Local cultural values deserve to be promoted to the application of character education in school. The qualitative research understanding the life and local cultural values is carried out in the people of Kampung Adat Cirendeu in West Java. The local culture of the Kampung Adat Cirendeu people holds the principle of ngindung ka waktu and mibapa ka jaman which has the meaning of maintaining identity but still keeping abreast of the times. One of the local cultural values that still preserves until today is the culture of cassava-based food as a substitute for rice. This culture has been going on for a century and become an inspiration for the national food diversification program. One of the preservation efforts is through the example of their ancestors. Promotion and granting food culture values to the character education in schools involve various educational stakeholders (teachers, educators, governments, people, and customary peoples) that should give an example to the students. The budget plays an important role, both in Islamic political fiqh discourse and in the national constitutional dictum. However, hegemony of capitalism has implications for the low state budget that is allocated to meet the needs of the poor. Budgeting policies are considered to be more in favor of the interests of investors than for the people welfare. This study aims to explore the repertoire of Islamic law in managing the state budget in a participatory manner for people's welfare. Through qualitative research, this study relies on library resources that contain management of the state budget in the budgetary fiqh narrative and the maqâshid al-shari'ah as the main basis of this literature study. In addition, the basic rights of citizens regarding education, economy, culture, law and politics are guaranteed as part of the implementation of the principles of the maqâshid al-shari'ah in the management of the state budget.

This article aims to explain the efforts of the government and the people of Riau in promoting Islamic Malay identity. Through observation, literature study and documentation study, several efforts were found to support the continuity of Malay identity amidst various challenges today. The concept of identity politics is used to analyze the above problems and it is found that there are three construction processes of a social identity which include legitimate identity, resistant identity, and project identity. This paper finds the finding that the efforts to emphasize Islamic Malay identity by the government and the people of Riau are carried out in three stages. First, efforts to legitimize the Malay identity through the formation of the Riau Customary Institution (LAM) which is dedicated to protecting and preserving the heritage of the Malay symbol and in cooperation with the Riau Provincial Government. Second, efforts to fight against the negative stigma attached to Malay culture in the past. Third, the identification of Malay as Islam and vice versa through the promotion of Malay as an effort to ward off previous negative views and to affirm the existence of Islamic Malay culture in Riau.
