Smart cities need to take advantage of the opportunities that the knowledge-based economy and society can bring to the city. Therefore, cities planners and decision makers need to develop cities that take advantage of local knowledge and the intellectual capital of the population. Organizational culture is widely held to be a major barrier to creating and leveraging knowledge. Successful implementation of knowledge management (KM) almost always requires a culture change in order to promote a culture of knowledge sharing and collaboration. Hence, organizations implementing smart cities need to place great emphasis on the need to change organizational culture to pursue effective KM and its successful implementation. However, the management of culture change is a complicated task; its precise nature in smart-city development and the strategies required to be adopted remains underspecified. This study aimed to explore organizational cultural transformation needed for managing knowledge in the context of smart cities. The methodological approach for this study is a systematic review, covering publications on smart cities, KM, and organizational culture. The method used in this study involved three stages: planning the review, conducting the review, and reporting and disseminating the results. The findings revealed three key themes which are: organizational perspectives of smart cities; organizational change, innovation, and digital transformation; and the relationship between organizational culture and KM. The paper concludes that the cultural transformation required for the development of smart cities needs to facilitate the ability to integrate, create and reconfigure both internal and external competences to manage knowledge that originates from within and beyond projects boundaries. This study provides an insight into urban policymakers, planners, and scholars to prepare for the challenges that organizations face in their efforts to manage and implement smart cities successfully.

This paper presents the conceptualisation of the City Data Plan, a data governance policy instrument intended to connect the production and use of urban data in a comprehensive and evolutive long-term strategy aligned with city development goals. The concept of the City Data Plan had been elaborated by taking into account current issues related to privacy and manipulation of data in smart city. The methodological approach adopted to define the nature of a City Data Plan is grounded on the conceptual and empirical parallelism with corporate data governance plans and general urban plans, respectively aimed to regulate decision-making powers and actions on data in enterprise contexts, and the interests of local stakeholders in the access and use of urban resources. The result of this analytic process is the formulation of the outline of a City Data Plan as a data governance policy instrument to support the iterative negotiation between the instances of data producers and data users for instantiating shared smart city visions. The conceptualisation of the City Data Plan includes a description of the multi-stakeholder organisational structures for the city data governance, cooperation protocols and decision areas, responsibilities assignments, components of the plan and its implementation mechanisms.

Chinese cities are increasingly using digital technologies to address urban problems and govern society. However, little is known about how this digital transition has been implemented. This study explores the introduction of digital governance in Shenzhen, one of China's most advanced smart cities. We show that, at the local level, the successful implementation of digital systems faces numerous hurdles in long-standing data management and bureaucratic practices that are at least as challenging as the technical problems. Furthermore, the study finds that the digital systems in Shenzhen entail a creeping centralisation of data that potentially turns lower administrative government units into mere users of the city-level smart platforms rather than being in control of their own data resources. Smart city development and big data ambitions thereby imply shifting stakeholder relations at the local level and also pull non-governmental stakeholders, such as information technology companies and research institutions, closer to new data flows and smart governance systems. The findings add to the discussion of big data-driven smart systems and their implications for governance processes in an authoritarian context.

Diffusion of knowledge is recognized as one of the key factors that determines organizational success in the knowledge-based economy. The research problem concerns the way social networks and organizational culture may influence knowledge sharing among the agents in general. This article presents the review and critical analysis of literature on the diffusion of knowledge from network and cultural perspective. The results of the research show that both social networks and organizational culture might support the flow of knowledge in different ways. The quality and quantity of organizational knowledge depend on different ties between employees, organizational departments, and between an organization and its environment. The conditions for diffusion of knowledge are provided by the knowledge culture, which differs depending on choosing codification or personalization as leading strategy of knowledge management, as well as on set of key organizational values.

Purpose. The aim of the article is to improve the methodological approach to the diagnosis of the processes of formation and sustainable development of a smart city, in particular, the formation of a logical and structural approach to this process. Methodology of research. The study uses generally accepted methods in economics: monographic, theoretical and comparative analysis – to reveal the conceptual foundations of the formation and sustainable development of a smart city; analysis and synthesis, system and structural, abstract and logical, statistical groupings – to improve methodological approaches to the diagnosis of the formation and ensure the sustainable development of a smart city. Findings. The analysis of theoretical sources of Ukrainian and foreign scientists concerning the definition and diagnosis of sustainable development of a smart city was conducted. It is established that there is no methodical approach to the diagnosis of sustainable development of a smart city, which is based on statistical observations of the State Statistics Committee of Ukraine. The author’s methodical approach to diagnostics of the process of smart city development is proposed, which, in contrast to the existing ones, covers the consistent implementation of research stages at the macro, meso, and micro levels. The necessity of using a set of statistical data and mathematical methods in the process of developing directions for improving the efficiency of strategic management of sustainable development of a smart city is substantiated. Originality. The methodological approach to the diagnosis of sustainable development of a smart city has been improved, which, in contrast to the existing ones, covers the consistent implementation of research stages at the macro, meso, micro levels: strategic analysis and assessment of sustainable development of smart cities in Ukraine at the macro and meso levels; analysis of the effectiveness of the use of the existing potential for sustainable development of smart cities at the micro level; modelling, development of directions of increase of efficiency of use of available potential and formation of the organizational and economic mechanism of sustainable development of smart cities. Practical value. The application of the proposed methodology will contribute to the development of organizational and economic principles of building a mechanism for managing the development of a smart city. The purpose of this study is to create a methodological approach for assessing the development of smart cities. An analysis of existing approaches to assessing the development of smart cities showed that, in general, three main types of such methods can be distinguished. First, these are approaches based on the study of certain components of a smart city. Second, the levels or stages of smart city development. Thirdly, certain narrowly focused areas for studying the development of smart cities (for example, ecology). Based on the systematization of approaches to assessing the development of smart cities, the author's approach is proposed, which consists in combining the study of the components of a smart city and the stages of its development.

Objectives - This study aimed to identify: (i) the current research trends related to mobility assistants to support multi-modal routes in smart cities; (ii) the types of smart cities’ data being used; (iii) the methods applied to assess the proposed solutions; and iv) the major barriers for their dissemination. Methods - An electronic search was conducted in several databases, combining relevant keywords. Then titles and abstracts were screened against inclusion and exclusion criteria. Finally, the full texts of the eligible articles were retrieved and screened for inclusion. Results - A total of 19 articles were included. These articles either propose algorithms to optimize routes planning or presenting specific applications that make use of a broad range of smart cities’ data. Conclusion - The number of included articles is very reduced when compared with the total number of articles related to smart cities, which means that the mobility assistants to support multi-modal routes are still not significant within the smart cities’ research. Moreover, most of the included articles report applications in an early stage of development, which is a major barrier for the respective dissemination.

 Increasing urbanization has been a major challenge to tackle issues relating to population growth, housing, infrastructure development and urban management in Nepal. Initiatives have been taking by the stakeholders of urban sectors in different course of action plans. New town development, smart city development, preparation and implementation of various strategic plans and action plans are some of the initiatives undertaken by the Ministry of Urban Development, Government of Nepal. At present, the Ministry of Urban Development is preparing intervening plans and programmes to 40 towns for planned urban development in Nepal. Some of these towns are already in pace of development and some others are in infancy stages. Balance urban development strategy so far is a strategy of government of Nepal however theory of political economy of development is inherently coming in selection of the towns, and basically in implementing the plans. Therefore, most of the prepared action plans are in question of effective implementation. Among the prioritized new towns of Nepal, some of these towns particularly smart cities are in very infancy stages of infrastructure development in which ‘smartness’ itself falls into huge dilemma. Therefore, more challenges are added in implementing the smart cities into action plan. However, new towns of Hilly and Tarai-Madhesh area will definitely provide the opportunities to cater population and create more opportunities. In this context, this study focus on the new town development and their spatial distribution in Nepal through the collection of primary information and review of previous literature.
