This contribution compares the different paths of regional economic integration in the post-Soviet space and analyzes their implications for Ukraine. First, it examines the legal framework of EU-Ukraine trade relations and the impact of the envisaged establishment of a Deep and Comprehensive Free Trade Area (DCFTA) in the context of the European Neighborhood Policy (ENP). Second, the various initiatives of regional trade integration with Russia and other post-Soviet republics are scrutinized in light of Ukraine’s legal commitments towards the World Trade Organization (WTO) and the EU. It is argued that the establishment of a DCFTA with the European Union precludes Ukraine’s full participation in the Eurasian Economic Community and the customs union between Russia, Belarus and Kazakhstan.

Recent articles by André Simmons and K. M. Barbour have analysed the various advantages of, and strategies for, regional economic integration in West Africa.1 This note focuses on the technical obstacles of full integration, and then on sub-regional economic co-operation as a more practical alternative.How can one agree upon an accepted distribution of the benefits from regional economic integration? How could this be implemented among the West African countries ? These are the most difficult and contentious problems associated with forming and operating any customs union and free trade area among the developing countries. If an acceptable distribution of benefits does not come about, then ‘the operation of existing groupings may easily be rendered ineffective or, in extreme cases, they may collapse. The experience of the last few years demonstrates that this is not a remote possibility.’2


Subject Customs union. Significance On June 26, Presidents Jimmy Morales of Guatemala and Juan Orlando Hernandez of Honduras formally launched a customs union between their countries, in an effort to boost trade by reducing or eliminating tariffs. The arrangement is the first of its type in Central America and may prove a step towards greater regional economic integration. Impacts The union may attract greater foreign investment, by allowing potential investors to spread operations across two countries. Bilateral moves may allow integration to advance in easily negotiable areas, while problematic issues such as border disputes are deferred. Washington’s recently stated intention to maintain tariff-free trade within NAFTA should ease concerns regarding the future of DR-CAFTA. Increased US deportations will further discourage moves towards more open borders, particularly between the north and south of the Isthmus.

It analyzes conditions and mechanisms due to which the expanding trade and mutual investment with other countries contribute to economic growth in Russia. The paper provides policy recommendations for export support, regional economic integration agenda and the institutions reform.
