With the marginalization of Africa in international trade, previous models for operationalizing relations with Europe have become obsolete. There is increasingly a trend towards uncoupling between North Africa, the Republic of South Africa, and Black Africa. North Africa has broken away to the point of regarding itself as a hinterland of Europe. South Africa is likely to become both a crossroads and a transit point in trade between Europe, Africa, and the Pacific region. In Black Africa, the only current scenarios for reconnection with the rest of the world seem to amount to pointing out this subregion's capability to do harm if it were ever abandoned.

Abstract Ipomoea alba is a fast-growing vine native to the Americas, which has been widely introduced across tropical and subtropical regions of the world where it has become naturalized and invasive. Once naturalized, this species behaves as an environmental weed with the potential to outcompete native plant species for nutrients, water and sunlight. It climbs using other plants for support and forms a dense canopy that shades out native vegetation. It also spreads over the ground, forming a dense mat of vegetation that inhibits the establishment and growth of other plant species. Currently this species is included in the Global Compendium of Weeds and it is listed as invasive in China, South Africa, Cuba, Australia, New Zealand, Hawaii and other islands in the Pacific region.

AbstractDespite an array of trade reforms undertaken to integrate the country into the international community, South Africa's performance in international trade has remained dismal, primarily due to its customs procedures and documentation, coupled with resulting high transaction costs. The facilitation of trade and integration into the international community has therefore been a challenging issue for South Africa. Recently, the republic has embarked upon reforming its existing customs regimes, by enacting new legislation that will replace the prevailing Customs and Excise Act 91 of 1964. This article attempts to analyse how far these reforms will adhere to the World Trade Organization's disciplines on trade facilitation that call for harmonization and simplification of customs related rules. The author evaluates the provisions of this new legislation in order to assess whether South Africa is ready to undertake the obligations imposed by the Agreement on Trade Facilitation.

The Indo-Pacific region is an area adjacent to some oceans and the gateway that connects the great power and small countries to the world; this region is always considered by Vietnam as a key strategic geographic area, having direct impacts on national security, position and its role in this region. While big powers have different perceptions to the Indo-Pacific region, as a country occupying an important geographic position in the Pacific region, Vietnam shares a common vision of an open and rule-based area, and a common interest in maintaining peace, stability and prosperity as well as building a common space for coexistence and development with the belief that the Indo-Asian-Pacific is large enough for every nation to grow and prosper. This article finds out that recent changes in the Indo-Pacific region in geopolitics, economics, security and national defence have made many countries, including Vietnam, to redefine their global and regional policies to refresh their strategic perceptions. Vietnam has its own perception, position, approach and national orientations, which is shaping its state behaviour and perspectives in this geopolitical vibrant Indo-Pacific region. Besides, this article uses the SWOT analysis model to determine the challenges, strengths and weaknesses of Vietnam in the Indo-Pacific region. Moreover, while the future of the Indo-Pacific in a post-COVID-19 pandemic world remains filled with uncertainty and economic challenges, the crisis also presents an opportunity for Vietnam to re-evaluate its position. Today, Vietnam always maintains its foreign policy of independence, self-reliance, multilateralism and diversification of international relations, which attaches great importance to enhancing multi-faceted cooperation with countries in the Indo-Pacific region. Thus, with its own perception and geostrategic advantage, Vietnam—a developing country in the region and in the world with relatively stable economic growth, pursuing rules and order will be a positive factor for a stable, peaceful and prosperous development in the region.

AbstractThe Pacific region is one of the most culturally diverse areas of the world; societies within this region are also culturally diverse. For both these reasons, intercultural relations and acculturation phenomena are at the forefront of psychological interests there. This paper first situates these phenomena in their ecological and cultural contexts, in which human diversity and individual behaviour can be examined and understood as adaptations to these contexts. Then the notion of differentiation in psychological and sociocultural phenomena is discussed, linking them to the concept of social capital. The processes involved in acculturation and intercultural relations are then described, and linked to the concept of differentiation. The argument is presented (with an empirical example from research with immigrant youth) that the more differentiated are a person's psychological life, as well as their social and cultural engagements, then the better adapted they are to living interculturally. Suggestions for policy and programme development and implementation are made: these include advancing the multicultural way of living together, and of accepting the need for mutual accommodation.

But if future generations are to remember us more with gratitude than with sorrow, we must achieve more than just the miracles of technology. We must also leave them a glimpse of the world as God really made it, not just as it looked when we got through with it." In the same spirit, forestry in the Republic of South Africa (RSA) shares the responsibility of conserving and restoring as far as possible the environment in which we and succeeding generations must live.

In the proclamation that was issued on Easter Monday 1916 the provisional government of the Irish Republic undertook to grant ‘equal rights and opportunities to all its citizens’ and to ‘cherish all the children of the nation equally’. It also emphasised that the Republic was ‘oblivious of the differences carefully fostered by an alien government, which have divided a minority from a majority in the past’ and referred to the support given to the Republic ‘by her exiled children in America’. The belief that the Irish nation included all inhabitants of the island was a central tenet of Irish nationalism both before and after 1922, and the numerous visits that nationalist leaders have paid to the United States from the time of Parnell and Davitt to the present testify to the importance that has been attached to the Irish overseas. In November 1948, while introducing the second reading of the Republic of Ireland Bill, the Taoiseach, John A. Costello, noted that ‘The Irish at home are only one section of a great race which has spread itself throughout the world, particularly in the great countries of North America and the Pacific.’

AbstractThe Republic of Fiji Islands has been under military rule since December 2006. Yet, the regime of Frank Bainimarama is not really like any other military regime in the world, nor does the 2006 coup resemble the earlier military interventions in the country. It is attempting development without freedom, but can it succeed? It is important to recognize that dictatorships can be of very different kinds. What happens with the Bainimarama regime will have a major impact upon the Pacific scene, not only for the Fiji Islands but also for the Pacific Forum and the role of China in regional integration. And the course of future events will depend much upon what strategy Fiji's strongman chooses and what kind of constitution is put in place.

Lesotho has long had the distinction of being one of the more anomalous states not only in Southern Africa, but in the world. It is entirely surrounded by another country, the Republic of South Africa. It is ethnically and linguistically very homogeneous. It is a monarchy. Physically, the lowest point in Lesotho is higher, in vertical distance above sea level, that that in any other country. Its economy is marked by some extraordinary paradoxes, such as agriculture being the main economic activity of the bulk of the labour force albeit the origin of a small fraction of total income, imports enomously exceeding exports and being larger than domestic output, and fewer citizens working for cash inside the country than outside.
