Many writers on development are extremists, either venerating it as the source of economic cornucopia and human fulfilment or denouncing it as bringing loss of authentic community and culture, greater exploitation, and the curtailment of liberty. A minority, however, have taken a more nuanced and ambivalent position—that, like the curate’s egg, development is good in parts. For example, Adam Ferguson acknowledged the benefits of commercial society but warned against the infinite expansion of human wants, increasing inequality, and the loss of community cohesion. Similar emphasis on the mixed results of development arises in the work of J. S. Mill, Friedrich Engels, and Joseph Schumpeter (‘creative destruction’). In more recent times Albert Hirschman pointed out the negative externalities such as environmental pollution caused by economic production growth—but man-made global climate change is a newer version. All change creates both winners and losers and this fuels the extreme evaluation of it.

Actualmente América Latina está siendo testigo de un enlentecimiento en la eficiencia económica y comercial de los proyectos de integración que desde la década del ‘90buscan ser una herramienta para el desarrollo de los países que los integran. De aquí surge el interés por explorar con mayor detenimiento la situación actual que vive la integración econó- mica en la región. Este artículo pretende analizar el tema de la integración de países de la región a la luz de la mirada de Albert Hirschman, un latinoamericanista que a través de sus estudios exploró cuáles podían ser los caminos que debían transitar estos países para alcanzar el desarrollo económico.

This chapter focuses on how Albert Hirschman presented that the image of the economy as a fully competitive system where changes in the fortunes of individual firms are exclusively caused by basic shifts of comparative advantage is certainly an inaccurate representation of the real world. In associations such as the family, the state, and religious, civic, and professional institutions, loyalty dominates and often trumps exit in favor of voice. “Exit” means leaving behind a product, a service, a firm, or a country to seek others, whereas “voice” refers to the choice to seek influence and have a say in determining the future quality of products or institutions. The chapter shows how Hirschman knew about exit, the search for voice, and the conflicts of loyalties first-hand through his eventful life and travels.

El artículo trata de bosquejar la riqueza del pensamiento sobre integración en los tiempos de formación de la primeras organizaciones regionales en Europa y América Latina, a lo largo de los años 1950 y 1960. Para hacer eso, se concentra en las experiencias, aptitudes y visiones de tres intelectuales europeos que tomaron parte en el debate sobre integración en las dos márgenes del océano atlántico.  Mientras que los primeros dos, Pierre Uri y Ernst Haas, tuvieron un interés circunscripto por América Latina y su integración y nunca profundizaron su conocimiento de los países que la conforman,  Albert Hirschman desarrolló una profunda empatía hacia toda la región. Sus distintas posiciones en el tema de la integración, de los prerrequisitos económicos y políticos necesarios para alcanzarla y de su relación con la modernización,  nos ofrecen una prueba persuasiva de la irreductibilidad de los estudios sobre integración a algunas teorías abstractas.

<p>La misión del Banco Mundial de 1949, encabezada por Lauchlin Currie, recomendó un ataque integral a los círculos viciosos entrelazados del subdesarrollo mediante una ampliación del mercado local e internacional y la reforma de la formulación de la política macroeconómica. En 1950 el gobierno colombiano invitó a Currie para que volviera como asesor de una nueva junta de planeación nacional. En 1952 Albert Hirschman también fue contratado como asesor de esa junta. Este artículo discute los acalorados desacuerdos entre estos dos distinguidos economistas, su influencia en la teoría y la práctica del desarrollo económico en Colombia y del Banco Mundial; en particular sus puntos de vista sobre el enfoque de la planeación basado en un programa integral o en proyectos individuales.</p>

AbstractDespite opposition from social movements, the animal agriculture industry has largely succeeded in averting serious challenges to its basic business practices. This outcome reflects not only the industry’s political and economic clout, but also divisions among the industry’s opponents and the difficulties that their proposed solutions pose for consumers. Albert Hirschman argues that those dissatisfied with a product or organization have three options: exit, voice, and loyalty. We argue that “voice,” the public expression of protest, has been fractured by disagreement over ultimate goals and the proper form of “exit”: substitution or abstention. Both forms of exit are difficult for the consumer. The default response is therefore “loyalty”: continued consumption. This loyalty is based not on ignorance or acceptance of the industry’s shortcomings, but on socially organized denial of the evidence and its implications. Our methodology is a “qualitative metasynthesis” of previous scholarly analyses of the primary social movements involved.
