Ever since Monroe's doctrine and up to President Carter, the American foreign policy in Latin America has been remarkably continuous both from the point of view of objectives - the maintenance and extension of American influence and domination - and that of the pressures required to attain them - from direct military intervention to economic sanctions, including clandestine activities of destabilization. Carter came to power and from then on that policy rested on different principles which became expressed, particularly in the case of El Salvador, in pressures for the respect of human rights, a temporary suspension of aid from the Interamerican Development Bank and in the immediate recognition of the regime which followed the coup d'État of october 1979 and which made possible a third option between a reactionary dictatorship and a takeover by the Marxists. The principles were once again altered under President Reagan for whom the fight against communism and international terrorism is a priority. Latin America acquired a new strategic importance and El Salvador became the scene of the East-West conflict, the symbol of American determination to contain Soviet expansionism. But Reagan's policy in El Salvador had to be restrained confronted as it was by opposition both internal, from the public, and external through the stand taken by the Allies. In spite of starting doctrinal differences, Carter's and Reagan's policies in El Salvador are very similar, both showing incoherence and inefficiency. They are heirs to a situation and an intellectual tradition which they perpetuate, one clumsily, the other cheerfully. But the failure of the Reagan administration is even more patent than that of its predecessor. The United States have only one alternative left, military intervention or negotiations with the guerilla, and furthermore they risk "losing" El Salvador the Vietnam or the Nicaragua way.

This chapter explains how Ronald Reagan's public diplomacy campaign reflected conservative Nicaraguan and U.S. Catholic viewpoints and language. It talks about the officials who worked with Catholic allies, including a former Maryknoll sister, that critique the Maryknoll and liberation theology in the United States, Latin America, and Europe. It also recounts Reagan's promotion as defender of the Nicaraguan Catholic Church to win support among conservative Catholics for U.S. policy and his reelection bid. The chapter discusses the White House's attempt to move the public focus from human rights in El Salvador to Nicaragua by alleging that the Sandinista government persecuted religion and was trying to create a fake church. It describes the public diplomacy campaign that involved cooperation with religious conservatives, including its design and execution that reflected conservative Catholic viewpoints and language.

The militarycoup d'étatwhich installed General Maximiliano Hernández Martínez as President of El Salvador during December 1931 created a crisis involving the 1923 Washington Treaties. By the terms of these accords, the Central American nadons had pledged to withhold recognition from governments seizing power through force in any of the isthmian republics. Although not a signatory of the treaty, the United States based its recognition policy on this principle. Through this means the State Department had attempted to impose some stability in Central America, by discouraging revolts. With the co-operation of the isthmian governments, United States diplomats endeavored to bring pressure to bear on the leaders of any uprising, to deny them the fruits of their victory, and thus reduce the constant series ofcoupsandcounter-coupsthat normally characterized Central American politics.

The article is based on an analysis of certain aspects of how the public opinion of selected nations in years 2001–2016 perceived the American foreign policy and the images of two Presidents of the United States (George W. Bush, Barack Obama). In order to achieve these research goals some polling indicators were constructed. They are linked with empirical assessments related to the foreign policy of the U.S. and the political activity of two Presidents of the United States of America which are constructed by nations in three segments of the world system. Results of the analysis confirmed the research hypotheses. The position of a given nation in the structure of the world system influenced the dynamics of perception and the directions of empirical assessments (positive/negative) of that nation’s public opinion about the USA.

During 1984 and 1985 there was much discussion of an apparent ‘resurgence’ of democracy in many countries in Latin America. As the military handed over the reins of government to elected civilian rulers in Honduras, El Salvador and Argentina, and steps toward the same end were taken in Uruguay and Brazil, the American media and the Reagan administration – conveniently forgetting its earlier support for military dictatorship – began to speak glowingly of a new ‘Latin spring’.

This chapter argues that the rhetoric of “patriotism” and “treason” that dominated nationalist politics evolved in the public poetry surrounding two seminal events in modern Iraqi political history, the Bakr Sidqi coup d’état of October 1936 and the Rashid ʿAli movement of April 1941. The chapter documents the popularity of each movement and shows how partisan support for military intervention was shaped by the shared logic of anticolonial nationalism. It documents the social and political consequences that socialist and nationalist poets faced and examines how political persecution inspired the new socialist-nationalist alliance of the “national front” politics that would dominate opposition politics in the 1950s. The chapter also shows how the relaxation of state censorship of the Left during the World War II allowed leftist poets to articulate a new political vision that fused anticolonial nationalism and socialist internationalism.

The concluding chapter summarizes the role of the Egyptian military, the business elite, the United States, and the opposition during each of the waves of revolution and counterrevolution. If we expand our conceptual vocabulary to include “coups from below,” this would allow scholars to properly conceptualize the unique confluence of military intervention and mass mobilization without resorting to normative terms like “democratic coup d’état.” Furthermore, it could allow US policymakers to suspend military aid in the future should there be similar events. By comparing the period from 1952 to 1956 that experienced a revolution from above with a coup from below between 2011 and 2018, it becomes clear that it may in fact be Egypt’s own revolutionary legacy that is the biggest impediment to democratization.

This article discusses the Carter administration's policies toward Nicaragua and El Salvador after the Sandinistas took power in Nicaragua in July 1979. These policies were influenced by the widespread perception at the time that Marxist revolutionary forces were in the ascendance and the United States was in retreat. Jimmy Carter was trying to move away from traditional American “interventionism” in Latin America, but he was also motivated by strategic concerns about the perception of growing Soviet and Cuban strength, ideological concerns about the spread of Marxism-Leninism, and political-humanitarian concerns about Marxist-Leninist regimes' systematic violations of human rights.

Three contemporary problems in American foreign policy illustrate in graphic terms the moral dilemmas that confront any state in the conduct of foreign relations. Every American President since George Washington has proclaimed the Republic's devotion to democracy both here and abroad. One of our greatest Presidents, Woodrow Wilson, led the country in a crusade to “make the world safe for democracy.” The Eisenhower administration in 1952 rededicated itself to the liberation of subject peoples in eastern Europe from tyranny and oppression. By April 29, 1958, however, Vice President Nixon in replying to a question why the United States supported dictatorships in Latin America observed: “If we openly discriminate between one government and another in Latin America, what would we be charged with? We would be charged with interfering in the internal affairs of other countries and with trying to impose our system of government on them.”

The “plight” of the public hospital in the United States is examined from the point of view of its relationship to the “plight” of the cities. Fifty-five large cities are examined and for 38 of these cities that have such hospitals the relationships of levels of public hospital services to local demographic, government fiscal, and tax structure conditions are analyzed. The principal findings point to the existence of some strong relationships and the implications for public policy of these associations are discussed.

The US military presence in Latin America has declined significantly over the last two decades, particularly in the major countries of the region. Despite the determined efforts of the Reagan administration to reverse that trend, with few exceptions the present ability of the United States to influence the Latin American militaries is far removed from the dominant role it played in the 1950s and 1960s. Given the pressures in Washington for further cuts in military aid programs, the trend toward declining US influence and increasingly divergent US-Latin American military interests is likely to continue in the 1990s. Although the United States will continue to be a major force in the region, the primary instruments of US influence are likely to be economic, rather than military-to-military relations.
