This paper analyzes the incentives induced by a formula to fund universities based primarily on enrolment. Using a simple game theoretical framework, we argue that inherently those formulas lower the funding per student. We argue that if the funding value differs by enrolment type, it introduces incentives to substitute enrolment where most profitable. We use these results to discuss the 2018 funding formula changes in Québec. Québec’s latest reform is an attempt to reduce substitution effects and increase graduate enrolment. We provide simulations of the reform’s redistributive effects. With the formula change, some universities have structural advantages over others. Whilst the reform, on a short-term basis, deploys a mechanism to mitigate these advantages, on a long-term basis the effect introduces a larger gap between Québec higher-education institutions.

This chapter discusses the emerging models of knowledge cities in many countries of the world and the potential challenges posed by them for the existing as well as the future academic institutions of higher education (universities) in those countries in particular and in the in world in general. Specifically, this chapter is dedicated to the study of various issues and themes that concern the evolving knowledge cities such as the long-term and short-term objectives behind the establishment of knowledge cities and their potential benefits (i.e., social, economic, financial, environmental, and knowledge) for their societies. The chapter concludes that the development of knowledge cities are beneficial for all stakeholders including the academic institutions of higher education that directly or indirectly associated with such programs.

The financial crisis engulfing Kenyan universities has impacted operations and raised doubts about long-term sustainability. This crisis has a double impetus: at the national level, policy changes impacting the entire system, and at the institutional level, challenges in terms of financial governance. A short-term solution requires an immediate infusion of cash, but a long-term strategy entails a multipronged reform in the financing of higher education at national and institutional levels.

The aims of this study to find out anti-corruption education urgence for state Islamic religious teachers. This study use Qualitative Research Methods. The result show that Corruption is seen as an extra ordinary crime, therefore it requires extraordinary efforts to eradicate it. Efforts to eradicate corruption which consists of two major parts, namely prosecution and prevention will never be optimally successful if only carried out by the government without involving public participation. Therefore it is not an exaggeration if students - as an important part of society who are the inheritors of the future - are expected to be actively involved in efforts to eradicate corruption in Indonesia. Of course, these efforts are still a discourse and the benefits will not be felt in the short term, but in the long term this discourse is believed to be fruitful. If higher education starts, especially PTKIN, it will inspire others, and one day it comes to efforts to draft a legal product with anti-corruption nuances that can be initiated in PTKIN, such as the Bill, Ranperda and the like. Hopefully PTKIN can play a more significant role in the future. Thus, corruption can be minimized and even eliminated from this beloved country, including through optimizing the role of PTKIN.

The impact of Coronavirus disease has transcended beyond imaginable. Everyone is vulnerable and no one on this planet can safely say that he or she is protected against the deadly virus. All governments are taking immediate steps to address the ensuing repercussion of the pandemic, both on a short-term and long-term basis. Malaysia has passed a law that provides for temporary measures to reduce the impact of COVID-19 on the general economic sectors affecting the general economic well-being of the country. This paper explains the provisions of the COVID-19 Act 2020 and the specific other laws that it intends to modify therein. In particular, the paper highlights the establishment of a mediation process in respect of disputes arising from the inability to perform contractual obligations by parties during the pandemic. The paper concurs that COVID-19 Act 2020 attempts to cover quite comprehensive temporary measures to address issues relating to the pandemic and in the process provides validity to the actions taken by various parties before its commencement. On the other hand, the paper argues that several vague and uncertain provisions of the law led to questionable application and implication thus creating doubts as to its effectiveness.

Young generation, especially teenagers, plays a very important role in the nation's sustainability. However, it becomes hard situation for orphan teenagers as they live in abnormal situations. In Sendang Biru, Sumbermanjing Wetan Malang, orphan  teenagers experience problems that occur due to their orphan status.  There are various social problems, that relating to economic and psychological problems.  Continuously attention and assistance has been provided by the community through the social community “An Nisa”.  However, because the assistance is short-term and momentary, it only touches a small number of problems faced, and has not touched other psychological and social domains.  We strongly recommend Sendang Biru community, government and higher education institutions to develop long-term programs that can solve the whole problems of orphan teenagers in Sendang Biru.

This chapter aims to elucidate needs and competences of content teachers participating in higher education multilingual programs in order to devise a tailored training program for those contexts in which the language is not used naturally, and in which the teachers usually present some language difficulties to deliver, and students to comprehend, the lessons. The chapter starts with a discussion of the teachers' needs and follows with an analysis of the competences for CLIL teaching, offering a list of indicators which are embraced in three main dimensions: language, methodology, and emotion. These indicators provide the framework for teacher trainers and other stakeholders to design training courses. The methodology of the training has also been discussed and advised, taking the form of workshops, team teaching, reflective teaching, and other options, in both short-term and long-term bases.

The main goal of this paper is to introduce the leveraged ETF die-down price action technical market anomaly (leveraged ETF anomaly), and then to discuss the temporal dimension and the subsequent (time-series) functionalities of this anomaly (temporal leveraged ETF anomaly). Our approach not only challenging the efficient-market hypothesis with regards to constantly declining leveraged ETF price action course, but also has a temporal dimension because it uses the Jesse Livermore’s “psychological time” as parameter in both functions: (i) “emotional control” for opening position at the beginning of an intraday or short-term move and thereafter for holding this position; and (ii) in “money risk management - exit policy” for closing position. Traditional fundamental analysis theories and technical analysis rules and approaches are not able to interpret the die-down (i.e. a constantly declining in a mid- and long-term basis) leveraged ETF price action course. Instead, a rational dynamic and temporal representative agent could explain and document better this anomaly and this is the case of this article (i.e. trading exploitation functionality). The presented research shows that the proposed temporal leveraged ETF anomaly accumulates profit entirely overnight in sideways and in choppy markets, while in a trending market the profit occurs intraday. These findings for the leveraged ETF instruments reject classical theories of trending and sideways markets returns. Hence, (i) in a sideways or in a choppy market, a well designed overnight-position return strategy based on temporal leveraged ETF anomaly; and (ii) in a trending market, a well designed daytime-position return strategy based on temporal leveraged ETF anomaly as well, could gain benefit at the expense of hedgers and long-term investors respectively. After back-testing our research in available 5-year data for the JNUG 3x leveraged ETF (gold miners juniors), we found that overnight-position speculators, in sideways or choppy markets, profit from the proposed temporal leveraged ETF trading strategy approach at the expense of hedgers; and daytime swing traders, in trending markets, profit from the proposed temporal leveraged ETF trading strategy approach at the expense of long-term investors.

The analysis of  the  professional activity of  a  teacher of  higher  education can be  carried out in  several aspects: by  assessing the  content of  the  activity, overall effectiveness, the nature of the tasks to be solved, etc. However, for the performance of work functions the most appropriate will be a competency analysis of professional activity. The  authors assessed the  expressiveness of  the  competencies of  short-term, medium-term and long-term planning by  teachers of  higher  education, taking into account the  duration of  the  educational activity. A  low and medium level of expression of these competencies was revealed, regardless of the duration of the pedagogical activity, as well as the absence of an actual increase in the volume of  competence with the  duration of  the  pedagogical activity over 5 years, which is  evidence of  staff stagnation. The  findings can be  the  basis for organizing professional development programs for teachers in  relevant aspects of  their activities in order to improve their planning competencies.
