The 2nd International Arctic Ungulate Conference was held 13-17 August 1995 on the University of Alaska Fairbanks campus. The Institute of Arctic Biology and the Alaska Cooperative Fish and Wildlife Research Unit were responsible for organizing the conference with assistance from biologists with state and federal agencies and commercial organizations. David R. Klein was chair of the conference organizing committee. Over 200 people attended the conference, coming from 10 different countries. The United States, Canada, and Norway had the largest representation. The conference included invited lectures; panel discussions, and about 125 contributed papers. There were five technical sessions on Physiology and Body Condition; Habitat Relationships; Population Dynamics and Management; Behavior, Genetics and Evolution; and Reindeer and Muskox Husbandry. Three panel sessions discussed Comparative caribou management strategies; Management of introduced, reestablished, and expanding muskox populations; and Health risks in translocation of arctic ungulates. Invited lectures focused on the physiology and population dynamics of arctic ungulates; contaminants in food chains of arctic ungulates and lessons learned from the Chernobyl accident; and ecosystem level relationships of the Porcupine Caribou Herd.

OBJECTIVES/GOALS: We describe here the implementation of a pilot Quality Improvement (QI) program in clinical research processes in order to facilitate translation from bench to community. This presentation will also discuss challenges encountered by the research teams during the implementation of QI activities. METHODS/STUDY POPULATION: Miami CTSI collaborated with University of Kansas’ CTSA to test the implementation of a QI program for clinical research processes. The program has a duration of 1 year and consists of multi-modal training and coaching sessions with different research teams. Six teams comprising of Principal investigators, clinical coordinators, and regulatory specialists participated in the program based in applied clinical microsystem theory science. Team coaches and teams worked together to assess current processes, test new and improved processes, and standardize and disseminate applicable best practices of the QI program. RESULTS/ANTICIPATED RESULTS: The implementation of QI activities in large clinical research settings poses numerous challenges for the research team. We will present survey results from the coaching sessions and follow on feedback from the different teams involved in the program to implement the QI activities. We will describe the modifications and adjustments made to the original conceptual framework of QI program in order for it to be applicable and feasible for the settings of the University of Miami. We will provide recommendations for other academic clinical research centers that are considering implementing a QI program. DISCUSSION/SIGNIFICANCE OF IMPACT: The successful adaptation of a QI process to implement in academic clinical research settings relies on early engagement of the institution leadership, careful selection of team members, as well as developing communication skills to enhance team dynamics as a clinical research unit.

Over the past decade Unmanned Aircraft Systems (UAS, aka “drones”) have become pervasive, touching virtually all aspects of our world. While UAS offer great opportunity to better our lives and strengthen economies, at the same time these can significantly disrupt manned flight operations and put our very lives in peril. Balancing the demanding and competing requirements of safely integrating UAS into the United States (US) National Airspace System (NAS) has been a top priority of the Federal Aviation Administration (FAA) for several years. This paper outlines efforts taken by the FAA and the National Aeronautics and Space Administration (NASA) to create the UAS Traffic Management (UTM) system as a means to address this capability gap. It highlights the perspectives and experiences gained by the University of Alaska Fairbanks (UAF) Alaska Center for Unmanned Aircraft Systems Integration (ACUASI) as one of the FAA’s six UAS test sites participating in the NASA-led UTM program. The paper summarizes UAF’s participation in the UTM Technical Capability Level (TCL1-3) campaigns, including flight results, technical capabilities achieved, lessons learned, and continuing challenges regarding the implementation of UTM in the NAS. It also details future efforts needed to enable practical Beyond-Visual-Line-of-Sight (BVLOS) flights for UAS operations in rural Alaska.

AbstractThis article explores the ethical impact of cultural recognition within the regulatory negotiation (reg-neg) process as it is currently being used by federal agencies in the United States. The authors use a blend of theory and practice to explore the ethical necessity, feasibility, and practicality of including cultural guidelines within the reg-neg process. Using the findings from extensive prior research on negotiated rulemaking at the U.S. Environmental Protection Agency (EPA) as a foundation, we illustrate the lessons learned from years of regulatory negotiations conducted by the pioneer of reg-neg. We then show how these lessons have been brought under an umbrella of ``cultural recognition'' within the consensus-based regulatory negotiation being used to improve relations between American Indian nations and the U.S. government. We discuss the ethical and practical implications of incorporating cultural sensitivity into the reg-neg process.

The western corn rootworm (WCR), Diabrotica virgifera virgifera LeConte, is considered one of the most economically important pests of maize (Zea mays L.) in the United States (U.S.) Corn Belt with costs of management and yield losses exceeding USD ~1–2 billion annually. WCR management has proven challenging given the ability of this insect to evolve resistance to multiple management strategies including synthetic insecticides, cultural practices, and plant-incorporated protectants, generating a constant need to develop new management tools. One of the most recent developments is maize expressing double-stranded hairpin RNA structures targeting housekeeping genes, which triggers an RNA interference (RNAi) response and eventually leads to insect death. Following the first description of in planta RNAi in 2007, traits targeting multiple genes have been explored. In June 2017, the U.S. Environmental Protection Agency approved the first in planta RNAi product against insects for commercial use. This product expresses a dsRNA targeting the WCR snf7 gene in combination with Bt proteins (Cry3Bb1 and Cry34Ab1/Cry35Ab1) to improve trait durability and will be introduced for commercial use in 2022.

As universities recognize that an entrepreneurial education is an enabler, entrepreneurship is increasingly recognized as higher education's ally. Today, more than 5,000 entrepreneurship courses are offered in over 2,000 college and universities in the United States (U.S.) (Kauffman, 2009). Entrepreneurship education is extending beyond its traditional business school offerings to engineering, arts, and sciences schools as educators develop specialized, experiential content most relevant to their student populations. The Maryland Technology Enterprise Institute (Mtech), a unit of the A. James Clark School of Engineering at the University of Maryland, is a global leader in entrepreneurship education (Barbe, Green, & Chang, 2010). Mtech's award-winning programs are being replicated throughout the U.S. and abroad to serve entrepreneurial students in pursuit of new ventures. Mtech's entrepreneurship courses and programs have more than 1,000 student enrollments annually. This chapter introduces Mtech's approach to entrepreneurship education, defines the inner workings of Mtech's entrepreneurship education initiatives, and discusses best practices and lessons learned.

Lessons learned from George Sánchez have been at the heart of the work I do with undergraduate students at the University of California, Irvine (UCI). Many of them face enormous stress as a result of being (or being related to) undocumented Latina/o immigrants in the United States. During the 2011 Winter quarter, several of those students conferred with me about their intention to invite fellow UCI undergraduate students enrolled in our “Histories of the U.S.-Mexico Borderlands” course to join UCI Dreamers. This is an undergraduate student group that supports undocumented immigrant students at our campus as they struggle to finance, complete, and derive full social and intellectual benefit from their undergraduate education. This initiative situated our Chicana/o history course as a productive common ground, a space for this generation of women and men to act in support of each other. Attending UCI Dreamers meetings was not an automatic or random decision but rather the outcome of a series of interactions, discussions, and experiences. Prominent among these was our consideration of music and musical soundscapes that have influenced how life in the US–Mexico borderlands is lived and discussed.

Introduction: The number of institutions engaging in research with potentially biohazardous materials has increased, indicating a need for newly formed Institutional Biosafety Committees (IBCs) in the United States and for similar biorisk management committees located outside the United States. Our institution identified the need for an IBC due to the growth of pertinent activities on campus. Objectives: This article shares our experiences creating a new IBC at our institution from September 2017 to April 2019. Our lessons learned and approaches to the challenges faced may be helpful to others finding themselves with similar needs. Methods: In this case study, we outline IBC membership, documents, relationships with federal agencies and within the institution, creation of registration forms, and the review process. Along with our account, we have included links to helpful resources from federal agencies. Results: At the time of the submission of this article, we have established our IBC and reviewed two registrations. Conclusion: This case report demonstrates the successful creation of an IBC that works for our current institutional needs.

The assessment of transboundary aquifers is essential for the development of groundwater management strategies and the sustainable use of groundwater resources. The Transboundary Aquifer Assessment Program (TAAP) is a joint effort by the United States and Mexico to evaluate shared aquifers. This study examines the TAAP Cooperative Framework as a guide for further transboundary groundwater collaboration. We compared lessons learned from six transboundary aquifers that currently have mechanisms for groundwater collaboration to identify common elements of collaboration. Though the TAAP Cooperative Framework governs an assessment-only program, the elements of collaboration included are consistent with the principles of other institutional agreements around the world. Importantly, all the analyzed agreements included a knowledge-improvement phase, which is the main objective of the TAAP Cooperative Framework. The present study finds evidence of successful outcomes within the TAAP Cooperative Framework consistent with available transboundary groundwater management agreements, demonstrating that this approach is suited to serve as a model for those wishing to engage in transborder aquifer assessments. Furthermore, the TAAP elements of collaboration can help to establish the meaningful and robust binational cooperation necessary for the development of U.S.-Mexico groundwater management agreements at the aquifer level.
