessation of ice transport down Nares Strait as well as contributing to changes in the characteristics of the NOW. </p>

A pioneering attempt in historiography presents a scientific analysis of socio-humanitarian research carried out by employees of the USSR Academy of Sciences in the Arctic regions of Yakutia during 1980-1991. Archival materials identified by the author, as well as data from the scientific literature were used for the preparation of the article. The work carried out allowed us to present a characteristic of the development by scientists of a complex of sociocultural, economic, archaeological, historical and anthropological, linguistic and folklore issues. In this regard, the geography of the research is shown, their key actors and main directions are identified. At the same time, an analysis of the most important provisions developed by the participants of the considered research initiatives was carried out. It was established that in the mentioned period, on the one hand, the research was continued, which had been successfully carried out earlier in the Polar Yakutia, and on the other hand, new research trends were making their way. Their stipulation is proved by the development of scientific knowledge and the changing socio-political situation in the Soviet Union. It is concluded that, as a result, interdisciplinary research has been developed, including the widespread use of the natural science arsenal, as well as a clear shift in the paradigm regarding the assessment of Soviet transformations for the destiny of the indigenous peoples of the North.

The article discusses the results of a study of the issues of maintaining highways of regional and intermunicipal importance in the northern regions of Russia. A special role in the article is given to the category of highways as land and ice winter roads. In the hard-to-reach areas of the Arctic and North of Russia, winter roads are the most important element of the transport system. The maintenance and service of winter roads are the responsibility of the regional authorities. The existing issue of insufficient budgetary support for the maintenance of winter roads is, inter alia, associated with the imperfection of the methodology for calculating target norms of budgetary appropriations. The article presents well-reasoned facts and substantiation of the need to update the norms of budgetary appropriations for the maintenance of winter roads, taking into account difficult territorial natural and climatic conditions of work and transport accessibility of goods delivery. Recommendations are given for changing the methodology for calculating monetary costs for the maintenance of winter roads of regional and intermunicipal importance when determining the amount of appropriations from the budget of the constituent entities of the Russian Federation.

In this paper I will consider the ways in which national identity is constructed through football, by analyzing different case studies foremost in the countries of Western Europe which are, in public narratives, signified as “developed”. I will attempt to point out the fact that, despite the weakening of the prerogative of the nation-state, the identity which refers to such a state is still strong, and that football is one of those cultural elements though which such identification is encouraged and supported. On the other hand, through analyzing the “nation building” through football project in countries which, supposedly represent the ideal for a transitional country like Serbia, in both the economic and political sense, it is my intent to point out that the ideology of nationalism and its instrumentalization in the media, such as that given in the examples, is by no means locally specific nor connected to so-called “insufficiently modernized societies”, where this term, in itself has the ideological weight in context – that we could thus refer to certain societies as “enough” or “completely” modernized. On the contrary, these models, more or less, function the same way everywhere, only they are historically determined, and greatly dependent on momentary power relations, or that which the dominant discourse in continual hegemonic struggles defines as the desirable image of “nation”, “economy” or anything else.

Russia’s planting of a flag on the seabed at the North Pole in 2007 set off a flurry of concern about its maritime and territorial ambitions and the potential for international conflict in the Arctic. However, the law of the sea now renders moot traditional rules of the doctrine of discovery and occupation as manifestations of sovereignty. Thus, the Russian flag at the North Pole is meaningless in the legal sense. Nevertheless, it is not irrelevant. On the one hand, it has catalyzed the development of a ‘law habit’ among the Arctic states now reflected in cooperation on scientific and technical work to support their overlapping outer continental-shelf claims to the Arctic seabed and on other Arctic Ocean matters. On the other hand, it has clearly signalled a claim to an advantageous negotiating position. The flag is thus a physical manifestation of both the power and pretence of international law.

The transarctic flights of 1926 and 1928 demonstrate the possibility of establishing communication by air across the Arctic regions between Europe, on the one side, and North America and the Far East on the other. Quite aside from the saving of time owing to shorter distance, the establishment of such communication presents considerably less diiSculty than air communication over the Atlantic: a conclusion derived from the transatlantic flights of the last three years. The experience of the airship Italia in May, 1928, does not at all nullify this conclusion. It serves merely to show that the organization of transarctic communication requires special prearrangements, such aa wireless stations, meteorological stations, landing-places, air-bases, the construction of which on the shores, islands, and even on the ice of the Arctic Ocean, appears to be quite feasible. The necessity for such stations has aroused in the governments of the North countries an increased interest in the Arctic regions which heretofore has been restricted to scientific circles.

The Author starts with a question whether a nation is a counterbalance to a unified Europe. In order to find the answer, the notion of group identity is evoked. The Author argues that the notion of European identity — which is just being coined — does not have any roots in ethnic or linguistic communities — contrary to national identity which has been shaped through ages. Neither territorial community, or political community or economic interests constitute equally strong a bond as cultural dimension — a heritage that has evolved from common roots and strong mutual interactions within an imagined community. National identity is of historical character and is based on the memory of past years of a nation’s existence. “European identity” is a rather weak equivalent to national identity. In order to build an European identity, one would have to ponder which variant of Europe’s history to choose. So far European identity cannot refer to any continuum. Its dimensions are not as variable as that of national identity. And its power of influence is rather week. This is why, despite the fact that both identities are relatively compatible, i.e. they do not exclude each other, and one cannot replace the other. Thus, the author concludes that any and all fears of a nation’s “dilution” within a uniform “European state” are groundless.
