The Doctoral Thesis is elaborated in the field of scenario-based simulation game management. The essence of simulation games and their role in the learning process is studied, their advantages and disadvantages are identified. The concept of simulation game scenarios is developed that enables efficient game management by using formal methods. An integrated approach to simulation game scenario management is developed and the procedure for scenario generation, simulation and control; as well as its implementation mechanisms, are described.

Background. Serious games have the potential to provide benefits that beyonds entertainment value. Recent growth in the empirical research of serious games shows their abilities to deliver prosocial messages. Aim. This study aims to examine the use of games in the management of cultural schemas as well as moderating intercultural sensitivity and intercultural communication competence. Moreover, this study explores how and why simulation games, such as BAFÁ BAFÁ, function as persuasive technologies (PTs) effectively motivating individuals into behavior change. Method. An experimental study with three conditions (game, reading, and control) was conducted to examine the effects of BAFÁ BAFÁ on enhancing participants’ intercultural sensitivity as well as communication competence compared to reading intercultural materials or regular activity. Results. Both intercultural sensitivity and communication competence were measured with multi-dimensional scales, and the results of the multi-variate analyses indicated that the intercultural simulation game BAFÁ BAFÁ can facilitate the increase of participants’ intercultural sensitivity and communication competence.

Modelling a business game to test the building of capabilities for enhancing institutional resilience requires a thorough knowledge of the underlying in the reviewed process base concepts (for counteracting hybrid threats, for building defence capabilities, for the functioning of the business model of the national security system and etc.) and following a specific management strategy. The business simulation games should be seen as a concrete model of abstractions from the reality. Therefore, when analyzing the results of their implementation, it should be borne in mind that the tested coherence of a theory or concept can be successful in a particular model or simulation, but this is not actually a guarantee of overall consistency with the real world, especially when testing newly developed theories and concepts with many conventions. Therefore, the selection of concepts, variables, the way the model is developed, the approaches to conduct, and especially the management of this type of scientific research are of particular importance. Of course, the most profound impact on the results is the level of professionalism in preparing the analysis of the results of each business simulation game.

Because of the current trend of massification of higher education, motivation of students is a serious issue, especially in courses closely related to mathematics. The ones that undoubtedly belong to this group are courses dealing with formal methods for software development, such as Z notation, B-Method, or VDM. The chapter shows how a customized simulation game can be used to bring a domain typical for utilization of formal methods, the railway domain, to students and thus motivate them to learn these sophisticated ways of software development. By means of two examples, it demonstrates that such a tool, despite its limited scope, can be used to teach a variety of concepts related to formal methods. It also discusses related approaches to teaching formal methods, describes the customized game and its application in teaching, and evaluates experience with the application.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.
